10 Jan 2019 — Rais wa Tanzania John Magufuli ameitaka benki kuu ya Tanzania (BoT) kuanzisha hifadhi ya dhahabu, na amehimiza kwamba serikali yake iimarishe udhibiti katika usafirishaji nje mafini kutoka nchini humo

Tanzania ni nchi ya nne kwa uzalishaji wa dhahabu duniani. Rais Magufuli amesema kuna matatizo mengi katika sekta ya madini na nia yake ni kusimamia sekta hiyo ambayo imekumbwa na madai ya ulaghai na taarifa za uongo katika uwiano kati ya uzalishaji na faida. Serikali ya Tanzania inalumbana na makampuni ya madini ya kigeni yanayojishughulisha na uchimbaji wa madini nchini Tanzania.

Kwenye hafla ya kumwapisha waziri mpya wa madini Dotto Biteko na maafisa wengine wa serikali jijini Dar es salaam, Magufuli alisema kuna umuhimu wa kuanza kununua dhahabu, na kwamba benki kuu inapaswa kuwekeza katika hili ili kuwa na ufanisi zaidi sio tu kwa kuwa na hifadhi ya sarafu ya dola lakini pia hifadhi ya dhahabu.

Siku ya Jumanne, Tanzania ilipata waziri wake mpya wa madini wa tatu tangu Magufuli alipochaguliwa kuwa rais wa Tanzania mnamo mwaka 2015. Sekta ya madini inachangia karibu asilimia 4.8 ya Pato la Taifa.

Hata hivyo haijulikani wazi kama Magufuli anataka kununua madini yote ya dhahabu yanayochimbwa nchini, na hivyo serikali kuidhibiti sekta hiyo pamoja na soko hasa pale alipoitaka wizara ya fedha na benki kuu kuandaa mpango mahsusi.


Mivutano ya muda mrefu kati ya serikali na kampuni ya uchimbaji dhahabu Acacia juu ya malimbikizo ya kodi ya dola bilioni 190 umesababisha kupungua kwa kiwango kikubwa shughuli za kampuni hiyo ya Uingereza inayoendesha shughuli zake katika taifa hilo la Afrika Mashariki.

Mnamo 2017, serikali ya Tanzania ilipitisha sheria ya kuifanyia marekebisho sekta ya madini ambayo wadau kwenye sekta hiyo walilalamikia gharama kubwa na pia waliitaja sheria hiyo mpya kuwa ni kandamizi.

Magufuli alimwonya waziri Biteko kwamba atamwondoa ikiwa atashindwa kutekeleza majukumu yake vizuri na ameongeza kusema kwamba ataendelea kufanya mabadiliko kama viongozi hawatawajibika ipasavyo.

Magufuli pia amemwamuru waziri mpya wa madini wa madini Dotto Biteko kuanzisha vituo katika mikoa yote yenye utajiri wa madini ili kudhibiti soko kama ilivyoagizwa kwenye sheria ya mwaka 2017.

Vituo hiyo viliundwa ili kuzuia ulaghai. Wiki iliyopita, polisi waliwakamata watuhumiwa ambao walijaribu kusafirisha madini yenye thamani ya Shilingi bilioni 30 za Tanzania. Watu hao walikamtawa kwenye mkoa wa Mwanza ulio kaskazini mwa Tanzania.
