President Jakaya Mrisho Kikwete has categorically rejected allegations that the country's power crisis has been mismanaged.

The President was speaking during an exclusive interview with The Guardian at the State House in Dar es Salaam.

"During my first speech (as President), I discussed fears about the looming drought, that we were going to grapple with food scarcity, after which I discussed the condition of power generation.

I gave a precaution on January 31, this year," President Kikwete said.

Asked to comment about public complaints that the power crisis had been mismanaged, and if any heads were going to roll, the President said:" There is power rationing. The hydro-electric power dams are short of water.

So who has mismanaged the crisis? The Pangani Falls have inadequate water. Kidatu has inadequate water.

It cannot be a factor of mismanagement by a person? Let us pray to God for sufficient rains to fall."

However, he said that if somebody was committing sabotage, then he would be dealt with.

The President then discussed the Richmond saga, and how the company had won a tender to generate electricity.

He said that due to the acute power shortage, while long term solutions were still in the pipeline, the government negotiating team was keen to apply short-term measures to deal with the problem and a tender was duly floated.

He said the government negotiating team had been looking for cheap power generation at a reasonable price and considerable conditions. There is only one company which offered that, he said.

The President further explained: "There was a company whose condition was that their generators should be leased for five years.

But then I queried, suppose our power problems fizzle out in two years, does it mean that we are going to pay them for the remaining three years without using the generators? They refused," the President said.

He added that Richmond was the only company that accepted to sell power to Tanesco at 4.6 cents. The power committee was convinced by the terms.

"On the other hand, Richmond turned out to be a small company with little capacity, and their hopes were that once they got the contract they could secure loans from the banks, which refused to do so," he said.

"Gossiping started? that some people have been bribed, that there were sons of big wigs involved (laughter)," Kikwete said.

"If there is anybody who was bribed, it is not from the money we gave to Richmond. I blocked the payment to the company because I thought what if we gave them a down payment and they disappear with the money?" he said.

The President said that he told (Dr Ibrahim) Msabaha; "if these people (Richmond) are contracted, they might disappear with the money and you will take a rope and hang yourself.

Don't give them a down payment. Tell them that once they have brought the generators, we are going to pay them."

Kikwete said that when things became difficult on the Government's part, he was advised to revoke the contract.

"We stood firmly to say that the government would not accept it because by allowing them to pull out, it would amount to giving them a financial advantage," President Kikwete said.

He said what remained was to press Richmond so that they could deliver.

The President said that if Richmond's contract was revoked, they might have taken advantage to take the matter to court and seek redress from the government.

"The government has guarded itself to ensure that this does not happen," he said.

President Kikwete said that the hiring of generators was a short term goal.

"We will buy our own power generating equipment so that once the hired ones are taken back by the owners, we shall find ourselves well equipped," he said.

He said that the government had purchased a 100MW generator from Wartsila of Finland, which would be installed in July next year.

"Another 46MW generator to be stationed at Tegeta is being built by a Netherlands company," he said.

He was optimistic that the power supply would significantly improve by next year after the plants had been commissioned.

JKN huenda alikuwa na siri nyingi za utapeli wa huyu bwana, he is already rich and has been a minister for more than 10 yrs,what does he want more? may be a rich monduli so that he may be a life mp of that contituency and the likes of Joseph sokoine wont dare to contest with him!

Nafikiri ni Mkandara aliwahi kusema hii ni short term solution ya namnagani kama inachukua miaka miwili? Tulitarajia short term iwe ndani ya miezi vinginevyo hakuna sababu ya kuita short term.

Another bunch of crap, Si ilitakiwa waujue uwezo wa Richmond kabla hawajasaini huo mkataba? Upuuzi gani huu wa kusaini mkataba na kampuni ambayo haina uwezo? Na kwa nini watu waliopigia kelele kampuni hii kuwa hina uwezo hawakusikilizwa?

JK amesema CCM kuna rushwa, Uchaguzi uliopita ulitawaliwa na rushwa hivyo yeye mwenyewe ameingia kwa rushwa ndio sababu hawawajibishi wala rushwa na wauza unga na jana kasema Richmond hawakushindwa kuleta umeme mwezi October kama alivyoahidi na mengineyo mengi ambayo yeye mwenyewe anakubali ; uongozi ni ku-deliver results sio biashara ya nyumba ndogo.

Sasa unataka vigezo gani zaidi? …. ……….. cha Zanzibar alisema pia atalifanyia kazi suala la muungano [kulivalia njuga] ambalo hadi sasa hajaligusa kabisa hata kusema kitu … why amekuwa bubu? you're a very interesting charater, sorry! Do you know that power is a backbone of any country's economy. No industrial production can be done without power ... I mean ENERGY, countries worldwide are now fighting to control ENERGY sources, are you still NOT SEEING that your beloved JK had failed to think? He should have taken the issue in his hand with a special committee to supervise this! How on earth can you issue such a contract and sensitive issue to a financial crippled organisation? This will not happen anywhere in the world but in Tanzania. Sorry JK has failed the people in this issue!
 
ASKOFU Mkuu wa Kanisa Katoliki Jimbo la Zanzibar, Augustine Shao, amesema mkataba wa ukodishaji mitambo ya uzalishaji umeme kutoka Kampuni ya Richmond Development umejaa “giza”.


Akihubiri wakati wa Ibada ya Krismasi jana, Askofu Shao alisema mkataba huo unastahili kuwekwa hadharani ili wananchi wapate kufahamu kama una maslahi kwa taifa au la.


“Mkataba huu una dalili zote za giza, na kama giza hilo halitafunuliwa, wananchi watashindwa kuelewa”, alisema Askofu Shao.


Alisema kama serikali kweli imeamua kupambana na vitendo vya rushwa, lazima wahusika wa mkataba huo wawajibishwe ili malengo ya wananchi ya kupatiwa huduma ya umeme yatimizwe.


Alieleza kwamba bila ya hatua hizo kuchukuliwa, suala la kupambana na rushwa Tanzania litabakia kuwa nyimbo za kisiasa.


“Ili Mungu tunayemtangaza leo abaki daima kati yetu, lazima tujizatiti kuangamiza maovu na kuwafichua waovu,” alisema Askofu Shao.


Alisema kwamba, asilimia kubwa ya Watanzania hivi sasa wanaishi katika umaskini wa kupindukia huku wakishuhudia utajiri wa haraka haraka kwa wawekezaji wa kigeni.
Alieleza kwamba, wawekezaji hao hupata mafanikio makubwa kwa kutumia nguvu kazi za Watanzania kwa kuwafungisha mikataba ya kazi isiyojali maslahi, utamaduni na usawa wa watu katika mahitaji yao.


Askofu Shao alisema hayo yanafanikiwa kutokana na kukomaa kwa rushwa na tamaa ya madaraka na ulafi wa mali kwa watu wachache.


Alisema kwamba hivi sasa, Watanzania wanashuhudia utumwa mamboleo na hali hiyo huenda itaendelea kwa kizazi cha sasa na baadaye kutokana na misingi mibovu ya uwekezaji.


“Hakuna uhalali wowote kwa mgeni kupewa ruhusa ya kuchuma mali ya nchi kwa miaka minne au mitano bila ya kulipa kodi na kuendelea kutegemea kuwa atabaki nchini,” alisema.


Alisema kwamba wakati umefika sheria zibadilishwe ili wawekezaji waanze kulipa kodi baada ya kuanzisha miradi yao.


Askofu huyo alisema kwamba, ni jambo la kushangaza wazalendo wanapofungua miradi kama hiyo hawapewi fursa ya msamaha wa kodi kama wanavyopewa wale wa kigeni.


Alieleza kwamba, serikali lazima ifuatilie mishahara midogo wanayolipwa vijana katika mashirika ya umma yaliyobinafsishwa kama mahotelini na majumbani na akaifananisha hali hiyo na utumwa mamboleo.


Askofu huyo alisema hivi sasa, jamii inakumbwa na matatzio mbalimbali ikiwamo UKIMWI na misaada inayotolewa hainufaishi waathirika wa maradhi hayo.


Naye Mchungani, Michael Hafidh wa Kanisa la Anglikana Mkunazini katika mahubiri yake ya Krismasi, alisema jamii hivi sasa lazima ijiepushe na vitendo vya ukabila na chuki ambavyo vinaweza kuvuruga umoja wa kitaifa.


Alisema inashangaza kuona baadhi ya viongozi wa dini ambao walitakiwa kuwa mfano wa maadili mema katika jamii, sasa wanashiriki katika vitendo vinavyoweza kusababisha mgawanyiko.


Mchungaji huyo alisema kwamba, jamii itapata mafanikio makubwa na kulinda umoja wa kitaifa kama imani za dini zitawekwa mbele na kuachwa vitendo vinavyochangia chuki na ubaguzi.


Alisema inashangaza kuona hivi sasa, binadamu wanatengeneza silaha za maangamizi kwa lengo la kuwaangamiza binadamu wengine.

Halafu unasikia kwenye magazeti, eti rais anataka majina ya wauza unga, wala rushwa, majambazi, ili ayafanyie nini? Kuna ujambazi unaozidi wa Rich-Monduli? Wauza unga ni wapitishaji tu maana bongo hakuna soko wananchi ni masikini, kwa hiyo kama ni kuwapiga vita ni kwa sababu tu ya kodi, kwamba hawailipiii kodi hiyo unga, lakini otherwise damage yake kwa taifa ni very minimmum, kulinganisha na Rich-Monduli ambayo kwanza imewaacha wananchi katiika giza, leave alone mapesa yaliyopotea ya walipa kodi, na the fact kwamba waliosababisha kwa makusudi wapo kwenye power na ndio kwanza rais anawatetea!

Katika kikao yaliulizwa maswali mengi, finally ya kuhusiana na umeme, lakini wapi, ziliendelea ahadi tupu zisizokwisha, ni aibu hata kuongelea!
 
Mengi yamesemwa, na labda mengi pia hayajasemwa. Kwani mkataba wa RDC na serikali una tatizo gani?? Kama kuna mtu anaweza kunisaidia hilo kwa sentensi moja moja tu fupi kwa hoja. Mpaka sasa nimejiuliza maswali yafuatayo na kama majibu yapo (tofauti na yaliyokwishatolewa na serikali etc) yalenge hoja hizi:

1. Tenda haikuwa wazi? (open and transparent)
Wao (akiwemo JK) wanadai ilikuwa wazi na kampuni kadhaa zilishiriki.

2. Bei yao (RDC) ni ya juu?
Wao wanadai RDC ndiyo waliotoa gharama ya chini.

3. Kuna gharama mbili tofauti? Yaani ya kukodi jenereta na kununua umeme? Au pesa ambazo TANESCO wanapaswa kulipa ni kwa ajili ya kununua tu huo umeme?

4. Ni kweli RDC watailipa serikali kwa kuchelewa kuanza kuzalisha/kufua huo umeme wa mwanzo (20 MW) kwa tarehe waliyokuwa wamekubaliana?

5. Ni kweli mpaka sasa RDC hawajakiuka mkataba?

6. Kama mpaka sasa hamna tatizo malalamiko yanatokana na nini?

7. Mashine/jenereta/mitambo ni mibovu?

8. Je, hoja kuu ni kwamba kuna watu wachache (Richmonduli et al) walionufaika nje ya utaratibu?

Nitaendelea kuuliza maana naona tu "kila mtu" analalamika na kutoa tuhuma na shutuma!!
