Nchi zingine jimbo likiachwa wazi wanafanya uchaguzi mdogo, lakini hatuna sababu ya kufuata nchi zingine.

kaka hapo sikubaliani nawe maana wanajimbo wanavyoamua kuchagua Mbunge huwa wanachagua individual qualities pamoja na sera za chama na kwa mantiki ya kusema kurithisha basi ina maana itabidi kuwe na mgombea ubunge mwenza ili dhana nzima ya demokrasia itimie ambapo gharama zake ni zaidi ya chaguzi ndogo! na hata kama kusema mshindi wa pili arithi nadhani hamna chama kitakubali hilo! yaani tuseme kama RA alivyojiondoa jamaa wa CUF (1st runner off) achukue kiti! Ukizingatia siasa hubadilika kwa nyakati na muda husika huyu 1st runner off anaweza hata asipate zile kura za October 2010! BTW chaguzi ndogo si gharama kama viwango vya fedha vilivyoweka na tume ya uchaguzi vinazingatiwa! Ila nathani unafahamu ni nani mjuzi wa kuvunja sheria za uchaguzi kwa kupitia uwezo wake kifedha..
 
Natofautiana na BOSS kwa hili. Waliogombea igunga na Rostam kushinda walitoka vyama mbalimbalii kwa hivyo kurithisha kitu kilichopatikana kwa kura baada ya aliyeshinda kuachia ngazi kwa jinsi yoyote ni kuua demokrasia. Nasema hivi kwa sababu siyo kila atakaye rithishwa atakuwa chaguo la wananchi bali la chama na hii italeta migogoro mikubwa. Ni bora serikali iingie gharama for the sake of democracy!!!!!
 
Bado hatujasikia kauli ya huyo mama kuhusu chaguo lake hilo. pengine he is a wife-beater (abuser).
 
Kama kuna kitu wanachotakiwa kutambua CHADEMA ni kwamba CCM haiwezi kuondoka madarakani kwa gharama ndogo. Iwe gharama ya fedha, dola na chochote watafanya wabaki madarakani.

Nasikia uchaguzi uliopita moja ya bao walilopigwa CHADEMA ni pale Tume ilipotangaza kuwa vyama vilipie mawakala wao. Sasa, changanya na hali ya kwamba baadhi ya majimbo yaliyokosa wagombea wa CHADEMA na pia kukosa mawakala.

Nasikia vituo vingine mawakala wakawa wanakimbia na matokeo bila kuyapeleka jimboni kujumlishwa. Matokeo yake CHADEMA ikawa haina jumla halisi ya kura zake na badala ake ikategemea matokeo yaliyoletwa na watumishiwa Tume kutoka vituoni. Unategemea nini hapa.

Tumeona humu Nape Nnauye akituhumiwa kuwaandaa jamaa zake wawe na laptop zenye modem. CHADEMA laptop moja kwa jimbo ni mgogoro.

Hivyo wakikivuka kizingiti hiki cha gharama basi bunge lijalo. lakini kama hawakujiandaa basi waache kuwahadaa watanzania kwa hamasa kubwa lakini mwisho ni uwezo wao mdogo kukabili changamoto za uchaguzi na hasa matokeo ya matumizi ya pesa.

Unapogundua kuwa sehemu fulani kuna wizi basi na wewe unabuni mbinu za kumkabili na siyo kuishia kulalamika tu. Kama ni nyumba unaijengea fensi yenye miiba. Baadaye unatafakari mbinu ya kuweka mbwa mkali, kuajiri mlinzi. Ikibidi unaweka hata sensors. Vyote hivyo ni gharama.

Sasa kama gharama za kujikimu ulinzi zinakushinda basi usitarajie huyo mwizi aache eti kwa sababu una ufundi wa kulalamika kila siku akikuibia.
CHADEMA wanajua kila mbinu inayotumika kuwaibia kura na kutangaza kwa mabavu. Uchaguzi wa Igunga ni mfano mdogo tu.

Kama wataibiwa basi ni rahisi kuchapisha vocha zote za uchaguzi zilizosainiwa na mawakala kwenye vituo vyote vya Igunga. Wakishindwa Igunga basi ni dalili kuwa hata 2015 hawataweza kuakusanya matokea ya nchi nzima na kutujulisha jumla ya kura zao mapema.

Ni wao wenyewe CHADEMA wanaoweza kuwafanya CCM wakaonekana ni ni maprofesa wa kuiba kura duniani. Lakini ni wao wenyewe CHADEMA wanoweza kutuonyesha jinsi ya kuwaumbua hao wezi.

Vinginevyo wakubali matokeo ya Iguna kwamba yatakuwa ni halali.
Hivo, Halima Mdee akumbuke kwamba gharama katika siasa ni suala ambalo halina ubishi. Hata hivyo kama vyma vina-invest grama kubwa kwenye byelections basi hilo ni tatizo la chama kwa sababu wangeweza kuendesha kwa ghrama ileile ya 2010.
 
Hakuna demokrasia ndogo wala kubwa chaguzi ni chaguzi maana ni wakati ambao wananchi wanatumia demokrasia yao kumchagua mwakilishi. Pia ni bora kutumia fedha kugharamia chaguzi kuliko serikali kuzifisadi pesa zetu kwa matumizi yao yasiyokuwa na maana.

by election ni muhimu sana kufill nafasi endapo mmbunge anajiuzulu au kufariki..kwani mmbunge atakapo chaguliwa directly kutoka kwenye chama kufill nafasi, atakuwa anaserve interest za chama chake zaidi kuliko wananchi,kwasababu sio chaguo la wananchi..so by election is very important for development of democracy.

naamini kama tungetawaliwa muda mrefu zaidi tungeendelea kuliko sasa hivi. Mkoloni alikuwa na strategy nzuri kuliko hao tanu na ccm. Afadhali mkoloni alijenga hata reli ya kati, n.k. Hawa ccm wanairudisha tanzania rivasi kimaendeleo, wanahamisha mbele kwa mbele kupeleka pes nje ya nchi. Shame on ccm!

Dar es Salaam — As CCM launches its campaign today in Igunga, opinion is divided over the party's decision to pick former president Benjamin Mkapa to lead its quest to retain the constituency, which all parties badly want to win.

While the opposition sees him as a soft target whose record has been marred by corruption allegations, the other school of thought cites his vast leadership experience as an asset in the ruling party's arsenal.

Those seeing Mr Mkapa as an influential personality in national politics and a force to reckon with say the hype on his credibility is a good sign that his involvement in the Igunga duel has sent shock waves in the opposition camp.

They also argue that it is policies to address the development of the constituency, and not attacks on personalities, that will determine the winner of the seat left vacant when Mr Rostam Aziz resigned in late June.

The former legislator, who represented Igunga since winning a by-election in 1994 and remains popular, is expected to influence the outcome of the poll. CCM has made it known that it has lined up Mr Aziz to work alongside Mr Mkapa in ensuring the seat remains in its grip. But the attacks on Mr Mkapa have already begun, with Chadema launching its campaign on Thursday by using all means to discredit him.

"Since we announced that Mr Mkapa would lead our campaigns, the opposition has been doing nothing significant other than discussing him, which just shows how much he is feared," CCM's publicity and ideology secretary Nape Nnauye told The Citizen on Saturday from Igunga on Thursday.

Mr Nnauye described Mr Mkapa as a highly respected leader with an international footprint and said there was no way CCM would lose the opportunity to capitalise on his political clout in its bid to win the strategic poll.

Besides, he argued, the seat would not be won on the basis of personality but what the parties offered the people of Igunga.

He added: "The people of Igunga want development...the issue is not about which politician campaigns for which candidate...it seems the Opposition has nothing to offer the voters other than the fuss they are making about Mr Mkapa."

According to the head of the political science department at the University of Dar es Salaam, Dr Benson Bana, CCM cannot do without either Mr Aziz or Mr Mkapa in this campaign. "If Rostam Aziz is sidelined by the ruling party," he added, "there is a danger of people preferring a protest vote."

This would not augur well for CCM, which is keen to prove that it is still the party of choice. The outcome of the poll will also likely send clear signals of what to expect in 2015, with Chadema seeking to demonstrate that it is growing in popularity.


CUF would take pride in winning the seat in the region its chairman hails from and make inroads in Mainland Tanzania politics, where it has yet to excel to the same extent that it does in Zanzibar. In last year's General Election, CUF was the strongest opposition party, coming second and thus opening up the possibility of taking the seat after the exit of Mr Aziz. But the party's deputy secretary-general (Mainland), Mr Julius Mtatiro played down the Mkapa factor, saying his presence on the campaign trail was not a threat because the former president had lost the credibility to influence the vote.

The outspoken politician argued that the ruling party had, in fact, dug its own grave by using the former President, whom he accused of corruption. "I would advise the old man to take a break from politics, as Igunga voters will not treasure him for what he did to Tanzanians during his rule," he said.

For his part, Prof Mwesiga Baregu of Chadema said Mr Mkapa no longer enjoyed the influence he had as president and would be bringing nothing new to the Igunga race. "Judging from the country's current political landscape, CCM is caught between a hard rock and hard place," said Civic United Front deputy secretary-general for Zanzibar, Mr Ismail Jussa. "It is in a desperate situation and the way the party is behaving ahead of the Igunga parliamentary by-election is a good pointer of that reality."

The ruling party picked Mr Mkapa on the grounds that the former president was neutral when it came to factions within the party, he said, but he could not heal the factions and frictions tearing CCM apart.

Mr Jussa, the Mji Mkongwe member of the House of Representatives, added that Mr Mkapa's record was too tainted with scams during his 10-year administration for him to have any influence on voters.

He cited some of the scandals as the dubious purchase of the multi-billion shilling military radar and the expensive Gulfstream presidential jet.

Despite the fuss over Mr Mkapa, political analysts argue that the parties may well be handicapped in their campaign by failing to put up a united front against CCM. Though they appear to be speaking the same language this time, they will have to clean up their act pretty fast if they are to convince the voters that they deserve to win the Igunga seat."If CCM opts to address corruption as one of its campaign issues, Mr Mkapa is not the right person," he said. "CCM has reached a point where it cannot be saved, it has lost direction."

Moreover, their leaders tend to use language that even their most loyal followers find disturbing, especially when the focus is on protests. Unless they can clean up their act, they are most likely to divide their votes in Igunga, giving CCM the upper hand in the poll.
