Evo Morales aenda nje uhamishoni
Mexico grants political asylum to Evo Morales
Mexico has granted
political asylum to Evo Morales for humanitarian reasons following his resignation as president of Bolivia this Sunday, the result of protests and military pressures. This was reported by the chancellor, Marcelo Ebrard, who explained that
asylum occurs after Morales has accepted the offer of the Government of Andrés Manuel López Obrador. Mexico has requested that guarantees be given so that Morales can leave his country. After the announcement by the Foreign Minister, a plane of the Mexican Armed Forces traveled last night to Bolivia to transfer to Evo Morales.
"Sisters and brothers, I leave for Mexico, grateful for the detachment of the Government of that brother town that gave us asylum to take care of our lives," the Bolivian leader tweeted shortly thereafter. "It hurts to leave the country for political reasons, but I will always be watching. Soon I will return with more strength and energy," he added on the social network shortly before taking off to the North American country. At 19.45 (02.45 in peninsular Spain), Ebrard confirmed that Morales was on the Mexican military plane.
Ebrard explained that the decision is given "by virtue of the urgent situation it faces in Bolivia, where [Evo Morales] life and integrity are at risk". The Government of Mexico, said the foreign minister, has contacted the Bolivian Foreign Ministry so that, "under international law, it may grant the corresponding safe-conduct and securities, as well as guarantees that Mr. Morales' life, personal integrity and freedom they will not be put in danger and that they will be able to put themselves in security. ”Since his resignation, Morales has taken shelter in the Chaparé, the coca zone of the center of the country, one of his main bastions, where he began his career as a union leader.
In the efforts to transfer Evo Morales to Mexico also participated the elected president of Argentina, Alberto Fernández, who during the presentation of a book in Buenos Aires thanked the Peruvian president, Martín Vizcarra, for his collaboration, reports Federico Rivas: "My gratitude to President of Peru, because he enabled Peruvian airspace so that a plane from Mexico can arrive to look for Evo, "Fernandez said. "He moved diplomatically to facilitate the arrival of that plane. We are still waiting for it to arrive and I hope it will arrive soon. Thanks to President Vizcarra. Peru is another country that often opened the doors to the needy and persecuted in Latin America," he added.
Mexico's decision is a shake of the political board of Latin America and the most decisive movement of the López Obrador Government regarding the region since he took office a year ago. Ebrard's announcement comes shortly after the White House celebrated Morales's resignation, which he said sent a message to the governments of Venezuela and Nicaragua.
“Latin America has witnessed in its history of unfortunate and violent events in which the constitutional order is broken and democratically elected authorities are forced to abandon everything to protect their life and security. On numerous occasions, on initiative, or with the participation of the Armed Forces, whose main task is to protect the democratic order, ”said Ebrard.
The chancellor has argued that Mexico “has been characterized by its tradition of asylum protection throughout its history. It has shown itself as an inclusive and supportive State whose doors have been open to those who have had the need to leave their countries due to political persecution and other causes. ” In this regard, the head of Mexican diplomacy has explained that the decision is based on the Havana Asylum Convention of 1928 and the Diplomatic Asylum Convention signed in Caracas in 1954. Mexican legislation also recognizes the granting of political asylum in its Law on Refugees, Complementary Protection and Political Asylum of 2011. "The tradition to which I refer is also based on article 15 of our Constitution.
"The granting of asylum is a sovereign right of the Mexican State that is consistent with its normative principles in foreign policy to protect human rights and respect the self-determination of peoples, the peaceful resolution of disputes and non-intervention," he insisted his statement Ebrard. “We have already made this decision to the knowledge of the Organization of American States, we will make it of the United Nations Organization invoking, according to international treaties and conventions, the international protection of life, freedom and integrity of Evo Morales, ”he added.
During the morning press conference of López Obrador, Ebrard had accused
the Bolivian Army of "violating the constitutional order" by requesting the president's resignation this Sunday. The Mexican Government
has also
criticized the Organization of American States (OAS), who denounced irregularities in the elections of October 20, to remain silent before the pressures of the military and has assured that he will request an "urgent" meeting of the organism to find a way out of the political crisis that is going through that country. “We ask that the OAS set a position as soon as possible. No to silence, "said the president, Andrés Manuel López Obrador, at the press conference he offers every morning. The response of the OAS was not long in coming. A few minutes after the appearance of the Mexican Executive, the American organization issued a statement to reject "any unconstitutional exit" to the situation.
After Evo Morales denounced this Sunday that there was an arrest warrant against him, Mexico quickly positioned itself and offered asylum to the ex-president. Ebrard has not hesitated to describe what happened in Bolivia at once. The call for elections that Morales made early Sunday was, in the opinion of the chancellor, a first good gesture that aimed to "resolve disputes."
The departure of power from Evo Morales has shaken a region in permanent outburst in the last year. The forms, suffocated by popular protests and after pressure from police and military, have brought out the worst ghosts in Latin America. It is not surprising, then, that Mexico has described what happened in Bolivia as a coup d'etat, in line with what the former Brazilian president Lula da Silva said and, later, authoritarian governments such as Venezuela, where Nicolás Maduro, has left to defend one of its partners. Jair Bolsonaro, president of Brazil, limited himself to ironing about Morales' asylum: "I have a good country for him: Cuba."
