Kwa hilo la kupewa maswali ya Interview, nitakupinga kwa kitu kimoja. Maswali ya Interview siyo mtihani wa Mock au Form Four.

Kama mtu umeshafanya kazi kwa muda mrefu na kufanya interview nyingi, maswali huwa ni yale yale, from one corner of the wordl to the other.

Mmesema Mrema kafanya kazi kimataifa, je huko alikokuwa si alifanya interview, je ni ugumu gani kujua kuwa anaweza kujibu swali?

Nitakupa mfano, miaka mitatu iliyopita, nilikuwa natafuta kazi nyingine katika shirika ninalofanya kazi. Kwa kipindi cha miezi mitatu, nilifanya zaidi ya interview 20 na masuali pamoja yalikuwa ni kutoka kwa watu tofuati wa idara tofauti na wasiojuana, yalikuwa na common theme.

Ni ujinga na upumbavu mkubwa ambao unapaswa kuepukwa na sisi hasa tunaojiita wasomi kuanza kuropoka kuwa mtu alipewa maswali ya Interview.

Nitakuambia maswali ya msingi ambayo aliulizwa kwenye interview,

4. What is your vision foer this company and its future projects?
5. What are the obstacles of buuilding good roads in Tanzania?

Hata kama aliulizwa swali la Kiufundi kama asphalt in chemical composition ngapi, ni upuuzi kutamka na ni aibu kudai eti alipewa pepa!

Na hao ambao walimshangaa Mrema kwa umahiri na kujiamini kwake kunaniambia kuwa hawajui kufanya interview, ni watu biased na zaidi wana poor exposure na wamezoea ku-interview one dimensional candidates. Kama hawajamaa walishangaa na kuzubaa kwa umahiri wa Mrema kujieleza na kujibu maswali, basi tuna tatizo Tanzania na hawa wanaofanya interviews ni wabovu!

Kuongea kwa ufasaha na kujiamini si suala la pepa, ni uwezo wa mtu. Ndio maana nimesema kigezo si Elimu na Vyeti bali ni ufanisi.

Pia kwenye mambo ya technical, ukiachia maswali ya jumla kama uliyoyaandika, kuna kampuni wanaingia deep kwenye nyanja husika.

Huku West sasa wameacha kwenda ndani kwenye nyanja husika na badala yake wanauliza maswali genaral kwasababu wanaamini kwenye uwezo wa mtu ku cope kwenye mazingira mbalimbali, Tanzania na Afrika, tunaamini kwenye ukipanga, uwezo wa kukokotoa majibu kama yalivyo kwenye vitabu vya wasomi.

Sisemi Mrema alipewa maswali, ila nataka kutofautisha tu juu ya interviews ambazo zinaendeshwa na makampuni ya uajiri na zile za wizarani.

Aidha ukiaangalia matatizo mengi ya Tanzania utakuta kinachokosekana ni management skills na wala sio hizo technical skills. Nafasi kama ya CEO inatakiwa skills zaidi ya zile za ujenzi barabara. Ukiwa fundi ujenzi ni added value lakini muhimu zaidi ni management skills.

Huyo Mrema ni mwakilishi tu wa kundi kubwa amblo mimi huwa naliita middle class ya Tanzania ambao ni mzigo kwa maendeleo ya nchi yetu. Wanapata pesa nyingi lakini utendaji wao mbovu, wanapiga vita watanzania wenzao, wanakula rushwa, wana ukabila nk.

Kwanza kabisa naungana na wewe katika kushangaa hili la watu kubeza mshahara anaolipwa CEO wa Tanroads kwanza naomba kuainisha haya machache:
Kwanza, package ya malipo ya CEO wa tanroads inachangiwa na World Bank na Serikali ya TZ....uwiano kama sijakosea ni 70-80 kutoka World Bank na 20-30 kutoka Serikali ya TZ. Hii inaonyesha dhahiri kuwa serikali yetu haigharamii pesa nyingi kama Mh MB anavyotaka kuonyesha.

Pili, Hii package ni kwa CEO yeyote awe mTZ au foreignor....kwa wale wasiojua...CEO wa kwanza wa Tanroads alikuwa anatokea Norway na wa pili alikuwa anatokea Ghana na wote walikuwa wanakula the same package.....iweje leo anakula mTZ halafu wanamtolea macho na kumsimanga kama vile alikaa chumbani yeye na mkewe wakajiandalia hiyo package. Mbona wageni walivyokuwa wanalipwa hizo hela zote hakuna aliyenena kitu......viongozi wetu waache hii tabia...inayofanana na ukoloni mamboleo!

Tatu, linalotakiwa kuchunguzwa hapa na ajira ya Mrema ilivyopatikana sio malipo yake.....kwani inasemekana ni kweli hakuwa kwenye shortlisted candidates....hiyo list inasemekana ilikuwa ni ya wafanyakazi wa tanroads (maregional engineer 2 na madirector 2). sahau hayo ya Worl Bank, hizo ni pesa za Watanzania. Kuchangiwa na world bank kutusifanye tusilinde pesa zetu. Hizo pesa zimetengwa kwa ajili ya Tanzania. Badala ya kulipwa mtu mmoja, zinaweza kutumika kwenye miradi mingine kama vile barabara mbalimbali ambazo zinaweza kuongeza ajira na pia uzalishaji huko wilayani.

Hakuna pesa ya World Bank, hiyo ni pesa ya Watanzania wote. Misemo kama hiyo ndiyo kama maneno ya waziri wa fedha kwamba pesa za EPA hazikuwa za serikali.

Pesa yoyote inatakiwa kupewa uangalizi na kutumiwa vizuri hata kama umepewa na mjomba.

Sasa mtu aliyekuwa anafanya makadirio ya bei, yeye sanasana anahaha na Benki kuu, bei za vifaa, mafuta,kodi nk kwani hivi vinaweza kuharibu mahesabu. Mwikimbi you are completely wrong, a quantity surveyor is not an engineer and vice versa. A quantity surveyor is professionally a quantity surveyor, the same for an engineer (Civil).

Mtu wa fani fulani akisoma kozi fulani ambayo siyo major kwenye fani yake hakumfanyi yeye kuwa wa fani hiyo. Kwa mfano, engineer anaposoma kozi ya Land Surveying au Engineering Surveying, hakumfanyi yeye kuwa Professional Land surveyor. Vivyo hivyo, civil engieer siyo Architect hata kama kuna somo la architectural drawing anasoma kwenye programme yake. Nataka uelewe kwamba hizi fani ni tofauti kabisa japo zinategemeana kwa karibu. Nitakubaliana na wewe kama utaniambia kwamba Mrema amesoma fani zote mbili kwa maana kwamba ana degree mbili moja ya [Quantity Surveying/Construction Economics/Building Economics etc] na nyingine ya Civil Engineering au kama alisoma double degree kama inavyowezekana kwa nchi zingine kama Australia.

Hata katika Civil Engineering kuna specialization chungu nzima kwa mfano, Structural Engineering, Soil Mechanics, Transportation, Water Resources etc.

Kwa hiyo usichanganye mambo.
 
Hii thread kila siku nilikuwa nairuka kumbe kuna ufisadi wa aina yake hapa?

Ballali mwingine huyu, mshahara zaidi ya dola 25,000 kwa mwezi lakini utendaji bado wa kusua sua.
Nimesikia leo kwenye magazeti (nadhani Sauti Huru) kuwa kuna update ya issue hii.

Hao wanasoma building economics kule chuo kilichokuwa cha ardhi zamani. Kozi yao ni ya miaka mitatu . Hata Bodi inayowasajili ni ya Wasanifu na wakadiria majengo.(ARCHITECTS and Quantity Surveyors)

Soma magazeti kila siku yanaandika . Wacha kupiga umbea hapa do something else!

DEAD wrong, hizi ni proffessions tofauti kabisa.Sahihisha usemi wako mkuu A QS will NEVER be and Engineer usipakazie proffesiion za watu.
Kwa taarifa yako hii proffession ya QS inapatikana Uingereza tu! na sio nchi nyingine zilizoendelea.Katika nchi nyingine kazi ya QS inafanywa na wahandisi na huwa wanashangaa kwa nini mhandisi aliyebuni mradi asiweze kukadiria gharama zake!

Nauliza jamani huyo Mghana aliyemuachia mwaka 2006 alikuwa analipwaje? Ni kiwango hicho hicho au tofauti? Nyie mlitaka kwa vile ni Mtanzania alipwe kidogo?

Mi nadhani huu ni wivu tu. Hauna mantiki maana kama una wivu kwa mtanzania mwenzako kukamata nafasi na kulipwa vizuri, inakatisha moyo kwa wengine(Eti ni ufisadi mshahara mkubwa).

Nilichojifunza Mgeni hata alipwe kiasi kikubwa bongo hiyo SAHIHI lakini Mtanzania akipewa nafasi kama hiyo ni TATIZO. Jamani tubadilike kifikra kuwa wapo wataalamu wengi Tanzania ambao wanaweza kuongoza sehemu nyingi ambazo hatuhitaji kuleta wageni.

Kuajiri kwa mkataba ni mfumo wa kisasa. Unamuekea mtu malengo kwa muda fulani(2yrs, 3yrs etc) asipoyafikia basi unamtafuta mtu mwingine. Unataka watu wapewe permanent contracts ili wajisahau! si wataishia kwenye seminar mbalimbali, hawakai ofisini. Nadhani mmeelewe.

Kuna kitu nimejifunza kuhusu sifa za kuongoza TANROADS eti lazima uwe Civil Engineer. Nadhani huyu mtu mawazo yake ni kuwa Hospiatali lazima iongozwe na Daktari, Waziri wa kilimo lazima awe mtaalamu wa kilimo. Hii ni fikra potofu ndugu yangu.

Nawapongeza Watanzania wote walioanza kuchukua hizi nafasi kama za CEO wa TANROADS.
 
Mimi bado nampongeza mchangiaji aliyegusa swala la kutenganisha elimu na uchapaji wa kazi.Watanzania bado tumedumaa na kutafuta vyeti vya elimu wakati hatuwezi kuzifanyia kazi.Watu tuna PHD ,Master na vingine vikubwa lakini hatuwezi kudeliver chohote tumebakia sifa za maonyesho.Marekani ma CEO na Madirector wa makampuni ni high school diploma na ndio wanaongoza na kuingizia makampuni yao faida nyingi.
Lakini kwetuTanzania wasomi ndio wanaelekea kuwa vibaka wakati wamesoma na wanajua maadili za kazi.Mimi nafikiri kwenye kutaka kitu kifanyike na kitokee tunatakiwa tuwe na guts sio lelemama .Hata kuwa mjasirimali kama huna guts huwezi kwenda mbali.
kwa hiyo kama ndugu yangu Mrema anafanya kazi vizuri kwa kuweza kuongoza wengine vizuri na kufikisha malengo ya Tanroad basi apewe sifa hata kama aliingia kimizengwe .Lakini kama hana chochote basi afikishwe kwa pilato.
 
Iam vey sick to discuss TANROAD .Hivi nani anapanga malipo ya Ma CEO wa makampuni ya nayohusu serikali ?Kwasababu inaonekana hawa jamaa wanalipwa zaidi kuliko wanavyozalisha halafu tofauti ni kubwa sana kwa wanaofuatia katika utendaji.Kwa mtaji huo mwanainchi wa kawaida ataendelea kukosa unafuu wa maisha.Kuna haja ya kufanya uchunguzi wa system yote.
 
..hivi Tanroads walitumia vigezo gani kusitisha mkataba huu.

..pia msuluhishi wa huu mgogoro alitumia vigezo gani kufikia uamuzi huu?

..je serikali itachukua hatua gani kwa waliosababisha hasara hii? kuna atakayefukuzwa kazi? kuna atakayeshtakiwa mahakamani?

THE decision by the Tanzania National Roads Agency (TanRoads) to terminate the 48.97bn/- road contract on 154km Kagoma-Lusahunga way in Kagera Region is likely to cost government billions of shillings, following recommendations given by the Disputes Review Expert, Prof. A. S. Mawenya.

In the determination he made on June 15, this year, after hearing the dispute between the parties, Prof. Mawenya said TanRoads wrongly expelled the contractor, China State Construction Engineering Corporation from the site, resulting in wrongful termination of the contract.

Prof Mawenya, therefore, has recommended that TanRoads should pay the contractor a total sum of 21,469,811 US Dollars. The state agency had terminated the contract it signed with the Chinese contractor in 2006 for poor performance and failure to comply with contractual obligations.

In his award, the dispute review expert said TanRoads would pay 15,617,492 US dollars as damages for wrongful termination of the contract and other 42,215.86 US dollars as finance costs, resulting from delayed advance payments.


According to Prof Mawenya, TanRoads would also pay 1,776,432.80 US dollars as reimbursement of customs duty and VAT if the contractor would not have pursued tax exemption independently with the Tanzania Revenue Authority and other 350,000 dollars towards cost of review.

Furthermore, the dispute review expert recommended that TanRoads pay the contractor 2,500,000 US dollars as balance of money for works executed until the date of termination and other 23,115 US dollars as his 50 per cent share of the expert's costs of service.

The said amount, Prof Mawenya said, would attract interest rate of three per cent per annum with effect from February 8, last year, the date of expulsion on the damages and costs awarded and from June 15, this year on the other payments awarded till date of payment in full.

It is stated that the Chinese construction firm signed the contract on March 13, 2006. The project was to be completed in 39 months, including the initial three months mobilization period. Commencement was April 21, 2006 and the project was expected to be completed by July 20, this year.

TanRoads appointed International Consultants and Technocrats Pvt Limited of New Delhi, India as the engineer to supervise the project. On June 7, 2007, the engineer served the contractor a default notice pointing out unsatisfactory performance.

Thereafter, on January 25, last year, TanRoads issued a 14 notice of expulsion to the contractor, stating that they had persistently neglected to comply wit its obligations under the contract, including failure to achieve average progress of five per cent per month.

The contractor allegedly failed to attain the average progress of seven per cent per month in order to catch up the lost time, instead it achieved only 1.5 per cent and failed to fully mobilize equipment needed for double shift working and to complete the mobilization of resources.

However, the Chinese contractor disputed the claims and, through its advocate Dilip Kesaria, took the matter to the Disputes Review Expert, as per the contract and sought his written recommendation on the matter.
