The point I try to make in here is that, if you are not a professional in general planning scheme (gps), town and country planning (real estate planning) and land laws it could be very difficult to decipher in these two concepts slums vs unplanned settlements.

As I had implied in one of my comments above, whether slums or unplanned settlements or whichever phrase u pipo w'd prefer to refer to them, they are still pretty much an eyesore.....and they provide the impression that this Dar is such a poor and disorganized city.
