Kwa mujibu wa tovuti ya KLH News inayoratibiwa na Watanzania wanaoishi nchini Marekani, mwili wa marehemu Ballali umehifadhiwa katika Nyumba ya Maziko ya De Vol iliyoko Washington DC, kabla ya kuzikwa leo.

"Kuna mwaliko katika mazishi hayo na hivyo sina hakika kama nitakwenda maana hadi sasa sijapata mwaliko," alisema Mtanzania mmoja anayeishi Washington DC, jana alipoulizwa na KULIKONI kama atahudhuria mazishi hayo kutokana na kuwahi kufanya kazi na Ballali.

Taratibu za mazishi zinaeleza kwamba Gavana Balali aliyefariki Mei 16, 2008, Washington DC atazikwa leo baada ya ibada itakayofanyika katika Kanisa Katoliki la Mt. Stephen Shahidi mjini Washington DC. Kanisa hilo lipo 2436 Pennsylvania Ave, NW Washington, DC 20037.

"Ibada hiyo ya mazishi itaenda sambamba na kuuona mwili wa marehemu kuanzia saa nne asubuhi. Hata hivyo shughuli hiyo nzima ni kwa ndugu, jamaa, na marafiki wa karibu na si kwa hadhara ya kila mtu atakaye kushiriki," inaeleza taarifa ya tovuti hiyo ya KLHN.

Imeelezwa kwamba marehemu Ballali anatarajiwa kuzikwa katika makaburi ya Wakatoliki ya Gate of Heaven eneo la Silver Spring, MD.

Miongoni mwa watu mashuhuri walioalikwa mazishi hayo ni Balozi wa Tanzania nchini Marekani Ombeni Sefue, watumishi wa idara mbalimbali alizowahi kuzitumikia ikiwemo Shirika la Fedha Duniani (IMF), ndugu zake ambao wamewasili siku chache zilizopita, na baadhi ya Watanzania kadhaa waishio maeneo ya Washington DC na miji jirani.

Hata hivyo, taarifa za tovuti hiyo zimegusia kitu ambacho sio cha kawaida kwa mila na desturi za Waafrika kwamba upo uwezekano wa mwili huo kuteketezwa kwa moto kwani makaburi hayo pia hutoa huduma hiyo.

"Kama ulikuwa ni wosia wake kuteketezwa, basi kwa kanuni za Kanisa Katoliki zitafanyika mara tu baada ya ibada. Kwa kanuni za Kanisa Katoliki mwili uliolazwa kwa njia ya kuteketezwa kwa moto mabaki yake (majivu) hawapewi familia, kusambazwa au kugawanywa katika mafungu madogo madogo na badala yake ni lazima yawekwe ardhini au kwenye sehemu maalumu inayotumika kwa maziko ya namna hiyo," inaeleza sehemu ya taarifa hiyo ya KLH.

THE late Daudi Timothy Said Ballali, ex-governor of the Bank of Tanzania (BoT), is scheduled to be laid to rest in the US capital Washington DC today, at a private funeral where strictly only invited mourners will be allowed to attend.

According to reports from the US, the Washington DC-based Devol Funeral Home has been hired to handle the burial arrangements.

The reports say the former BoT governor’s body will be driven from the funeral home located at 2222 Wisconsin Avenue to the Saint Stephen Martyr Roman Catholic Church on 2436 Pennsylvania Avenue for a burial mass set to begin at 10 a.m US time.

The late Ballali (65) reportedly died exactly a week ago in the US city of Boston, Massachusetts after a long illness.

It is expected that only relatives and close family friends will attend the burial mass at the church, and later in the day proceed to the Interment Gate of Heaven Cemetery where his body will finally be laid to rest.

According to the KLH news website, invited guests to the funeral include Tanzania’s Ambassador to the United States, Ombeni Sefue; former colleagues of the late Ballali at the International Monetary Fund (IMF) where he worked for many years; relatives and close family friends.

The apparent secrecy in the funeral arrangements and the fact that the body was not returned to Ballali’s Tanzania motherland for burial have heightened public and media speculation over the circumstances of his reported death.

It was not immediately clear if the invited mourners will be allowed to view Ballali’s body before burial, and whether or not he is to be cremated.

News of the ex-BoT governor’s death has dominated public discussions in local circles, as well as various blogs and internet chat rooms.

Several Tanzanians working or studying in Washington DC have said they intend to attempt to attend the funeral today, but are also doubtful whether they will be allowed in without formal invitations.

Said one Tanzanian man currently working in the US capital: ’’I understand the funeral home involved has been issuing invitation cards to selected people at the instruction of the family. I intend to try to go to the burial, although I don�t have a formal invitation.’’

Following Ballali’s sudden death, concern has been raised in various quarters that any inside information he had about the real beneficiaries of the 133bn/- BoT external payment arrears account (EPA) scandal might be gone forever.

Speculation has also been rife about possible foul play in connection with his reported death, including suggestions that he may have been ’poisoned.’

Further reports have it that Ballali may have left behind a ’dossier’ on the EPA scandal, and even identified the person behind his alleged poisoning.

On the other hand, there are those who consider his reported death to be ’’a little too convenient’’, raising suspicions that it could just be a big cover-up.

’’Without definite proof of his death and a formal inquest to establish what really killed him, there will be no end to these conspiracy theories over his death,’’ observed one local lawyer in Dar es Salaam yesterday.

Ballali’s last public appearance in the country was at a news conference he convened at the BoT’s Twin Towers headquarters in Dar es Salaam in July last year, at the height of corruption allegations swirling around him.

Following confirmation of his involvement in the EPA scandal, he was sacked from the BoT governorship by President Jakaya Kikwete in January this year.

But according to sources close to Ballali�s own relatives, the former BoT boss was a mere scapegoat in the EPA scandal, and always maintained that he would one day come out in the open to clear his name by naming others.

’’It now appears that Ballali may have been silenced forever by the cruel hand of death,’’ said one source.

THEY say dead people tell no tales. And few deaths could probably cause as much relief among some of this country’s powerful players as did the sudden - yet somewhat expected � demise of former Bank of Tanzania (BoT) governor Daudi Timothy Said Ballali.

According to the reports from the United States, Ballali died quietly on Friday, with his death initially kept secret by close family members despite rumours surfacing since last week that he had already passed away.

There was confusion on where exactly he is reported to have died, whether in Washington DC as initial reports claimed, or in Boston, Massachusetts as stated in a BoT statement released in Dar es Salaam late yesterday.

According to information obtained exclusively by THISDAY, funeral arrangements have already been made for the ex-central bank supremo’s burial mass at the Saint Stephen Martyr Roman Catholic Church in the US capital at 10 am tomorrow.

However, no members of the public will be allowed to view Ballali’s body as the burial mass is planned to be a strictly private affair.

The US church where the private mass will be held is located at 2436 Pennsylvania Avenue, NW Washington, DC.

The funeral programme seen by THISDAY shows that Ballali will be laid to rest tomorrow morning at the Interment Gate of Heaven Cemetery, following the Mass of Christian Burial at the church.

Confirmation of Ballali’s death has come against the backdrop of strong public sentiment that he was in a position to name big names � much bigger than the handful of prominent businessmen so far identified - in relation to the embezzlement of over 133bn/- from the BoT’s external payment arrears (EPA) account during 2005/06.

This being the case, the timing of this confirmation - and sense of near-inevitability accompanying it - have fuelled new sparks of intense public speculation over the actual cause of his death, and suspicion in some quarters that he may not even be dead at all.

’’Why is Ballali’s funeral taking place privately in the US, instead of his body being brought back to Tanzania? Will he be buried or cremated?’’ These are just some of the questions being echoed by various people interviewed by THISDAY.

A well-placed source, who asked to remain anonymous so he may speak candidly, described the death reports as ’’highly suspicious.’’

’’Ballali was the person at the very centre of the EPA investigations, as well as a good number of other scandals at the Bank of Tanzania. Don’t you think his death may sound just a little too convenient?’’ the source queried, adding:

’’First of all, why was his supposed death made such a big secret since Friday? I for one also find it quite interesting that no one has officially made the death announcement to Tanzanians.’’

Some reports have suggested that the former governor may have been ’’poisoned’’ sometime around August last year, when he was summoned by a parliamentary committee to Dodoma to answer queries on a scathing BoT audit report by the Controller and Auditor General.

There are also suggestions that he may have left behind a ’dossier’ on the EPA scandal, and even identified the person behind his alleged poisoning.

Ballali’s last public appearance in the country was at a news conference he convened at the BoT’s Twin Towers headquarters in Dar es Salaam in July last year, at the height of corruption allegations swirling around him.

Using the news conference to shrug off growing calls for his resignation, the then central bank boss was later reported to have departed for the US to undergo medical treatment after reportedly experiencing severe abdominal pains while in Dodoma.

His departure coincided with the start of a special, government-ordered BoT audit that uncovered the EPA scandal and triggered a sequence of events that culminated in his final sacking from the governorship by President Jakaya Kikwete in January this year.

Since then, Ballali’s actual whereabouts and state of health have been a matter of constant public and media speculation, right up to the latest reported confirmation of his death.

According to information obtained by THISDAY earlier this month, a team of at least seven local investigators recently flew to the US on a mission to trace Ballali’s whereabouts, whether in Washington DC or Boston.

Let bygones be bygones, but still one credible guy around is murmurring that Ballali used to have several personal official files,memos etc. (highly confidential hard copies) and he never kept them far. now big question is Where?What?Why?Who? and how to get the precious papers

Hata hivyo pamoja na kashfa nyingi zilizoandikwa na vyombo mbalimbali vya magazeti na kutangazwa majukwaani Bw. Ballali hakuwa mtuhumiwa yeyote na hakukuwa na kesi yoyote ile ya kihalifu dhidi yake na hivyo amekufa kama raia na mtu huru.

Hata hivyo Dr. Balali ilidaiwa kuwa aliandika barua ya kutaka kujiuzulu kutokana na hali mbaya ya kiafya uamuzi ambao haukujibiwa hadi pale taarifa ya uchunguzi wa EPA ilipotoka na Rais Kikwete kutengua uteuzi wake kama Gavana wa Benki Kuu. Hata hivyo, taarifa ya Rais iliyosomwa na Katibu Mkuu kiongozi haikusema kama Gov. Ballali ni mhalifu, anatafutwa, au kwa namna yoyote ile amefanya makosa ya kisheria.

Hilo lilithibitishwa siku chache zilizopita ambapo Ikulu walitangaza kuwa walikuwa hawamtafuti Ballali na ya kuwa kokote alikokuweko alikuwa ni “mtu huru”.

Ni kwa sababu hiyo basi ibada ya mazishi inatarajiwa kuhudhuriwa na watu mbalimbali wakiongozwa na Balozi wa Tanzani nchini Marekani Bw. Ombeni Sefue, watumishi wa idara mbalimbali alizowahi kuzitumikia ikiwemo IMF, ndugu zake ambao wamewasili siku chache zilizopita, na baadhi ya Watanzania kadhaa waishio maeneo ya Washington DC.

Angekuwa Muislaam ningeelewa lakini hii wakuu wangu haikukaa sawa kabisa nadhani familia wame rush ktk maamuzi ambayo baadaye yatawapa taabu sana... Watu wataendelea kuwakera na attention nzima itabadilika kuwa kwao badala ya kile kilichosibu.
