Waasi wa Libya katika kuelekea kuunda serikali wamesema wanahitaji kiasis cha $2.5bn (£1.5bn) kama msaada wa haraka.
Huwezi amini, USA pamoja na kukabiliwa na madeni lukuki yaliyosababisha Serikali yake kutokwa jasho hivi karibuni ikomba kuongezwa kwa ukomo wa kiwango cha madeni jinsi inavyokuwa ya kwanza kuitikia ombia la waasi wa Libya na kuahidi kutoa $1.5bn!!!
Ni mwenye akili za mwendawazimu tu ndiye anayeweza kushangilia uharaka huu na dhamira ya mkopo wa namna hii. Poor African Leaders, poor AU.

Muammar Gaddafi, who for decades enjoyed strutting before the public in his finery, has disappeared from the stage amid the rebels' takeover of his former stronghold Tripoli.
The rebels want to get their hands on him and so does the International Criminal Court. But they must find him first.
Gaddafi has not been seen in public since mid-June. His foes speculate that he might not be in the Libyan capital or even in the country. As rebel fortunes rose, his long televised speeches at boisterous public meetings gave way to scratchy telephone appeals from unknown hideouts.
Over his 41-year rule, Gaddafi created a personality cult, with his image festooned in banners and posters all over Libya and his philosophy spelt out in a "Green Book". He presented himself as the father of the nation and, on the international stage, a warrior against colonialism and a campaigner first for pan-Arab and then pan-African interests.
He undoubtedly enjoyed a measure of popular support, so catching him and demonstrating to the people that his reign is well and truly over will be crucial for the next government.
French Foreign Minister Alain Juppe, whose government has been at the forefront of international efforts to oust Gaddafi, said yesterday that Paris did not know where he was.
British Prime Minister David Cameron said London had no confirmation of his whereabouts either.

MkamaP, gamba la nyoka na kidzude hatima ya gadaffi kuondoka kwa staili hii wala haishangazi, kwani ndio staili iliyomleta madarakani. Yaani alimaanisha ni kuondoa utawala halali wa kifalme kuleta utawala wake haramu wa kifamilia? Si bora angemuacha mfalme idrisa aliyempindua. Kama kweli alikua na nia ya dhati na libya miaka ishirini (ingwa bado ni mingi sana) ya utawala ilimtosha. Angeandaa mfumo wa kidemokrasia wa kisiasa ndani ya miaka hiyo ishirini na nchi ya libya ingekua mfano wa kuigwa kwa vyote maendeleo na demokrasia. Sasa tamaa ya madaraka imemfanya akae miaka 42 na bado alikua na ndoto ya kuendelea kuwa hapo zaidi na zaidi hadi ndoto yake ya kuwa raisi wa afrika ingetimia, hana tofauti na mugabe. Sasa matokeo yake anaishi kama digidigi staili za osama kujirekodi katika kanda na kutuma sauti hizo maredioni. Poor gadaffi rest in hell
Mkuu, inategemea haya mambo unayangalia kutoka angle ipi, japo sishabikii kukaa madarakani mda mrefu, lakini pia si kweli kwamba demokrasia ni maendeleo. Ila tunalazimishwa kuamini hivyo kwamba demokrasia ndo maendeleo kama tunavyolazimishwa ktk historia kuamini kwamba babu zetu waliubadirishana na wakoloni kwa shanga na vioo, wakati kiukweli wakoloni waliingia kwa mabovu kama libya harafu wakaja na dini za kuwariwadha watu ili wasilipe kisasi. Ndivyo vivyo tunavyolazimishwa leo kuamini na bbc na cnn na historia itaandikwa kama bbc na cnn wanavyotaka.
Msingi ya maendeleo imejikita zaidi ktk fikra za Nyerere yani ya kwamba watu wote ni sawa. Na ukipambanua hiyo kauli utaona mambo mengine yatakuja by default.

Conditions have deteriorated sharply at the Rixos hotel in the Libyan capital, Tripoli, where more than 30 foreign journalists are trapped by fighting in the surrounding streets. The BBC's Matthew Price gave a graphic account of life inside the five-star hotel close to Muammar Gaddafi's compound of Bab al-Aziziya taken by rebels on Tuesday, describing it as "the siege of the Rixos".
"It's a desperate situation," Price told Radio 4's Today programme. "The situation deteriorated massively overnight when it became clear we were unable to leave the hotel of our own free will … Gunmen were roaming around the corridors … Snipers were on the roof." The 35 foreigners at the hotel are mainly British and American journalists from the BBC, Sky, CNN, Fox, Reuters, Associated Press and Chinese television. Price said a US congressmen and an Indian parliamentarian were among the group.
An ITN cameraman who tried to leave the hotel compound "had an AK47 pulled on him", said Price. "It's impossible to get past the guards but also impossible to know what is in the streets beyond the hotel." There had been gunfire, mortar fire and RPGs launched around the hotel.Morale among the group was sinking. There was "a huge amount of apprehension and nervousness among the journalists stuck in this hotel. It's desperately hard to see how we get out at this stage."
He added: "It's getting pretty miserable here and you can only imagine the sort of tension which the journalists find themselves feeling at the moment."
Supplies of food and drinking water were running low, and parts of the hotel were without power. Matthew Chance of CNN tweeted on Wednesday morning: "Woke early, gunman in #rixos lobby gone. Still forces on perimeter."
A store had been smashed open by gunmen overnight, he reported. "Journalists told to help themselves. I had a Mars bar for breakfast."
Earlier he tweeted: "Hoping this nightmare will end in a fizzle – not a bang."
In a dispatch filed on Tuesday, Dario Lopez-Mills of the Associated Press wrote that fighting around the hotel had intensified. "The smell of gunpowder hangs in the thick heat, along with sweat and a little fear. When the shooting is most intense, we take refuge in hotel's basement conference rooms.
"Two satellite telephones set up on a balcony were destroyed by gunfire, so we've stopped transmitting our material. We wait and worry the gunmen could turn hostile at any moment.
"There is no power and no running water. On Monday we ate bread and butter. On Tuesday, the cook made french fries. Bottled water is running low.
"We don't know when it's going to end, and we see little of what happens."
Many members of the media corps who have passed through the Rixos in the last six months have feared becoming human shields for the regime in the event of a rebel assault on the capital. Regime officials have regularly accused western journalists of being spies and passing information to Nato and rebel forces.
The Foreign Office said: "The situation is deeply concerning. We are urgently working with international organisations and the Free Libya Forces to identify the best way to safely move people in the Rixos as soon as is safe to do so. We urge the Gaddafi forces at the Rixos to allow the journalists to leave."
