Colonel Gaddafi may have hoarded cash from oil sales outside the traditional channels



LIBYA'S dictator has secretly built up a massive war chest of 150 tons of gold worth £4billion – enough to pay mercenaries for years.

The treasure is being stored at the Libyan central bank under Colonel Gaddafi's direct control, according to the International Monetary Fund.
Experts said that many central banks hold their reserves in London, New York or Switzerland, but Gaddafi has always insisted Libya's gold remains near his home in Tripoli.
The funds mean Gaddafi could resist the rebels for a sustained period.

Millions of dollars in American arms sales have been approved for Libya in recent years

The United States has trained the Libyan military in recent years and American manufacturers have sold the Gadhafi regime military equipment, putting the U.S. in the strange situation of bombing a foreign force that it helped build up. The extent and nature of all the training is not clear, but State Department figures show that the sale of millions of dollars worth of aircraft parts to Libya was approved in recent years -- ironic, in hindsight, given the current focus on Gadhafi's air force. The cooperation highlights how quickly America's Libya policy has shifted as well as the sheer reach of U.S. military training programs. In fiscal 2009, the U.S. spent at least $536 million on training military personnel from 159 countries.

The backdrop for the cooperation between the American and Libyan militaries was improving relations between the two countries generally, following the announcement in 2003 by President Bush that Moammar Gadhafi had agreed to give up "weapons of mass destruction" programs. When John McCain visited Tripoli in the summer of 2009, Gadhafi's son Muatassim pressed a receptive McCain on getting military supplies. McCain, according to a diplomatic cable describing the meeting, spoke of the cooperation between the two militaries:

"[McCain] encouraged Muatassim to keep in mind the long-term perspective of bilateral security engagement and to remember that small obstacles will emerge from time to time that can be overcome," the cable says.
"He described the bilateral military relationship as strong and pointed to Libyan officer training at U.S. Command, Staff, and War colleges as some of the best programs for Libyan military participation."

It's not clear how many Libyan officers have taken part in training at American war colleges. But in fiscal 2009 (the year beginning in October 2008), the most recent period for which the government has released data, the Defense Department spent about $30,000 training two Libyans in the Combating Terrorism Fellowship Program. An annual report on foreign military training talks about increasing spending for fiscal 2010, including a State Department program to teach English to Libyan officers. The report praises Libya as "an important partner in counterterrorism and regional stability," and makes the case for future training.


"uch training and language capability will improve the Libyan military’s interoperability with U.S. forces, facilitate interaction in potential future contingency operations such as joint CT and Peacekeeping Operations, and prepare Libyan military personnel for increased training opportunities,"
the report says. In September 2009, three senior Libyan military officers visited headquarters of the U.S. Africa Command in Germany to receive "in-depth briefings on the command, how it functions and works with African militaries," according to a DOD report. The Africa Command is now overseeing the bombardment of Libya.

Earlier that year, in March, "Libyan naval officers spent a day aboard the USS Eisenhower in the Mediterranean Sea to speak with crew members and watch flight deck operations," according to the same report. That followed the January 2009 signing of a "memorandum of understanding" between the U.S. and Libya on military cooperation. There's also evidence that Libya has purchased American weapons. More than $15 million in arms sales from U.S. manufacturers to Libya were authorized by the government in fiscal 2009 alone, according to the State Department. (Only $400,000 of that was delivered that year; presumably the rest was delivered in later years, for which data is not yet available.) That sum was mostly authorized in the category of "aircraft and associated equipment." That year more than 20,000 components and parts of aircraft were authorized for sale to Libya. In 2008, $46 million in military sales were approved by the government.

In late February, the State Department suspended all arms export licenses for Libya, suggesting there may have been a flow of U.S. arms into the country until very recently. U.S. allies in the fight against Gadhafi have also been involved in arms deals with Libya, including Britain and France, which has reportedly sold missiles to the Libyans -- something both countries, as well as the U.S., are probably regretting today.

REUTERS - Western warplanes hit Libya for a fifth night on Thursday, but so far have failed to stop Muammar Gaddafi's tanks shelling rebel-held towns or dislodge his armour from a strategic junction in the east.

Gaddafi's tanks rolled back into Misrata under the cover of darkness and began shelling the area near the main hospital, residents and rebels said, resuming their attack after their guns were silenced in daylight hours by Western airstrikes.

Government snipers in the city, Libya's third largest, were undeterred by the bombing raids though and had carried on firing indiscriminately throughout, residents said. A rebel spokesman said the snipers had killed 16 people.

"Government tanks are closing in on Misrata hospital and shelling the area," said a doctor in Misrata who was briefly reached by phone before the line was cut off.

It was impossible to independently verify the reports.

A loud explosion was heard in the Libyan capital Tripoli early on Thursday and smoke could be seen rising from an area where a military base is situated.

Libyan officials took journalists to a Tripoli hospital early on Thursday to see what they said were the charred bodies of 18 military personnel and civilians killed by Western warplanes or missiles overnight.

The U.S. military said it had successfully established a no-fly zone over Libya's coastal areas and had moved on to attack Gaddafi's tanks. The allies flew 175 sorties in 24 hours, with the U.S. flying 113 of those, a U.S. commander said.

Britain said on Thursday it had launched guided Tomahawk missiles from a Trafalgar class submarine at air defence targets as part of the coalition plan to enforce the resolution.

French Defence Minister Gerard Longuet said France had destroyed some 10 Libyan armoured vehicles over three days.

The U.N. Security Council resolution he said, "stipulates that the coalition has all means available to protect the civilians. What's threatening the population today is the tanks and artillery," he said in an interview with Le Figaro.

The Libyan government denies its army is conducting any offensive operations and says troops are only defending themselves when they come under attack.

But a resident in Zintan, southwest of Tripoli, said Gaddafi forces were bringing up more troops and tanks to bombard the rebel-held town. Rebel forces in the east meanwhile were still pinned down outside the strategic junction at Ajdabiyah after more than three days of trying to recapture it.

Libyan state television said Western planes had struck in Tripoli and in Jafar, southwest of the capital.

"Military and civilian targets were attacked by colonialist crusaders," the television said.

Libyan government officials have accused Western powers of killing dozens of civilians, but have not shown reporters in the capital any evidence of such deaths. U.S. military officials deny any civilians have been killed in airstrikes.

NATO in fourth day of talks

While the fighting raged, NATO again failed to agree to take over command of the military operations from the United States, chiefly because of objections from Turkey, diplomats said.

The United States, with its forces already tied up in Iraq and Afghanistan, said it wants to give up its lead role in Libya in a "matter of days" and wants NATO to play an important role in the command of the operation, though the exact structure of its role was still under discussion.

"I think this is going to be a matter of days in which you see a movement toward the transition with regard to command and control," a top aide to President Barack Obama told reporters.

Washington, London and Paris agreed on Tuesday that the alliance should play a key operational role, but the assent of all 28 NATO states is needed. Objections from Muslim NATO member Turkey have held up agreement on the alliance's role for three days and a fourth day of talks in Brussels is due on Thursday.

Turkey said it did not want NATO to take responsibility for offensive operations that could cause civilian casualties or be in charge of enforcing a U.N.-mandated no-fly zone while coalition aircraft were simultaneously bombing Libyan forces.

France wants an ad hoc steering group of coalition members, including the Arab League, to exercise political control. All nations are welcome to join, a French presidential source said.


"We need to have a place where all those who want to commit to help Libyans build a future can meet and discuss a political framework," he said. "It's about accompanying the military process with a political one."

The group is due to meet in London next Tuesday.

"We've launched the idea of a contact group and apparently it's a big success," the French source said.

Tunisia freezes Gaddafi family assets: government source

(Reuters) - Libya's neighbor Tunisia has frozen assets belonging to the family of Libyan leader Muammar Gaddafi, a Tunisian government source said on Thursday.
Western countries, the United Nations and the European Union have already frozen Libyan government and Gaddafi family assets as part of a package of sanctions imposed after Libya's crackdown on a revolt against Gaddafi's rule.

"Tunisia has frozen the assets of Gaddafi and five members of his family following a decision by the United Nations," the source, who did not want to be identified, told Reuters.

The freezing of assets in Tunisia is likely to have a significant impact because Libya has dozens of investments there, including hotels, a chain of petrol stations and a stake in an oil terminal.

Most of those assets are owned by Libyan state investment vehicles, but many of these are de facto controlled by members of Gaddafi's family.

Tunisia is also used by Libya's elite as a base for banking, vacations and healthcare, a practice which dates back to the 1980s and 1990s when international sanctions on Libya meant they had limited access to these services at home.

Hili Azimio la UN nalo wakati mwingine linakuwa gumu kueleweka..; mwanzoni nilidhani wana-enforce a no-fly zone ili Ghadafi asifanye mashambilizi ya raia/rebels kwa kutumia ndege za kivita. Lakini saa hizi naona "coalition forces" wanaharibu kila kitu as if wanataka ku-paralyse kabisa uchumi wa Libya; halafu itakuwaje fair kwa rebels kufanya mashambulizi wakati huo huo anayepigwa akizuiwa kujilhami na yeye?
 
Libya has declared gold reserves worth more than $6bn at current prices, thought to be held largely at home.

So the fondness for gold could well reflect a desire to have an asset that can be kept at home, away from foreign enemies.

It is not one that is easy to turn into cash in current circumstances.

But it is more usable than financial assets or stakes in firms in the countries that are trying to starve him of funds.
