Will the Death of President Magufuli Bring Real Change to Tanzania?​

Tanzanian vice president Samia Suluhu delivered the news to the Tanzanian people on Wednesday at 11 p.m. East African Time: “President Magufuli has died of heart failure,” she solemnly reported on live television. The announcement came after more than a week of speculation into John Magufuli’s whereabouts, including claims that he was in a coma due to Covid-19 and medevaced to Kenya and then India, which government officials repeatedly denied. At least one individual was arrested for posting reports of Magufuli’s ill health.

Magufuli’s passing raises urgent questions about whether Tanzania will change direction or stay the course. During his presidency, Magufuli steered Tanzania toward authoritarianism by implementing a nationalist economic agenda characterized by stifled regional and international trade and a blow to foreign direct investment (FDI). Magufuli went to great lengths to quiet dissent—outlawing statistics that challenged official government data, attacking the political opposition, stifling civil society, and muzzling the media. He spread misinformation; at the start of the pandemic, Magufuli, a Covid-19 skeptic, told Tanzanians the virus was “satanic” and “[could not] live in the body of Christ.” His administration stopped releasing Covid-19 data at the end of April 2020, creating rifts between Tanzania and regional governments instituting strict Covid-19 measures. And in October 2020, Magufuli claimed reelection victory in a highly contested poll marred by voter intimidation and sustained suppression of the political opposition.

Q1: Who is Magufuli’s successor?

According to the Tanzanian constitution, Vice President Samia Suluhu will be sworn in as Magufuli’s replacement—making her the second female president in East Africa and the first in Tanzania. She will serve out the remainder of Magufulu’s five-year term until new elections in 2025. A Zanzibari Muslim and longtime member of the ruling Chama Cha Mapinduzi (CCM) party, Suluhu has served as vice president of Tanzania since 2015, when Magufuli took office. She rose in political prominence under former president Jakaya Kikwete as minister of state at the vice president’s Office for Union Affairs, and before that as minister for tourism, trade, and investment and minister for youth employment, women, and children development in the Zanzibari government.

Q2: Will Suluhu break from Magufuli’s policies?

A2:
Suluhu is unlikely to rock the boat—at least at first. Like in transitions in Nigeria (2010), Ethiopia (2012), Malawi (2012), and Zambia (2014), Suluhu may choose to play the role of unifier in a deeply polarized country. The new president will probably refrain from wholesale repudiation of Magufuli’s policies, including those that stifle civil society and the media. These tactics, while prominent under the former president, have been employed by CCM to retain control since independence in 1961. Suluhu’s first moves will feature appeals for unity among Tanzanians in her public rhetoric. According to an anonymous insider, Suluhu is perturbed by the growing division in Tanzanian society and was shaken by violence surrounding the October 2020 elections. There have also been questions around changes in the national Covid-19 response. Tanzania’s approach to date was spearheaded by Magufuli without broad political consensus, and there could be a rapid shift on issues such as testing and vaccine procurement if Suluhu changes course. She has regularly appeared in public without a facemask over the past year, though this might have been in response to direct pressure from Magufuli. There will also be questions about Suluhu’s decisions to pause, scrap, or continue major development projects, including a $3.5 billion crude oil pipeline led by Total SA, a liquified natural gas plant, a hydropower plant, and a standard gauge railway, for which Magufuli secured $1.3 billion of Chinese loans in January 2021.

Q3: How will Suluhu manage CCM’s internal power struggles?

Suluhu, like previous accidental presidents in the region, almost certainly will seek to consolidate her grip over the party and government over time. A Tanzanian activist who wishes to remain anonymous described Suluhu as “ambitious and intentional.” She will try to thread the needle between a fractured CCM, navigating animosity and distrust between a club of devout Magufuli followers and the ruling party’s more traditional members—the “old guard”—some of whom grew increasingly wary of Magufuli’s authoritarian policies during his rule. Suluhu is believed to fall more into the second camp than the first, and she is likely to hold more sympathy than her predecessor for the urban, liberal Tanzanians who favor free press and free trade. Any efforts by Suluhu to reverse Magufuli’s policies—particularly those related to trade and development deals—will be met by opposition from Magufuli’s closest allies. It will serve as a test of her mettle and political acumen if she decides to challenge and sideline those who profited under the previous regime. While Suluhu may not have the inclination or wherewithal to fully reverse CCM’s antidemocratic instincts, she has an opportunity to soften some of Magufuli’s more extreme policies.

After Suluhu is sworn in, the nomination of the new vice president is likely to be contentious. The process is overseen by two CCM officials: vice chairman and CCM stalwart Philip Mangula and chief secretary and Magufuli loyalist Bashiru Ally. There is intense speculation over potential choices for vice president. According to a Tanzanian analyst who wishes to remain anonymous, Suluhu is likely to nominate long-serving attorney general and former minister for constitutional and legal affairs Andrew Chenge, while others point to Bashiru Ally as the country’s potential new number two. Chenge and Ally are both Magufuli devotees who would shore up political support for Suluhu from Magufuli’s inner circle. It is also possible that the new president will nominate a politician from CCM’s old guard or another CCM faction as a counterweight to Magufuli’s network.

Q4: How can the international community be helpful?

A4:
The international community has an opportunity to reset relations with Tanzania and demonstrate its support during this time of transition. Regional governments should focus on trade, health, and security issues, while the United States should extend an olive branch and test whether a new partnership is possible.

  • Regional Reengagement. In the wake of Magufuli’s passing, Tanzania’s neighbors have an opportunity to resolve simmering trade disputes, smooth over clashes related to Covid-19 containment strategies, and deepen security cooperation. Over the past five years, Magufuli clamped down on regional trade and butted heads with regional leaders over Covid-19 mitigation strategies. East African leaders should press for increased economic integration, the ratification of the Africa Continental Free Trade Area (AfCFTA) agreement, and the relaxation of bans on regional goods and services. Mozambican president Filipe Nyusi may also ask Suluhu’s government for more support against extremist actors on the Tanzania-Mozambique border. Regional powers will need to approach the new president—who will look to them to boost her international legitimacy—with patience, prioritizing relations over photo ops.
  • Renewed U.S. Outreach. The United States, which has had a rocky relationship with Magufuli over the pandemic, women’s rights, political oppression, and flawed elections, should make the first move to at least symbolically restore its partnership with the Tanzanian government. The State Department released a boilerplate statement overnight expressing its condolences and reiterating support for advocacy on human rights and Covid-19 response, but there is more to be done. Washington could, for example, set up a high-level virtual meeting—such as a Zoom “visit” from Secretary Blinken—to demonstrate its support for Tanzanian institutions and rule of law. U.S. officials may want to acknowledge the disagreements during the past five years and identify a path toward closer ties with the Tanzanian government and society.

Tanzania: President Magufuli’s Death Should Open New Chapter​


Tanzania’s President John Pombe Magufuli, whose death was confirmed on March 17, 2021, leaves a legacy of repression and serious human rights abuses, Human Rights Watch said today. His death provides an opportunity for the new leadership in Tanzania to take concrete steps to reverse the country’s downward human rights trajectory and ensure accountability for past abuses.

“Over the past six years, President Magufuli oversaw abusive laws and policies that seriously undermined human rights in Tanzania,” said Otsieno Namwaya, East Africa director at Human Rights Watch. “The new government now has a chance for a fresh start by ending problematic past practices.”

President Magufuli was last seen in public on February 27, and the media reported that he was seriously ill due to Covid-19-related complications that could have aggravated an existing heart condition. However, government officials insisted that he was well and threatened to arrest journalists who published news of his health. In March, police in Iringa and Dar es Salaam arrested at least four people for “distributing fabricated information” about the president’s health.

On March 17, Vice President Samia Suluhu Hassan said in a public address that Magufuli had died of a heart attack at a hospital in Dar es Salaam. The vice president is expected to assume leadership as president until 2025, when Magufuli’s term was to end.

Magufuli was first elected president of Tanzania in 2015. In October 2020, he won a second term in presidential elections marred by serious human rights abuses, including arbitrary arrests and detention of scores of opposition party leaders and supporters. In the weeks ahead of the elections, the authorities suspended television and radio stations, censored mobile phone communication, arrested activists and journalists, and blocked social media. On the eve of elections, police fired live ammunition into crowds on the semi-autonomous island archipelago of Zanzibar, killing at least three people. The authorities continued to threaten and pursue opposition leaders and supporters even after Magufuli was declared the winner of the October vote.

Since Magufuli first took office, the authorities have increasingly cracked down on the media and civil society groups by passing and enforcing restrictive laws and threatening to withdraw the registration of organizations critical of the government. The government also placed restrictions on the political opposition and gave the registrar of political parties wide discretionary powers, including to withdraw registration from parties.

In 2017, Magufuli banned pregnant girls and teenage mothers from attending school and prohibited family planning. This was followed by crackdowns on individuals and organizations seen as critical of these policies. The authorities censored and suspended newspapers and radio stations for publishing or airing material critical of Magufuli’s presidency. The government also arbitrarily arrested – and in some cases brought harassing prosecutions against – journalists, activists, and opposition politicians perceived to be government critics.

Magufuli declared Tanzania free of Covid-19 in June 2020, after which the authorities imposed new restrictions on media outlets because of their reporting on Covid-19. They fined and suspended licenses of media companies and summoned media professionals over coverage of the pandemic.

“With Magufuli’s passing, the urgent need for justice for his many victims of abuse is clearer than ever,” Namwaya said. “The new leadership should not commit another injustice against Tanzanians by allowing these abuses to go unpunished.

Wale ndugu zetu waliombea, waliongojea, na hata waliosubiria Magufuli afariki akiwa madarakani leo wanataka tuendelee kuamini kuwa chaguo lao limeingia madarakani sasa. Ndugu zetu hawa ndio wale huko nyuma na si mara moja wamekuwa wakisubiria kwa hamu "kitu" kitokee ili "mama" aingie madarakani. Tunawakumbuka hawa jinsi walivyosubiria kwa hamu wakati ule huku wakiposti picha za Makamu wa Rais kuwa ni suala la muda tu. Kama nitakavyoonesha katika makala yangu ya wiki hii (Gazeti la Raia Mwema) kwa baadhi ya watu kifo cha Magufuli hakikuja kwa mshtuko kivile; watu waliombea kisije kutokea lakini uwezekano wake ulikuwa mkubwa zaidi kuliko watu wengi walivyokuwa wanafikiria. Kwamba, sasa Rais Magufuli amefariki dunia basi ujio wa Mama Samia kwa ndugu zetu ni kama sala, dua, na maombi yao yamejibiwa. Katika kushangilia na kufurahia kwao ndugu zetu sasa wamekaa 'mkao wa kula' wakitegemea kuwa ndoto zao zote za Tanzania ya Samia zitatimia kwani haitokuwa ya Magufuli tena!

Yule mbaya wao, yule adui yao, yule kiongozi ambao hawakumtaka hayupo tena na sasa ameingia waliokuwa wamemtaka. Ndugu zetu hawa kwa uzuri au kwa ubaya sasa wamefikia mahali ya kutoa maelekezo, maombi, manuio, na hata matamanio yao chini ya Samia. Wanamuambia afanye nini kwanza, wanataka amtumbue nani kwanza, wanataka aanzie wapi kwanza ili waweze kuamini kuwa yuko nao. Wengine kwa wazi kabisa wanasema - tena siyo kusema wanamtaka aachane na 'mambo' ya Magufuli na akifanya hivyo basi wanaahidi kumuunga mkono na kuwa naye pamoja. Kwamba, hawatamnanga kama walivyomfanyia Magufuli na kuwa watampima Samia kwa jinsi gani anaenda mbali na siasa, mwelekeo, malengo na ajenda ya Magufuli. Ndugu zetu wanataka Samia awe "Rais" wao.

Wameacha kujipanga na uchaguzi, hawataki tena kutengeneza ajenda yao itakayowashindia uchaguzi, na hawataki kupambana kisiasa kushindana na CCM nyuma ya Samia. Wanataka kutengeneza "mgombea" wao na kudandia ajenda mpya ya Samia. Kwa kweli, inabidi tuwarudishe kwenye mstari wao ili wajipanga na kupambana na hali zao. Ajenda ya Samia bado ni ya Magufuli! Rais wa Jamhuri ya Muungano wa Tanzania Mama Samia Suluhu Hassan, hana ajenda yake tofauti na ya Magufuli. Samia hajauza ajenda yake katika uchaguzi wowote na hajapigiwa kura ya peke yake nje ya Magufuli. Kwa maneno mengine ni kuwa - na yeye mwenyewe ameshaelezea wakati huu wa maombolezo - kuwa ajenda ya Magufuli ya "hapa kazi tu" ipo pale pale! Hili halijawafurahisha sana ndugu zetu kwani wanataka aikane ajenda ya mtangulizi wake, aibeze, aipangue na kuitupilia mbali kama yale mapapai yaliyoambukizwa korona! Samia achukue ajenda ya wapinzani na kutawala nayo nchi huku akitupilia mbali mambo yote ya Magufuli!

Hata hivyo, wananchi wametuma salamu zao wazi, kamili, na hadharani; wamemlilia Magufuli kwa sababu walimuelewa. Hawakujificha wala kuona haya kujitokeza kumuombolezea Rais wao na kumlilia. Walimuaga kama shujaa aagwavyo. Ndugu zetu hawakutarajia hili wala kulitegemea. Wanaamini ukosoaji wao ndio pekee umejaa ukweli, maneno yao ni ya kuaminika tu na madai yao ndiyo pekee yenye kukubalika. Hawatakiwi kupingwa wala kukataliwa kwani ukiwafanyia hivyo wewe si muumini wa demokrasia. Kwamba, demokrasia ni kukubali, kukumbatia na kutetea yote yasemwayo nayo. Kwamba njia pekee sahihi, bora na ya kukubalika ya kutawala nchi ni ile inayopendekezwa nao. Usipoifuata njia hiyo basi wewe ni hatari kwa maslahi yao.

Huu ndio mtego wanaomtegea Mama Samia; kwamba aingie kwenye anga zao vinginevyo hawatochelewa kumgeuka. Hawa hawa ambao leo wanamuita "ni mama yao" ndio hawa hawa watamgeuka na kuanza kutukumbusha "uzuri" wa Magufuli. Hawa hawa wenye kumsifia ndo hawa hawa watamshukia siku viongozi wao watakapotiwa pingu kwa makosa au watakapozuiliwa kufanya wavitakavyo. Hatokuwa tena Rais wao na walimuita Magufuli "Jiwe" hawa hawa wataanza kumuita mama huyo "Chuma" a.k.a "Iron Lady". Na Samia asipokaa nao na kuwasikiliza na kuwakubalia na kuwapa matakwa yao ndugu zetu hawa wataanza tena kuzunguka duniani kutuambia "Yule Mwanamke Hawezi Kutawala Tanzania Angalau Magufuli...".

Bahati nzuri tupo ambao bado tunaamini ajenda ya Magufuli bado ni ajenda yenye nguvu, ya uhakika, na salama zaidi kwa Tanzania kupiga hatua ya haraka ya maendeleo. Kuiacha ajenda hiyo ni kuwaacha Watanzania zaidi ya asilimia 80 pembeni. Kuiacha ajenda hiyo itakuwa ni kuirudisha nchi yetu nyuma miaka ishirini na ushee. Na ni wazi kuiacha ajenda hiyo ni kukubali kushindwa. Samia akiacha ajenda ya Magufuli wapo wenye Wana-Magufuli (Pro-Magufuli) ambao nao watamuacha. Lakini hata yeye akiamua kuiacha haina maana hakuna watu walioiona na kuikubali ajenda hiyo ambao wanaweza kuisimamia na kuifufua huko mbeleni. Aliyekufa ni Magufuli na si ajenda yake ya "Tanzania Tunaweza". Samia akilirudisha taifa katika kuombaomba na kutokujiamini tena, akilirudisha taifa katika kujishukushuku basi Tanzania itaenda kuwa katika ubaya kuliko tunaoufikiria.

Tunapozungumzia ajenda ya Magufuli tusichanganye na namna Magufuli alivyotaka kuitekeleza ajenda hiyo. Samia asiwe kama Magufuli; hatutaki azungumze kama Magufuli au afanye kila kitu kama Magufuli. Kila mtu ameumbwa tofauti na ana hulka tofauti. Mama Samia anaweza kuitekeleza na kuipeleka mbele Tanzania bila kufanya kila kitu kama Magufuli. Na hapa ni muhimu Mama Samia awaweke sawa wote; wale wanaoombea asiwe kama Magufuli na wale ambao wanataka awe zaidi ya Magufuli; ni lazima atengeneza njia yake mwenyewe bila kufunikwa na kivuli cha Magufuli wala kujaribu kuvaa viatu vyake.

Ni lazima awaweke sawa wale wanaotaka achague Makamu wa Rais ambaye ataweza kufanya naye kazi, atakayeweza kumuamini, na ambaye likitokea lolote basi anaweza kuishikilia nchi. Na muhimu zaidi ni lazima awe mtu ambaye aliamini katika ajenda ya Magufuli na si NJE ya hapo. Mama Samia awe huru kumteua Makamu wa Rais anayeweza kushirikiana naye na kusimama naye; kuwa msiri wake, na afanye hivyo bila kuangalia Jinsia au Dini ya mtu huyo na kwa maoni yangu ni lazima awe mtu ASIYEUTAKA URAIS au aliyewahi kuonesha kiu na hamu ya kuwa Rais.

Kama nilivyosema hapo juu ajenda ya Magufuli ndiyo inaongoza nchi hadi 2025. Kama Mama Samia au MwanaCCM yeyote mwingine ana ajenda nyingine basi huyo ajiandae 2025. Mama Samia anaweza kuwa na ajenda yake; lakini hiyo itabidi aiandae 2025 (na wengine tayari tupo nyuma yake kwani tayari tunamuaini kwa vile tu alikuwa nyuma ya Magufuli). Kwa sasa hata hivyo, yeye na uongozi mzima wa nchi unatakiwa kuendelea na ajenda ya Magufuli. Na ili afanikiwe ni lazima ipange serikali yake kwa namna yake yeye na jinsi anavyoweza kuona inamfaa kuongoza nchi kuelekea 2025.

Si lazima arithi na kuendelea na kila kiongozi aliyeteuliwa na Magufuli; wale ambao anaona wanapwaya au tayari walishaona wanapwaya ni lazima AWAPANGUE bila aibu. Sasa hivi ni lazima atume ujumbe wa haraka kuwa HAKUNA aliyesalama kwenye cheo chake; kila mtu ni lazima astahili kuwepo kwenye serikali yake. Na katika kufanya hivyo ndio anaweza KUSAHIHISHA makosa ya Magufuli, kujenga katika MAFANIKIO yake na kuongoza kuelekea MALENGO yote yaliyokuwa yanawezekana chini ya AJENDA YA MAGUFULI.

Hii ni kwa sababu AJENDA YA SAMIA ni bado AJENDA YA MAGUFULI hadi 2025.

Magufuli alituongopea kuwa ATCL ilikuwa inapata faida, leo Mama Samia hana hata wiki Ikulu kawezesha ukweli kuwekwa hadharani kuwa bombadia zimeleta hasara mfululizo kwa miaka mitano. Na tumeambiwa kwa mara ya kwanza kuwa ATCL imetengeneza hasara ya bilioni 60.
