Muammar Gaddafi spoke in an audio message broadcast Tuesday on Syria-based Arrai television.

"What is happening in Libya is a charade which can only take place thanks to the (NATO-led) air raids, which will not last forever," he said.

"The political system in Libya is a system based on the power of the people ... and it is impossible that this system be removed," he continued. The deposed despot is believed hiding in Libya although members of his family fled to Algeria and Niger after rebel fighters overran Tripoli on August 23.

The message came as anti-Gaddafi fighters said Tuesday they had captured the airport and a garrison in his southern redoubt Sabha.

Risala ya Kanali Gaddafi leo akiwa mafichoni!

Here is a rough English translation
by اسكندر بيك

The Politics regime in Libya is the regime of people's power that practiced by all Libyan men and women in Popular Conferences , People's Committees , and this regime will never fail.

The regime which's Embodied in Millions of Libyans can't be failed however , and who drawl and say the regime of Gaddafi is fail this reason to laugh , it's so ridicule , Gaddafi has no regime to be failed.

Gaddafi is out of the power since 1977 when i handed the power to the people , then the Aljamahyria raised up , and it's enough when 2000 tribes met and the declared that Libyan people can't be Represents by anyone. that was answer for NATO when they said the CNT from Benghazi Represents Libyans so they answer Libyan people is here and nobody can Represents us .

So no Legitimacy to anything only to the Power of people , no Legitimacy only the popular conferences and the people's committees that all Libyan people is members there , anything else is just false , and we are ready to die for the power of the people this is what Libyans said and there are die now .

So don't be happy that there is regime failed , because your Legitimacy is hanging with NATO air sticks when it's leave you will leave too .

Libyans Fail To Agree On New Cabinet
By Emma Farge and Maria Golovnina

Libyan interim premier Mahmoud Jibril speaks
during a news conference in Benghazi.

Benghazi/Bali Walid - Libya's interim leaders failed to agree on a new cabinet on Sunday and the forces that forced Muammar Gaddafi from power remained bogged down in fighting with troops loyal to the former ruler.

Interim government forces fled in chaos from the town of Bani Walid and pulled back from Sirte after yet more failed attempts to storm Gaddafi's final bastions and take control of the entire country.

The political and military problems underscored how hard it would be to restore stabilty to Libya after Gaddafi was driven out of Tripoli last month.

The former rebels' executive committee, or cabinet, was dissolved last month. A new committee, to include officials responsible for defence and interior affairs, was supposed to be appointed by interim Prime Minister Mahmoud Jibril on Sunday.

But the talks broke down when his proposals did not receive full backing from all current members.
"We had an advisory meeting with the NTC in order to form a new cabinet. We have agreed on a number of portfolios. We still have more portfolios to be discussed," Jibril told reporters through a translator at a news conference on Sunday.

A list of the approved ministries was not available, though sources familiar with the negotiations said that the position of Jibril himself was a sticking point during the talks.

There was also disagreement about whether it is necessary to form a transitional government before the declaration of "liberation" - a concept that appears to include the capture of Gaddafi and the defeat of his loyalists who still hold three key towns.

The NTC has drawn up a road map setting out plans for a new constitution and elections over a 20-month period, which should start once that declaration is made.
With political negotiations bogged down, Sunday's failed attempt to take Bani Walid set off angry recriminations among the attackers, who must capture the town and Gaddafi's birthplace Sirte before they can declare Libya "liberated".

Since taking Tripoli last month, National Transitional Council (NTC) fighters have tried several times to storm Bani Walid, 150 km (90 miles) southeast of the capital, only to retreat under heavy fire and in disorder.
NTC fighters said they had planned for tanks and pickup trucks with anti-aircraft guns and rocket launchers to lead Sunday's attack, but foot soldiers had piled in first.

"There is a lack of organisation so far. Infantry men are running in all directions," said Zakaria Tuham, a senior fighter with a Tripoli-based unit.
"Our commanders had been told that heavy artillery units had already gone ahead, but when we advanced into Bani Walid they were nowhere to be seen.

"Gaddafi forces were hitting us heavily with rockets and mortars, so we have pulled out."
A Reuters reporter saw fighters withdraw around 2km after they had stormed into the town.

NATO planes circled above the town later on Sunday and loud explosions were heard from the centre, though it was not clear whether the planes had attacked.

Anti-Gaddafi fighters from Bani Walid blamed comrades from elsewhere in Libya for being unwilling to coordinate. Those from elsewhere accused some local fighters of being traitors and passing information to Gaddafi loyalists.

"Commanders who are from the Warfalla tribe, they tell us one thing and then commanders from the other cities say something else. We do not understand anything," said pro-NTC fighter Mohamed Saleh.

Some fighters openly disobeyed orders. In one incident, an officer from Bani Walid was heckled by troops from Tripoli after he tried to order them to stop randomly shooting in the air as they celebrated seizing a mortar from Gaddafi forces.

"You are not my boss. Don't tell me what to do," one of the Tripoli fighters snapped back at him.
Shells whistled above anti-Gaddafi positions and exploded across the desert valley as invisible snipers sprayed bullets from Bani Walid's rooftops and smoke rose above the town.

NTC fighters helped some families leave the town, driving them out in military trucks.

Libya conflict: Europe failing Libya's refugees - Amnesty

European Union countries have "shamefully failed" to help thousands of refugees stranded near Libya's borders, Amnesty International says.

Amnesty says the EU - some of whose member states have taken part in Nato's operations in Libya - must "urgently address the resettlement issue".

"This failure is particularly glaring given that some European countries, by participating in Nato operations in Libya, have been party to the very conflict that has been one of the main causes of the involuntary movement of people."

Libya to announce new government in 'seven to ten' days

Deputy chairman of the National Transitional Council Executive Board Mahmoud Jibril, Picture: Getty ImagesLibya's first formal government since Muammar Gaddafi's ouster will be named within 10 days, officials said Tuesday, as world powers hailed the African state's fledgling leadership in New York.

With the new Libyan flag flying at the United Nations headquarters, interim government leader Mustafa Abdel Jalil thanked all countries who had helped the "success of the Libyan revolution," which he said cost at least 25,000 lives.

US President Barack Obama, meeting Jalil for the first time, was among those who feted the country's rulers in the wake of a more than six-month armed struggle to overthrow Gaddafi fighters, some of whom continue to resist.

"Today, the Libyan people are writing a new chapter in the life of their nation," Obama said, warning Gaddafi loyalists to lay down their arms, and promising that NATO-led air strikes would continue until they yield.

At a special summit, the United Nations and world leaders promised to help the new government with its campaign to take the remaining territory held by Gaddafi fighters and to move towards democracy and free elections.

"After four decades of darkness, they can walk the streets, free from a tyrant," Obama said, noting that "so long as the Libyan people are being threatened, the NATO-led mission to protect them will continue."

Libya's interim Prime Minister Mahmud Jibril unveiled the timeline for a new administration.

"I expect the government to be announced within a week, 10 days maximum from now," said the number two official in the National Transitional Council, the rebel body whose forces ousted Gaddafi.

Anti-Gaddafi Fighters Take a Pounding in Sirte

PTI | Misrata (Libya) | Sep 21, 2011

Anti-Gaddafi fighters today admitted heavy losses and hospitals full of wounded from their assault on the deposed despot's hometown, forcing them to send abroad critically hurt troops. At least 45 National Transitional Council (NTC) fighters have been killed and more than 200 wounded -- mostly by explosions or gunfire -- since they launched an offensive against Sirte last week, medics in Misrata said.

"The offensive on Sirte has been high intensity in terms of casualties," Dr Suheib Abu Garza told AFP in Misrata, about 150 kilometres (95 miles) east of Sirte, where the casualties of battle are being brought. Garza said he had not seen such volumes of serious cases since forces loyal to Muammar Gaddafi laid siege to Misrata soon after the rebellion began in February.

NTC fighters moved in on Sirte, one of Gaddafi's final strongholds, from the west and south on September 15, while another NTC force is still fighting its way towards the city from the east.

Gaddafi's forces have put up unexpectedly fierce resistance and the NTC fighters have been forced to retreat from the city by night to allow NATO warplanes to target their weaponry.

At least three NTC fighters, all in their 30s, were killed in Sirte and 17 others were wounded in fighting yesterday, Misrata's general hospital, which centralises casualty figures, reported. Sporadic rocket fire and mortar exchanges shook Sirte, witnesses said, although the former rebels have reduced their use of heavy artillery since Sunday in a bid to give families a chance to flee.

Libya Resistance News Agency Created in Venezuela

Members of the Libya Resistance News Agency (Foro Itinerante de Participación Popular)

By Tamara Pearson - Venezuelanalysis.com

Mérida, September 20th 2011 (Venezuelanalysis.com) – The Libyan Resistance News Agency (ANRL) was inaugurated yesterday in Caracas at a forum in the Gallegos Foundation Centre for Latin American Studies (CELARG). It aims to break the “information blockade imposed by the international mass media” regarding what’s going on in North Africa and the Middle East.

The agency came out of an “autonomous” proposal by popular collectives and national and international journalist movements, according to the coordinator of yesterday’s forum, “Palestine, Libya, and Syria: Between Revolution and Counter-revolution”, Venezuelan journalist and a founder of the agency, Hindu Anderi, speaking to the Correo del Orinoco.

The initiative is independent of the Venezuelan government, receiving no financial or technical support from it or from any Venezuelan government institution.

Among the other founders of the news agency are journalists Cristina Gonzalez, Marcos Salgado, Richard Penalver, Miguel Cova, Hernan Cano, and members of the La Piedrita collective, a group “dedicated to Guevaran volunteer work” and grassroots work to solve community problems. The ANRL also has the support of Cuba Periodistas, the journalists’ union of Cuba.

“We are open to all the international collectives who want to participate in this initiative,” Anderi said.

The agency’s website is ‘Al Mukawama - Resistencia’, Al Mukawama – Resistencia*|*Agencia de Noticias de la Resistencia Libia where it has sections for the latest information, “Specials”, analysis, video, audio, and features. The site is currently only in Spanish.
