Transhipment cargo is never opened, its only held temporarily then released. Only the source port and final destination port can open the container. Zanzibar aouthorities have been dishing out ship licences for all kind of international ships, instead of dealing with that, you chose to use it as a reason to ban transhipment cargo from Mombasa because Msa was starting to threaten Dar port status in Tz.
As you can guess, Kenya found other opportunities to sustain itself.
Dar port is not the only one that needs to be relieved of its duties

As for Uhuru's Looking for alternative route for food imports from SADC, This is the height of incompetence, foods imports and alternative transportation routes are not the way to solve food security problems which is a big componenet of National Security

Therefor Mombasa port was never involved in any smuggling, it is the thousands of foreign ships that were haphazardly handed Tabzanian flags by zanzibar authorities that were doing the smuggling. But Tz saw transhipnent cargo from msa and immediately chose to blame Kenya!
Reminds me of that time it was announced that Tz lost 60% of elephants in 10 years, and a few days later Tanzania officials started floating the idea that it was Kenyan smuglers that were responsible for the poaching trade and that Tanzanians are peace loving, law abiding , virtuous citizens! When most of the poached aninals were from Seoul reserves in Southern Tz, miles away from Kenya.

Let me ask you this, has the smuggling of cocain and heroin stopped now that you vindictively banned transhipnent from Msa? Why didnt you also ban the port of origin if it was really about just smuggling. Well, whether transhipment cargo was prone to smuggling or it was propaganda is a different narrative. The issue is JPM banned it, and now that business goes to Tz ports not Mombasa.
Take it as a "sanction" which uhuru has no way of counter acting.
