Biography – Mr. Noel Kaganda

Mr. Noel Emmanuel Kaganda joined the Ministry of Foreign Affairs and International Cooperation of the United Republic of Tanzania in January 2007, where he worked in the United Nations Section of the Department of Multilateral Cooperation.
He was a delegate at the sixty-second to sixty-sixth sessions of the United Nations General Assembly and participated in negotiations and adoptions of the Convention on Cluster Munitions (CCM), and Arms Trade Treaty (ATT). He also served as personal Assistant to the Deputy Minister for Foreign Affairs and International Cooperation.
From February 2012 to November 2014, Mr. Kaganda served as First Secretary at the Permanent Mission of the United Republic of Tanzania to the United Nations in New York, where he covered the General Assembly, United Nations Agencies, Funds and Programmes, and the Economic and Financial Committee (Second Committee).
He was an Adviser for Tanzania in the Open Working Group on Sustainable Development Goals. From July to November 2014 he served as a Coordinator of the African Group’s Second Committee Experts in New York.
He holds a Master of Laws (LL.M), with distinction, in International Human Rights and a Bachelor of Arts, with honours, in Criminal Justice and Policing from Birmingham City University, England. He also holds a Post-Graduate Diploma in Management of Foreign Relations from the Mozambique – Tanzania Centre for Foreign Relations. Mr. Kaganda is a national of Tanzania.
