'US-China oil conflict behind Libya war'

The US has waged the Western coalition's war on Libya in an attempt to evict China from the oil-rich areas of the North African country, a former US Treasury official says.

The crisis in Libya is mostly a “CIA operation and the US government is trying to get China out of Libya because China has extensive energy investments in Libya,” former Assistant Secretary to US Treasury Dr. Paul Craig Roberts told Press TV.

“The US is very disturbed by the recent reports from the International Monetary Fund that China will surpass the US as the number one economic power within 5 years,” Roberts added. .

Libya: Col Gaddafi targetted in series of precision strikes

Col Muammar Gaddafi and his armed forces have been directly targetted in a series of precision strikes in Tripoli and the key town of Misurata as concerns grow that the regime is attempting to swamp Europe with refugees.

The new phase of highly accurate attacks, shown in photographs released by the Ministry of Defence on Tuesday, was launched as an increasingly desperate refugee crisis has seen thousands from Libya flee for Europe in just a few days.

In a sign that the regime is trying to force a refugee crisis as a weapon against its Nato enemies, almost 1,900 people from Libya arrived in five boats on the Italian islands of Lampedusa and Linosa this weekend alone. Another vessel sank - bringing the total lost to four boats. Hundreds of bodies are now washing ashore along the Libyan coast. Some of the refugees said they were forced on to the boats by Libyan troops and police, the International Organisation for Migration reported. Others were given free passage, in contrast to the normal practice where migrants are charged fortunes for the crossing.

"The flow of migrants from Libya to Italy has undeniably accelerated very recently," said the IOM's spokesman, Jean Philippe Chauzy. "Until recently, the flow to Europe was overwhelmingly Tunisians and there were no departures [by sea] from Libya. But as of yesterday, a total of 12,360 people on 35 vessels have arrived in Lampedusa and Malta from Libya."

Early on Tuesday, Nato forces carried out some of their heaviest strikes on the capital, Tripoli, for weeks, attacking targets said to include part of Col Gaddafi's leadership compound.

A hospital next to one of the targets, said by the Libyans to be a "government administrative complex" but claimed by Nato as an intelligence building, was slightly damaged in the raids.

Aerial footage of the action in Misurata showed two bombs targeted the third floor of a four-storey building where Gaddafi loyalists were directing heavy machinegun, artillery and rocket fire on to the port as humanitarian aid ships were unloading supplies. Photographs show that the precision guided Paveway IV bombs detonated after passing through the roof then the ceiling of the third floor before detonating, destroying troops and weapons on only the top two floors. The bottom two floors remained intact.

"The Tornados were ordered to destroy only the top two floors of the building on the outskirts of the besieged Libyan city, and did exactly that, in an attack that demonstrated the level of precision that RAF crews can deliver," a Ministry of Defence official said.

It is understood that the deployment of US Predator unmanned drones – which are able to stay in the air for 24 hours – has enabled Nato to build up a much clearer intelligence picture of enemy troop movements. Persistent surveillance by drones has allowed the RAF to target other buildings without fear of causing civilian casualties. Since the weekend four buildings have been hit, some believed to be hiding snipers.

The strike was made as Nato announced that rebel forces had taken control over much of Misurata, a move which has forced Gaddafi's troops to use artillery and rockets at longer range and indiscriminately.

EU to open Benghazi office to back Libya rebels

BRUSSELS | Wed May 11, 2011 3:32am EDT

May 11 (Reuters) - The European Union plans to open an office in the rebel-held Libyan city of Benghazi to facilitate assistance to the rebel council based there, EU foreign policy chief Catherine Ashton said on Wednesday.

"I intend to open an office in Benghazi so that we can move forward on the support we've discussed to the people... to support civil society, to support the Interim Transitional National Council," Ashton told the European Parliament.

Ashton said EU support would include help for security sector reform and institution-building.

Warning to Europe
We must warn Europe against some of the projects which it is currently undertaking, because they will harm Europe and will harm cooperation between us, such as Barcelona and the European-Mediterranean cooperation. They want to take North Africa and annex it to the European Union. This is rejected. Africa does not allow the partition of its territory at all. Whoever wants to cooperate with Africa should cooperate with Africa from its north to its south as one Africa [applause]. But to take Egypt, Libya, Tunisia, Algeria and Morocco and annex them to the European Union, via the Mediterranean, this is tantamount to an aggression on Africa's territorial integrity.

We will not sell Africa in exchange for gains from Europe because if we were to sell our brethren in Africa in exchange for gains we might obtain from Europe that would mean that we are agents and have accepted bribes. That would mean returning the colonies to their colonisers once again. If Europe wants to deal with us we must warn it about this on behalf of the World Mathaba...

TRIPOLI, Libya — The whereabouts of Col. Moammar Gadhafi are puzzling the Libyan capital, the Guardian newspaper reported Tuesday.

Gadhafi, 69, has not been seen in public since he reportedly escaped April 30 NATO air strikes that killed one of his sons, Saif al-Arab, NBC News said. At least two NATO bombs struck the family compound while Gadhafi was there. At the time, his supporters said Gadhafi had escaped "unhurt" even though they admitted he was there. As to whether he is still in command of Libyan forces, a senior U.S. official was less definitive, calling Qaddafi "very isolated" and "hurting one way or another" because of the increasing tempo of NATO attacks.

The official would not say if the U.S. knew where Gadhafi was but noted that there were attacks on leadership targets over the weekend.

The Guardian talked to Gadhafi supporters concerned about their leader's disappearance while NATO attacks were taking their toll. "Yes it's true that his absence is strange," one man in an inner-city coffee shop told the Guardian. He was not at his son's funeral and I thought he would be."

Gadhafi was absent from the funerals of Saif al-Arab and three grandchildren who were also reportedly killed in the attack, the Guardian said. Officials blamed security fears as government officials claimed the strike on his son's home had been an assassination attempt on Gadhafi. "It's obvious that they tried to kill him and I imagine his security people have told him to keep a low profile," one senior Libyan official told the Guardian. "But it is strange that he has stayed silent since."

NATO claims it is not targeting Gadhafi.

"All NATO targets are military targets," Italian Brig. Gen. Claudio Gabellini, who serves on NATO’s planning staff at the headquarters in Naples, told a weekly press briefing Tuesday.

"We have no evidence about what Mr. Gadhafi is doing right now, and I tell you the truth we’re not really interested in what he is doing," Gabellini said. Gadhafi appeared in public and on state television several times after the Libyan uprising began in February. Libya's prime minister, Al-Baghdadi Ali al-Mahmoudi, told the Guardian he has taken over addressing the international media weekly.

Tribal chiefs also assumed more prominent roles, the Guardian said. After a national conference of 850 tribes from all parts of Libya was held in Tripoli last week, tribal chiefs gained more authority to arbitrate national disputes.

Mahmoudi defended Gadhafi's low profile. "He has lost a son and he is mourning," he said. "He will be back with us soon."

Another official told the Guardian rumors about Gadhafi being wounded in the NATO airstrike were false. A European diplomat agreed, telling the Guardian: "Our understanding is that he is still about and that he is very upset about the death of his son."

Qaddafi has until end of May to accept exile deal, Italy says

Libyan leader Moammar Qaddafi has until the end of May to agree his exile before an arrest warrant from the International Criminal Court is issued, Italian Foreign Minister Franco Frattini said on Wednesday.

"There are countries that in recent weeks have indicated... a willingness to welcome him," Frattini added in an interview with RAI public radio.

"It's clear that if there is an international arrest warrant it would be more difficult to find an arrangement for the colonel and his family," he said.

"This will happen by the end of May," he added.

Frattini also said he believed there were "many defections" from the regime underway, adding: "This shows we have probably arrived at a turning point."
