Tanzania have been having cheap electricity bill compared to Kenya all along but investors are flooding Kenya as compared to Tz. Rwanda reassures Tanzania of speedy execution of hydroelectric, SGR projects​

DAR ES SALAAM, June 3 (Xinhua) -- Rwandan President Paul Kagame on Thursday reassured Tanzania of speedy implementation of the regional Rusumo Falls hydroelectric project and the standard gauge railway (SGR).

A statement issued by the Directorate of Presidential Communications at Chamwino State House in the capital Dodoma said President Kagame's reassurance was made during talks between President Samia Suluhu Hassan and Rwandan Minister for Foreign Affairs and International Cooperation Vincent Biruta.

According to the statement, the talks were held shortly after the Rwandan diplomat delivered a special message to President Hassan from her Rwandan counterpart Kagame.

President Kagame pledged to support the joint execution of the Rusumo Falls hydroelectric project and the SGR project that will connect the Rwandan capital Kigali and Isaka dry port in Tanzania.

Kagame observed that the two projects were crucial in supporting economic development of the two eastern African countries.

The Rusumo Falls hydroelectric project is a joint development venture by the governments of Burundi, Rwanda and Tanzania located at Rusumo Falls, at the common border of Rwanda and Tanzania on Kagera River.

For her part, President Hassan called for the convening of an urgent meeting of the Tanzania-Rwanda Joint Permanent Commission to strategize on the acceleration of the implementation of the two joint projects.

Burundi and Tanzania are seeking to raise $1.9 billion for a railway linking the two East African nations that could help landlocked Burundi boost its mineral exports, an official said.


“Now is the time to start fund-raising” for the 190-kilometer (118 mile) line from Musongati in Burundi to Tanzania’s Isaka, said Dieudonné Dukundane, executive secretary of Central Corridor, a government-backed agency that promotes regional transport development.


The railway will be part of a broader project eventually connecting Tanzania to Burundi’s northern neighbor Rwanda, which will cost about $7.6 billion, according to the website of the Common Market of Eastern and Southern Africa.


Linking Burundi with Tanzania’s Dar es Salaam port could be a boon for the mining industry in the nickel-rich nation. The government in Bujumbura is targeting a 47% rise in mineral revenue in the 10 years to 2027.


Dukundane was speaking to reporters after a meeting of regional stakeholders in Burundi.

Ministers inspect transport projects at Burundi border

Tanzanian and Burundi cabinet ministers yesterday inspected implementation of shared strategic flagship projects in Kigoma Region, promising to further improve transport infrastructure and border security.

They urged the regional authorities to make sure the projects are completed within schedule to facilitate the taking up of economic and social activities.

Minister Prof Palamagamba Kabudi (Foreign Affairs and East African Cooperation), Dr Leonard Chamuriho (Works and Transport) and Burundi’s Minister for Foreign Affairs, Albert Shingilo jointly made the inspection tour.

Addressing residents at the Mnanila border village in Buhigwe District, Prof Kabudi asserted that the government is working to enhance economic opportunities in Kigoma through improvement of road infrastructures, railways and airports, noting that ongoing improvement of ports in the region would facilitate smooth transportation of people and cargo.

The construction of a One Stop Border Post (OSBP) at Kabanga and Kobero along the border would uplift immigration service efficiency and control sneaking into one another’s territory, he said, elaborating that the infrastructure projects are funded by loans from the African Development Bank (AfDB).

“Apart from road infrastructures, the two governments are also working to improve railway networks to facilitate cargo transportation. We are building a 240 railway line from Uvinza in Kigoma to Msongati in Burundi,” he said, affirming that an 84 kilometer stretch of the 240 kilometers total length will be built in Burundi.

Minister Shingilo said decisions by Tanzania to link Burundi with the central railway line would boost its economic growth, taking into consideration the continued presence of sanctions imposed by the international community.

Burundians are ready to cooperate with Tanzania in boosting economic growth for the benefit of the people of both countries, he said.
Minister Chamuriho urged the contractor for the 68 kilometers road from Kasulu to Mnanila to speed up implementation for the project to be completed within the 36 scheduled months. The road being constructed at a cost of 76.1bn/- shall also link Kigoma with Kagera Region, he stated.

Interviewed, some Mnanila residents appealed to the government to make sure that youth from nearby villages are given priority in implementation of the projects.

Finance minister, Mr David Bahati, talks to Parliament Committee on National Economy chairperson, Ms Syda Bbumba, as she prepares to present the funding request.

THE Ugandan parliament has approved the government’s plans to borrow €327.01m to support the Kampala – Malaba Metre Gauge Railway Project to refurbish the existing line from the Ugandan capital to the Kenyan border.

The loan comprises €216.7m from the African Development Fund (ADF), €84.41m from the African Development Bank (ADB), and €25.9m from the Corporate Internalisation Fund of Spain.

According to a report by the Parliament Committee on National Economy, presented by chairperson, Ms Syda Bbumba, Rift Valley Railways (RVR) was contracted to manage the line, but left it with dilapidated assets that were no longer operable. Uganda and Kenya terminated the contract with RVR on January 25 2018, after the company failed to meet its contractual targets.

Uganda Railways Corporation (URC) has since struggled to meet the demands of bulk freight customers due to the poor reliability of infrastructure and a lack of operational freight wagons.

Bbumba told parliament on May 11 that the government planned to rehabilitate the 250km Malaba – Kampala line, as well as the 8.3km Kampala – Port Bell and 12.3km Kampala – Nalukolongo – Kyengera branch lines. In addition, a €34.6m project to rehabilitate the 375km metre-gauge Tororo – Gulu railway was launched in October 2020 with financial support from the European Union.

The government also plans to purchase and refurbish coaches, wagons and locomotives, create a railway training school for URC management and staff, and stock spare parts.

“If the Metre Gauge Railway project is implemented, the cost of transport by rail will improve from the current average of between $US 0.09 – $US 0.13 per net tonne-km, to $US 0.05, reducing the cost of doing business,” Bbumba says.

According to the committee report, implementation of the Metre Gauge Railway project will also reduce travel times for commuters from two hours travelling an average of 12km to 20 minutes. Freight volumes are also expected to increase from 20,000 tonnes to 300,000 tonnes per month.

The committee recommended that URC should evaluate the possibility of using the army to implement parts of the project in order to reduce costs.

“The committee observed that the army brigade has been used to support the construction of some projects and where they have been used, the costs have been cheaper than the market costs,” Bbumba says.

While recognising the need for the landlocked country to improve its rail network, some MPs questioned the need to develop the metre-gauge network while work continues to develop the planned Standard Gauge Railway (SGR) Project that will connect Uganda with Kenya, Rwanda, Democratic Republic of the Congo and South Sudan. Depending on discussions with China, which is financing and overseeing the SGR project, the SGR project is expected to begin within the next two years.

“This [metre gauge] project has been long overdue, since the old railway stations are now dilapidated,” says Katakwi District MP, Ms Violet Akurut. “But why are we opting for a metre gauge railway when our neighbouring countries in the region are setting up standard gauge?”

“The loan is good but its purpose is going to crush the dreams of the people of Tororo who have been looking forward to the SGR which they expected to improve their business opportunities,” added West Budama County North MP, Mr Richard Okoth Othieno.

Kalungu County West MP, Mr Joseph Ssewungu, also declined to support the loan request saying that it would increase Uganda’s debt burden.

The minister of state for finance, Mr David Bahati, told parliament that the country’s debt burden was under control and still one of the best in the region. He assured MPs that the SGR project was still on-course.

I like the fact that Geothermal power has almost 99.9% available... If we can tap like 3,000 - 5,000 MW from geothermal, we would have done justice to this resource.
