OFISA wa cheo cha juu katika Jeshi la Wananchi (JWTZ), anayeaminika kuwa na asili ya Rwanda, ametoweka katika mazingira ya kutatanisha, huku akiacha wingu la mashaka kwamba, hatua yake hiyo inaweza ikawa imeambatana na kupotea pia kwa baadhi ya taarifa muhimu za kijeshi.

Taarifa za kutoweka kwa ofisa huyo mwenye cheo cha luteni kanali, zinalihusisha tukio hilo na hatua za makachero wa JWTZ kufuatilia nyendo zake na zililifikia gazeti la MTANZANIA Jumapili kwa mara ya kwanza katikati ya wiki hii.

Vyanzo vya habari vya kuaminika vinaeleza kuwa, tayari maofisa wa JWTZ wameshaanza kufuatilia kwa karibu tukio la kutoweka kwa ofisa huyo, ambalo pia limezusha hali ya sintofahamu kwamba, huenda akawa ameondoka na nyaraka nyeti za kijeshi.

Kabla ya kutoweka ofisa huyo, ambaye nyendo zake zimekuwa katika darubini kali za makachero wa JWTZ, alikuwa akifanya kazi katika kitengo cha teknolojia ya mawasiliano ya kijeshi (IT).

Hatua ya kutoweka kwa ofisa huyo wa juu wa JWTZ anayetajwa kwa jina moja la Selumbo, imekuja siku chache tu baada ya kuibuka kwa msuguano wa kauli baina ya Ikulu ya Dar es Salaam na ile ya Kigali.

Chanzo cha msigano huo wa maneno uliogeuka na kuwa mzozo wa kidiplomasia, ni ushauri uliotolewa na Rais Jakaya Kikwete kwa Rais Paul Kagame wa kumtaka awe tayari kukaa meza moja na waasi wa kundi la FDLR wanaopigana Rwanda, kutoka mashariki ya Jamhuri ya Kidemokrasia ya Kongo (DRC).

Tayari msigano huo wa Kikwete na Kagame umeanza kutajwa na baadhi ya wadadisi wa mambo kuwa tishio kubwa la kwanza la ustawi, uimara na misingi ya mshikamano ndani ya Jumuiya ya Afrika Mashariki, ambayo mataifa hayo mawili ni wanachama wake.

Siku chache baada ya ushauri huo, Kagame alinukuliwa na vyombo mbalimbali vya habari nchini Rwanda akimkejeli Kikwete, hata kufikia hatua ya kutoa kauli zenye mwelekeo wa vitisho dhidi yake.

Kauli hizo za Kagame zilisababisha Rais Kikwete, kupitia katika hotuba yake ya mwishoni mwa Julai, kujibu mashambulizi, huku akieleza bayana kushangazwa na kushtushwa na kejeli na matusi yaliyokuwa yakielekezwa kwake.

Akitumia maneno ya kidiplomasia ambayo yametafsiriwa na baadhi wa wachambuzi wa masuala ya diplomasia na sayansi ya siasa kuwa yanabeba ujumbe mzito, Rais Kikwete alisema alikuwa amesikia yote yanayosemwa kutoka Rwanda na alikuwa hakusudii kuyapuuza.

Kauli hiyo ya Kikwete ambayo ilitanguliwa na ile aliyoitoa siku chache mkoani Kagera ya kuwataka wahamiaji haramu kuondoka nchini, ilifuatiwa na matukio ya kuondoka nchini kwa Wanyarwanda wanaokadiriwa kuzidi 5,000.

Wakati hali ikiendelea kuwa ni ya mashaka na kutoaminiana kati ya Tanzania na Rwanda, katikati ya wiki hii, gazeti dada la MTANZANIA Jumatano, lilikuwa na habari kubwa yenye kichwa cha habari kisemacho; ‘Nini kinamtia Jeuri Kagame?' ambayo pamoja na mambo mengine, ilieleza namna watu wenye asili ya Rwanda walivyojipenyeza katika taasisi mbalimbali nyeti za umma.

Kuvuja kwa taarifa za kurejea Rwanda kwa maelfu ya wahamiaji haramu sambamba na hizi za sasa za kutoweka kwa ofisa wa juu wa JWTZ kunathibitisha kuhusu kuwapo kwa mwelekeo huo wa mambo.

Vyanzo vya habari vya gazeti hili, vinamtaja ofisa huyo kuwa ni mmoja wa makachero wenye asili ya Rwanda waliokuwa wakifanya kazi ndani ya JWTZ na ambao wanahofiwa kuwa watu wenye mawasiliano ya karibu na serikali ya Rwanda, kwa malengo ambayo bado hayajawekwa bayana.

"Ni kweli, huyo ofisa ametoweka jeshini na sijui sababu zilizo nyuma yake…hili suala la kuwa anakusanya taarifa za siri za jeshi letu na kuzipeleka Rwanda nadhani ziligunduliwa na watu wetu ambao wapo kwenye mfumo wa kijeshi," alidokeza mmoja wa watoa taarifa wa MTANZANIA Jumapili.

Msemaji wa JWTZ, Meja Erick Komba, alipoulizwa na gazeti hili kupitia simu yake ya kiganjani kuhusu ukweli wa taarifa hizo, alishindwa kukubali au kukataa, kwa kile alichoeleza kuwa suala hilo ni zito hivyo alikuwa akipaswa kuzungumza kwanza na viongozi wake kabla ya kulitolea taarifa.

Meja Komba alieleza kuwa, wanajeshi wanaotoroka ni wengi na wapo waliofungwa kwa kosa hilo la utoro.

"Jamani suala hili ni zito, naliogopa, nyinyi hamlioni kama ni zito? Sio kwamba sipendi wananchi wapate habari, suala hili tupeni muda kwanza tulifanyie ‘analysis', mbona wanajeshi wengi wanatoroka na hamripoti! Waliotoroka ni wengi, wangine wametorokea Rwanda na kwingine na wamefungwa.

"Ni lazima kwanza niongee na mabosi wangu ndiyo nizungumzie vizuri hili… njoo ofisini Jumatatu (Kesho)," alisema Meja Komba.

Sanjari na tukio hilo, taarifa zaidi zilizonaswa na gazeti hili zimedai kuwa sasa imebainika pasipo shaka kuhusu kuwapo kwa makachero wa Serikali ya Kigali wanaodaiwa kupandikizwa katika taasisi na idara nyeti za serikali kwa ajili ya kufanya ushushu kwa maslahi ya Rwanda.

Inadaiwa kuwa intelijensia ya JWTZ iliyo na mizizi ndani na nje ya nchi ilibaini mapema kuwapo kwa majasusi wa Kinyarwanda ndani ya mfumo wa dola na nyendo zao zimekuwa zikichunguzwa kwa muda mrefu na zilibainisha hali hiyo.

Kwa kweli inaonekana namna ya kuajiri wafanyakazi wa sehemu nyeti hakuzingatii vigezo vinavyolinda maslahi na usalama wa nchi. Tuchukulie mfano wa nchi zinazoweka vigezo vikali vya kiintelijensia kama Israel, USA na Urusi. Kuna kitu kinaitwa security clearance levels mbali mbali ambazo zinafanya wafanyakazi kuchujwa kisawasawa na kupewa profile mbalimbali ambazo zinawaruhusu kuwa na access ya mambo nyeti kwa viwango mbali mbali - Suala la uraia wa Tanzania likiwa limezingatiwa.

Sio mtu anaomba urai alikuwa mkimbizi halafu in a shor time tunamwamini kwa sana. Wenzetu raia wa kuandikishwa wanachuykua muda kama miaka 20-25 kabla hawaanza ngazi ya mwanzo ya kuaminiwa. Hapa inabidi tujisahihishe vinginevyo tutaadhiriwa na vinchi ambavyo tunavipuuza kwa lakini kume vimeshakomba siri zito juuya ulinzi na usalama wa taifa letu.

Kuna kipindi pia ilivuma kwamba Malawi imepenyeza makachero wake kwenye vyombo vyetu vya ulinzi na usalama.

Inasemekana ni Wale ambao waliingia nchini kwenye miaka ya 1950's ambapo tulikuwa bado hatujapata Uhuru, kuna uwezekano mkubwa kuwa walizaliwa Tanzania, wakasomeshwa hapahapa na wamekulia hapahapa. Ni ngumu sana kuwatambua.
