[TD] After independence had been achieved in 1961 Muslims looked forward to the future with confidence.

In 1962 a pan-territorial congress of all Muslim organisations was called in Dar es Salaam to discuss the future role of Islam in then free Tanganyika.

The following organisations attended: the East African Muslim Welfare Society, Daawat Islamiyya, Jamiatul Islamiyya fi Tanganyika and the Muslim Education Union.

The congress agreed among other things of importance to establish a department of education under the auspices of the EAMWS. Muslims did not wait for the independence government to start fulfilling its pre-independence promise of redressing educational disparity between them and Christians.

Muslim initiated their own plans to complement government efforts. Plans were put on drawing board to build schools throughout Tanganyika and eventually build the first Islamic University in East Africa.

The congress elected Tewa Said Tewa a cabinet Minister, a veteran politician of the TAA and TANU founder member as Chairman of Territorial Council of the EAMWS.

Politics of tolerance and conformity practiced during the struggle for independence now started to give way to politics of antagonism and witch-hunting as Muslim started to initiate plans to change the colonial status quo.

Sivalon revealed that the Catholic Church as far back as 1961 was worried by two prospects. First, was the unity between the Muslim madhheb (sect) of Sunni, Bohora, Ismailia and Ithnasheri in Tanganyika; and the second, was the transfer of the headquarters of the East African Muslim Welfare Society (EAMWS) from Mombasa to Dar es Salaam.

The Church was worried that the resources in the hands of rich Asian Muslim community in East Africa, coupled with the political power of African Muslims, particularly in Tanganyika, would endanger Christian interests in East Africa. The Church therefore declared Islam as its enemy in the country and plotted to thwart its progress.[2]

Anachofanya Mohamed, na wala sitamwachia, ni pale anapochagua kusimulia ya wazee wake tu, na kumbe kulikuwepo wengine pia, ambao angeweza kutupa historia yao, mtu kama Kawawa, lakini kwa sababu huyu hakutoka Gerezan, basi hakuwa mtu muhimu katika tafakari za Mohamed. Mwanaharakati, pamoja na kwamba hujaomba msamaha kijana, nimekusamehe kwani hujui ulitendalo. Ungekuwa unafuatilia mjadala huu kimakini, hungekosa kuona kejeli, dhihaka na matusi ya kimtaani anayopewa Baba wa Taifa, Mwalimu Julius Kambarage Nyerere. Lakini hebu shuhudia wazee wa Mohamed walivyoupokea ujio wa Mwalimu mwaka 1952 Dar es Salaam.

Julius quickly gained leadership and was elected president of TAA. He began by educating his followers to think about independence. Chief Patrick Kunambi who knew him well said that his leadership was not based on what Julius promised "because Julius practically never promised anything.
Abdulwahid Sykes said:
Nyerere made us start to think: all we wanted was independence.
Because of this goal of independence Nyerere and his colleagues reorganized TAA as a political party, the Tanganyika African National Union, on July 7, 1954. It became better known as TANU and the date of it founding, the seventh day of the seventh month became Saba Saba (in Swahili "seven-seven").

His colleagues unanimously elected Julius as president of TANU. He was 32 years old at the time. One of the founding members of TANU.
