It seems like there is a call for all CHADEMA people to stay away from the discussions concerning their party. They just vanished all of them and at the same time. What a conincedence.

..nadhani kinachokusumbua ni mentality kwamba Wachaga wakikosa basi haki imetendeka. hiyo mentality wanayo watu wengi tu.

..serikali inawajibika kwa kila Mtanzania. kwa msingi huo hiki kidogo tulichonacho kitagawanya kwa kila sehemu ili kila eneo lijisikie ni sehemu ya Tanzania.

..kuna maeneo ya Tanzania yako nyuma kimaendeleo kwa hiyo yanahitaji maji,umeme,barabara etc. kwa mfano sasa hivi mkoa wa Kigoma umepewa kipaumbele ktk mpango wa rural electrification. zaidi ya hilo kuna barabara zinajengwa huko na hata Zitto ametoa shukurani bungeni.

..Kilimanjaro kutokana na hatua waliyofikia tatizo lao kubwa ni barabara. serikali haipeleki umeme huko, au maji kwasababu tayari yapo.

..wakati wowote ule unaweza ku-argue kwamba kuna eneo linastahili mradi fulani kuliko eneo lingine. kwa hali ilivyo Tanzania sasa hivi huwezi kukosa mradi wa kukosoa. tatizo ni kwamba watu wemeelekeza macho na masikio yao Kilimanjaro tu.

..picha unayojaribu kujenga hapa ni kana kwamba serikali imesimamisha ujenzi wa barabara zote nchini na kuamua kujenga barabara moja tu ya Tarakea,Rombo. kuna barabara nyingine nyingi tu zinajengwa na zimepewa kasma kubwa.

..narudia tena huu mradi ulianza kujengwa wakati wa John Magufuli. upembuzi yakinifu na design zilifanyika tangu mwaka 1998 tena wakati huo Mramba alikuwa ameshindwa ubunge.

..kuna viongozi walioshindwa kazi na badala ya kubeba lawama wameamua kuwatupia Wachaga na wananchi wa Kilimanjaro.

..to cut the story short, karibu miaka 20 tangu quota-system ianzishwe Dean wa Faculty of Engineering Prof.Masuha alishangaa kwamba kuna maeneo ya Tanzania hayapeleki wanafunzi ktk kitivo chake. lakini muda wote huo wananchi walikuwa wameridhika kutokana na mentality kwamba Kilimanjaro wakikosa haki imetendeka.

Je hebu niambie inakuwaje wachagga wanapata ajira mahali ambako wanachohitaji ni CV yako na wala hawaitaji kumconsult mtu yeyote aliyeko TZ, wala hawajui kwamba wewe ni mtz let alone mchagga? mahali ambapo wala hawajui kama kabila hili linaexist? FYI ninafanya kazi mahali ambapo kuna wachagga 4 na wala ajira zao hazina connection yoyote na TZ na wala hatukuwa tunajuana kabla ya kukutana kazini. Je una jibu la hili au utasema tena wanapendelewa na watu hata wasiojua TZ iko wapi kwenye ramani ya Dunia? ndio kwanza ukiwatajia Tanzania wanachosikia ni Tasmania Australia.
I think I have to stay away from this discussion is getting on my skin now, is unbearable. All in all tupunguze uongo, wivu na majungu havitatupeleka popote,kama wengine walivyokwisha pendekeza ukitaka kujua siri ya mwenzako uliza, sio ukae chini unamake all wrong assumptions, it wont help anything! Tatizo lako wewe unaangalia mambo yote kwenye misingi ya sisi against wao. Hiyo haifai kama unaongelea ufisadi na national interests. Ufisadi ukifanywa hata na ndugu yako ni lazima uupige vita.

Kilimanjaro kila makao makuu ya wilaya zake yanafikika kwa barabara nzuri sana zote zikiwa za lami kasoro ile ya Rombo tu wakati huku kwingine tunaongelea makao makuu ya mikoa tena yenye umuhimu sana kiuchumi, Kigoma, Rukwa, Kagera, Shinyanga, Lindi, Mtwara n.k. yote haifikiki kirahisi.

Lakini leo hii waziri anatumia hizo hizo resources kidogo zilizopo kujenga barabara kwenda kijijini kwake ambayo tayari ilikuwa nzuri sana kwa level ya gravel, na kuongezea hata kipande kinachoenda porini Kenya ambako hakuna anayepatumia zaidi ya walanguzi wa dawa za miswaki, kweli hii ni akili sawia au ubinafsi sasa umetufika makooni??

..picha unayojaribu kujenga hapa ni kana kwamba serikali imesimamisha ujenzi wa barabara zote nchini na kuamua kujenga barabara moja tu ya Tarakea,Rombo. kuna barabara nyingine nyingi tu zinajengwa na zimepewa kasma kubwa.

Niambie sasa hivi tumepata nini toka Rombo baada ya kujenga ile barabara ambacho tulikuwa hatupati zaidi ya mikogo ya Mramba bungeni?? Hiyo ndio kero yangu. Kama kuna watakaoona alichofanya Mramba ni ukabila hilo sio juu yangu, my point is clear.

Tatizo lako ni kuwa unaangalia sana mambo yote katika misingi ya kuwa lolote linalofanyinka katika kutawanya resources za nchi kwa kila mwananchi, lina nia ya kuwanyima waChagga kwa vile hapo awali walikuwa beneficiary wakuu. Huu ni ujinga wa hali ya juu kwani hata hivi sasa bado kuna resources nyingi kupita kiasi zilizoelekezwa Mkoani Kilimanjaro kupita Mikoa mingine mingi.

Kwa hiyo kama ulitaka Msukuma ambaye kwao hakuna aliyewahi kwenda shule au kuona shule ashindane na mmachame wa pale maili 20, ambaye kijiji kizima kinajua tayari umuhimu wa shule for the past 50+ yrs, then hufikirii kwa misingi ya kujenga nchi bali kwa misingi ya mimi kwanza wengine watajijua wenyewe. Kiongozi wa nchi anatakiwa kumpa kila mtu nafasi ya kushiriki katika kujenga nchi na kujijenga, hata kama itakuwa at the expence ya mwingine aliyenacho. Ila watu wa mentality ya aina yako ya kujipendelea sidhani kama wanafaa kuongoza nchi.
 
Joka Kuu.. watu wakishaelewa hili na kujichunguza wao wenyewe ndio watatambua kuwa tatizo la Tanzania siyo wachagga.

Tokea lini wachaga wakawa ni tatizo la Tanzania? Kwani wao sio wananchi? Hapa zinazopingwa ni tabia za baadhi kwa nia ya kuwakerebisha.
 
Mwaka 2006/2007 akiwa ni Waziri wa Miundo Mbinu Bw. Basil Mramba aliwakilisha Bungeni makadirio ya Wizara yake. Alielezea wamefikia wapi na mipango ya mbeleni iko vipi. Akasema hivi:

"Mhe. Spika, Maeneo yaliyoainishwa katika utekelezaji wa Ilani ya Uchaguzi ya
mwaka 2005 katika Wizara ni kama ifuatavyo:-
....
Kukamilisha ukarabati unaondelea wa barabara zote kwa
kiwango cha lami katika barabara kuu. Barabara hizo ni:-
Dodoma – Manyoni, Manyoni – Singida, Singida-Shelui, Nzega-
Ilula, Nangurukuru-Mwemkulu-Mingoyo, Mkuranga – Kibiti,
Dodoma-Morogoro, Kigoma-Biharamulo-Lusahunga, Tabora-
Kaliua-Malagalasi-Kigoma, Usagara-Chato-Biharamulo na
Ndundu-Somanga.
• Kuanza ujenzi kwa kiwango cha lami barabara zifuatazo: -
Tunduma – Sumbawanga, Marangu – Tarakea – Rongai,
Minjingu – Babati – Singida, Rujewa – Madibira – Mafinga,
Mbeya– Chunya – Makongorosi, Msimba – Ikokoto – Mafinga,
Arusha – Namanga, Tanga-Horohoro na Ukarabati wa barabara
ya Kilwa (DSM), Barabara ya Mandela na Barabara ya Sam
Nujoma.
• Kuhimiza maandalizi ya Ujenzi wa daraja la Kigamboni chini ya
uongozi wa Shirika la Hifadhi ya Jamii ili kuunganisha
Kigamboni na Jiji la Dar es Salaam.
• Kukamilisha Ujenzi wa daraja jipya la Mpiji ambalo litawezesha
njia mbadala ya Dar es Salaam - Tanga.
• Kufanya upembuzi yakinifu, usanifu na ujenzi wa daraja la Mto
Kilombero na kukamilisha ujenzi wa daraja la Mto Mwatisi
katika mkoa wa Morogoro.
• Kufanya Usanifu wa ujenzi wa daraja jipya la Ruvu.
• Kuanza ujenzi wa Daraja la Umoja (Tanzania na Msumbiji)

Akafafanua suala hili kwa kusema jinsi gani wamepanga kulitekeleza:

31. Mheshimiwa Spika, Serikali imebuni kanda nne za
kusukuma maendeleo haya yaani Ukanda wa Kati, Ukanda wa
Mtwara, Ukanda wa Tanga na Ukanda wa Dar es Salaam. Ukanda wa
Kati (Central Development Corridor) unaunganisha bandari ya Dar es
Salaam na nchi za Rwanda, Burundi, Jamhuri ya Kidemokrasia ya
Kongo (DRC) na Uganda.

Akafafanua kidogo kuhusu hizo kanda:

Miradi ya barabara kuu za Ukanda wa Kati ni barabara za Morogoro-
Dodoma, Dodoma -Manyoni, Manyoni - Singida, Singida - Shelui, Ilula
- Tinde - Isaka/Tinde - Nzega, Mwanza -Shinyanga Border, Usagara-
Bwanga-Kyamiorwa, Mwandiga-Manyovu, Kigoma-Nyakanazi, Uvinza-
Ilunde – Malagarasi/Tabora - Kaliua na usanifu wa barabara toka
Kigoma hadi Kidahwe na Tabora hadi Nzega. Barabara hizi nazo ziko
katika hatua mbalimbali za utekelezaji.

Na kwa upande wa Ukanda wa Tanga akasema hivi:

33. Mheshimiwa Spika, kuhusu Ukanda wa Tanga, miradi
itakayotekelezwa ni pamoja na ujenzi wa barabara ya Tanga –
Horohoro, upembuzi yakinifu wa barabara ya Bagamoyo –Sadani –
Tanga, na Bagamoyo – Msata, ukarabati wa Same – Mkumbara –
Korogwe, Marangu – Tarakea – Rongai – Kamwanga ili kuunganisha
na Kenya, uimarishaji wa Kivuko cha Pangani na bandari ya Tanga.
Aidha, mchakato wa kujenga reli ya Tanga – Arusha – Musoma
unaendelea chini ya Jumuiya ya Afrika Mashariki. Mikoa
inayohusishwa na ukanda huu ni Tanga, Kilimanjaro, Arusha,
Manyara na Mara.

na akafafanua kuhusu Ukanda wa Mtwara kwa kusema hivi:

34. Mheshimiwa Spika, ukanda wa Maendeleo wa Mtwara
(Mtwara Development Corridor) unaanzia bandari ya Mtwara hadi
Mbamba Bay na kuhusisha mikoa ya Mtwara, Lindi, Ruvuma, Iringa
na Mbeya. Ukanda huu unaunganisha nchi za Tanzania, Msumbiji,
Malawi na Zambia. Utekelezaji wa Programu ya Ukanda wa Maendeleo
wa Mtwara unaendelea kupitia miradi mhimili (anchor projects)
ambayo ni pamoja na barabara ya Mtwara – Masasi – Songea –
Mbamba Bay, Daraja la Umoja baina ya Tanzania na Msumbiji na mradi wa Makaa ya Mawe ya Mchuchuma. Kuhusu Barabara ya
Mtwara – Masasi – Songea – Mbamba Bay, kazi ya usanifu wa kina
inaendelea katika sehemu ya Songea-Matemanga yenye urefu wa
kilometa 200 ikiwa ni maandalizi ya kujenga barabara hii kwa
kiwango cha lami. Pia Serikali ya Japan imekubali kugharamia ujenzi
wa sehemu ya barabara ya Masasi – Mangaka yenye urefu wa kilomita
54 kwa kiwango cha lami. Serikali inaendelea kutenga fedha za ndani
na pia kutafuta fedha kutoka kwa Wahisani mbalimbali ili kuweza
kukamilisha ujenzi wa barabara hii. Tunategemea kupata fedha za
utekelezaji wa sehemu tofauti tofauti kati ya Matemanga hadi Songea
katika mwaka 2006/07.

Sasa utaweza kuona kuwa kwanza kabisa ni kuwa ujenzi wa barabara ya Tarakea haukuwa siri. WAZIRI wa Miundombinu, Basil Mramba, jana alihenyeshwa na wabunge, kiasi cha Waziri Mkuu, Edward Lowassa, kuingilia kati kumwokoa.

Pamoja na Lowassa, mawaziri wengine walilazimika kusimama kumsaidia kujibu hoja nzito za wabunge.

Miongoni mwa mawaziri hao ni aliyekuwa Waziri wa Ujenzi, John Magufuli; na mwanasiasa mkongwe na Waziri wa Nchi, Ofisi ya Rais, Uhusiano wa Jamii, Kingunge Ngombale-Mwiru.

Pamoja nao, mwingine aliyejitwika jukumu la kumwokoa Mramba ni Waziri wa Fedha, Zakia Meghji.

Dalili za Mramba kubanwa zilianza kujionyesha mapema, hata kabla ya kuwasilisha makadirio ya bajeti ya wizara yake kwa mwaka wa fedha wa 2006/2007.

Baadhi ya waliombana barabara ni Mbunge wa Nzega, Lucas Selelii (CCM); Mbunge wa Bariadi Mashariki, John Cheyo (UDP); Mbunge wa Mchinga, Mudhihir Mudhihir (CCM) na Mbunge wa Muleba Kusini, Wilson Masilingi (CCM).

Bunge likiwa limekaa kama kamati, ili kupitia kifungu kwa kifungu cha bajeti ya wizara hiyo, Selelii, alimbana Mramba kwa kusema anachozungumza na kilichoandikwa kwenye bajeti yake ni tofauti.

Awali, Mramba aliliambia Bunge kwamba, Barabara ya Manyoni-Itigi- Tabora-Kigoma imetengewa sh milioni 535 kwa ajili ya usanifu.

Selelii alipinga maelezo hayo, na kuyaita ya ubabaishaji kwa vile fedha hizo zilikuwa zimetengwa kwa ajili ya Barabara ya Nzega-Tabora.

Mramba alijitafuna tafuna kwa maneno, na akawa anashikilia msimamo wake kwamba barabara zilizotajwa na Selelii, zitatafutiwa fedha.

Mbunge huyo alitaka Mramba aeleze kifungu kinachoonyesha fedha zilizotengwa, lakini Mramba aliposimama, alishindwa kuthibitisha maneno yake.

Selelii alisema wabunge wanapodai maendeleo katika maeneo yao hawamaanishi kuwa wanaleta mambo ya ukanda.

Alisema ni serikali inayoleta mambo ya ukanda kwa kuwa fedha zinatengwa kuendeleza sehemu kadhaa, na kuacha sehemu nyingine ambazo hazina usafiri wa barabara, treni au ndege.

Kutokana na majibu mengi ya ubabaishaji, mbunge mmoja alisimama na kutaka mwongozo wa Spika ili Mramba ashughulikiwe kwa maelezo kwamba alikuwa ameliongopea Bunge.

Hoja hiyo ilizimwa ‘kisayansi' na Spika, Samuel Sitta, ambaye alisema alichofanya Mramba si kuliongopea Bunge, bali kubabaika tu wakati wa kujibu maswali ya wabunge hao.

Katika harakati za kuhakikisha bajeti inapitishwa, Lowassa alisimama na kulihakikishia Bunge kuwa, ujenzi wa barabara zilizotajwa na Selelii, utakamilika ndani ya kipindi cha miaka mitano.

Sitta, naye alilazimika kumpooza Selelii ili aachie shilingi, bajeti ipite. Alisema atasaidiana na serikali katika kuhakikisha kuwa barabara hizo zinajengwa.

Baada ya wabunge kumbana vilivyo Mramba, Ngombale-Mwiru, alisimama bungeni kabla ya Mramba katika kilichoonyesha kuwa ni kujaribu kupooza makali ya wabunge.

Alisema hakusimama kwa ajili ya kujibu hoja za wabunge, bali baada ya kusisimuliwa na hoja zao.

Alisema umefika wakati sasa kwa serikali kupanga bajeti kwa kuzingatia vipaumbele vya kiuchumi na kero za Watanzania.

Alisema dhana iliyoibuka bungeni ya kutaka serikali kutenga fedha za ujenzi wa barabara kikanda, haifai kwa maelezo kwamba italeta matatizo katika kanda zitakazotengewa fedha nyingi.

"Dhana ya kanda ambayo imejitokeza katika mijadala hapa bungeni, italeta matatizo ya kisiasa na hasa katika mikoa ambayo itatengewa fedha nyingi na mikoa ambayo itatengewa fedha kidogo," alisema.

Alisema suala la barabara kutengewa fedha kikanda haliafiki kwa kuwa linaweza kuleta matatizo makubwa hapo baadaye na hasa katika suala la siasa na linaweza kuwagawa watu kisiasa.

Alisema iwapo fedha hizo zitatolewa kikanda, basi isitumiwe katika dhana ya kisiasa.

Akijibu hoja zilizotolewa na wabunge, Mramba alisema Barabara ya Marangu- Tarakea, yenye kilometa kenda, na ambayo imetengewa sh bilioni 17, imo kwenye Ilani ya Uchaguzi ya Chama Cha Mapinduzi (CCM).

Mramba alisema wizara yake itazipa kipaumbele barabara zilizoanza kushughulikiwa tangu uongozi wa awamu ya tatu.

Alisema tayari ameshakabidhiwa kitabu cha maagizo ya Mkutano Mkuu wa CCM chenye ahadi alizotoa Rais Jakaya Kikwete wakati wa kampeni za Uchaguzi Mkuu wa mwaka 2005.

Kuhusu wabunge waliokuwa wametangaza kugoma kupitisha bajeti yake, Mramba alisema kesho ataondoka kwenda nje ya nchi kutafuta fedha kwa ajili ya ujenzi wa barabara zao.

"Mheshimiwa Spika, natarajia kwenda ng'ambo kutafuta wafadhili kwa ajili ya kupata fedha za kutengenezea barabara alizozizungumzia Mheshimiwa Selelii," alisema.

Aliomba wabunge wapitishe bajeti yake ili aweze kupata usingizi mzuri na kuamka vizuri kwa ajili ya kuonana na wafadhili hao.

Alisema anatambua uchungu wanaoupata wabunge ambao barabara kwao bado ni tatizo, na kwamba ushauri wao ameupokea bila kinyongo kwa moyo safi, bila kutazama nyuma.

"Waheshimiwa wabunge, naomba mnielewe kwa kuwa hata mimi pia ni mbunge mwenzenu, nitakaporudi kuwa kama ninyi nitazungumza, huu uwaziri ni sawa na mazungumzo baada ya habari, nimepata somo, nimejifunza na nitaingia kazini kwa kasi, ari na nguvu mpya," alisema kwa unyenyekevu.

Pamoja na vikwazo vyote, mwishoni wabunge walipitisha bajeti hiyo kwa wengine kutoa sauti za "siyooo!"

THE Marangu-Kimwanga road starts at Marangu in Moshi Rural District and ends at Kamwanga (Tanzania-Kenya border area) in densely populated Rombo District. Upon completion, the road is set to contribute to the development of the district and boost border trade between Tanzania and neighbouring Kenya. IF you have not visited Rombo District in Kilimanjaro Region, you might be tempted to question why the government has financed the Marangu-Kamwaga road that links the country with Kenya while some other roads in the country are worse. The Vice-President, Dr Ali Mohamed Shein, who inspected the road's construction progress at Rongai last week, said he was impressed by the work done so far. He lashed out at some politicians who speak ill of the project.

"We need not to mix cheap politics and development issues," Dr Shein said as he was inspecting the road. He promised to support the construction to its completion, saying; "The road is vital in economy to the entire nation."

The vice-president's comment on the road was a reaction to concerns from some MPs last year who questioned the logic of disregarding national road corridors by providing them with development funds. Examples include the 60 kilomentres long Ndundu-Somanga road which received 7bn/- while a 600 kilometres long Sumbawanga-Nyakanazi received only 500m/-.

When the 45 kilometres long Tarakea-Marangu stretch was allotted 17bn/- the same year, several MPs queried the rationale of allocating such a big amount of money without taking into consideration the national economic benefits related to its construction. If Mchinga MP, Mr Mudhihir Mudhihir, who asked for equality in the sharing of national resources during the Marangu-Tarakea road debate in parliament two years ago visit the road today he would change his views as many officials who accompanied Dr Shein in Rombo last week expressed satisfaction to its progress.

In 2006, Mr Mudhihir strongly said in parliament that the allocation of national resources was supposed to be compared to sharing a hare. He said the guiding principle should always be "equitable sharing."

Apart from Mr Mudhihir, several other MPs from the Lake and Western zones said that they had been neglected by the government as far as roads construction was concerned. They blamed some senior government officials of favouritism in funding some of development projects.

The Marangu-Tarakea road is 100 kilometres long. It passes through unpaved road and meanders along the Northern Eastern slopes of Mount Kilimanjaro and traverses on hilly terrain with most portions of the road having pronounced horizontal and vertical curves.

Mr Basil Mramba, Rombo MP and Minister for Industry, Trade and Marketing, who accompanied the vice-president during his tour of the region, said that upon completion, the road will boost the economy, not only for Rombo people, but of the entire nation. "We have focused on the economic benefits and that is why the government has supported the construction of this road," Mr Mramba told the vice-president.

The objective is to undertake the environmental and social impact assessment, carry out detailed engineering design and works supervision of the road in order to lower transport costs sufficiently. This will enable the plan to meet the needs of the existing, planned and future economic and social developments of the area around the project road, according to Mr Mramba.

Though the tarmac road is coming, more than 500 roadside buildings in Rural Moshi and Rombo District are being demolished to pave way for the construction of the road. Once the road is completed, it will spark people's hopes of reviving cross- border trade between Rombo area at Tarakea and Loitokitok location of neighbouring Kenya, an activity that flourished in early 1980s.

The project has expanded and upgraded the 37-km portion of Tarakea-Rongai to Kamwanga road to tarmac level. Its foundation stone was laid by President Benjamin Mkapa in 1995. The road project is being executed by China Sichuan International Cooperation Co. Ltd (SIETCO), under supervision of a Norwegian consultancy firm - Norconsult.

Mr Mramba says that the 90-km dusty road network connecting Rombo border point of Tarakea with Moshi district is rendered impassable during the rainy season as rivers flood most of the lowly placed bridges. While the project is giving Rombo residents their first tarmac road since independence, the project is expected to leave some house owners disgruntled as they will be forced to relocate to other areas, though they are being compensated.

Most of the structures being demolished include luxurious houses worth billions of shillings. Doomed are a number of religious houses such as big churches and mosques, not to mention business premises in terms of shops, wood workshops, bars and restaurants that will have to be demolished as well.

The houses that are set to be demolished in the ongoing road construction in Moshi rural district are located in the fast growing township of Marangu-Mtoni area, which is the main junction towards Tarakea and to the headquarters for Kilimanjaro National Parks (KINAPA), Marangu gate and Mwika village.

The most affected areas in Rombo District include Mashati, Mamsera, Mengwe, Useri and the district headquarters' area of Mkuu. In early 2005, the then Minister of Works, Mr John Magufuli, assured Rombo residents that for them, the construction of a tarmac road should be a dream-come-true as the infrastructure is vital to the development of the area. With tourism earmarked to grow once the road is completed, boarder trade at Rongai will also boom due to accessibility to Moshi town and other parts of the country.

Sasa katika yote ni wazi kuwa suala la ujenzi wa barabara ya Tarakea limetolewa na baraka na kuanzia serikali ya Mkapa, na ya Kikwete na limefanywa hadharani pasipo kificho likihusisha mjadala wa Bunge. Kama hayo yote ni kweli (ushahidi uliopo unasema ndiyo), basi Mramba siyo mwenye kosa na kitendo cha kusema amejipendelea hakina msingi. “Dhana ya kanda ambayo imejitokeza katika mijadala hapa bungeni, italeta matatizo ya kisiasa na hasa katika mikoa ambayo itatengewa fedha nyingi na mikoa ambayo itatengewa fedha kidogo,” alisema.

Alisema suala la barabara kutengewa fedha kikanda haliafiki kwa kuwa linaweza kuleta matatizo makubwa hapo baadaye na hasa katika suala la siasa na linaweza kuwagawa watu kisiasa.

Alisema iwapo fedha hizo zitatolewa kikanda, basi isitumiwe katika dhana ya kisiasa.

The project has expanded and upgraded the 37-km portion of Tarakea-Rongai to Kamwanga road to tarmac level. Its foundation stone was laid by President Benjamin Mkapa in 1995. The road project is being executed by China Sichuan International Cooperation Co. Ltd (SIETCO), under supervision of a Norwegian consultancy firm - Norconsult.

Mr Mramba says that the 90-km dusty road network connecting Rombo border point of Tarakea with Moshi district is rendered impassable during the rainy season as rivers flood most of the lowly placed bridges. While the project is giving Rombo residents their first tarmac road since independence, the project is expected to leave some house owners disgruntled as they will be forced to relocate to other areas, though they are being compensated.

Most of the structures being demolished include luxurious houses worth billions of shillings. Doomed are a number of religious houses such as big churches and mosques, not to mention business premises in terms of shops, wood workshops, bars and restaurants that will have to be demolished as well.

The houses that are set to be demolished in the ongoing road construction in Moshi rural district are located in the fast growing township of Marangu-Mtoni area, which is the main junction towards Tarakea and to the headquarters for Kilimanjaro National Parks (KINAPA), Marangu gate and Mwika village.

The most affected areas in Rombo District include Mashati, Mamsera, Mengwe, Useri and the district headquarters’ area of Mkuu. In early 2005, the then Minister of Works, Mr John Magufuli, assured Rombo residents that for them, the construction of a tarmac road should be a dream-come-true as the infrastructure is vital to the development of the area. With tourism earmarked to grow once the road is completed, boarder trade at Rongai will also boom due to accessibility to Moshi town and other parts of the country.

Kama hayo yote ni kweli (ushahidi uliopo unasema ndiyo), basi Mramba siyo mwenye kosa na kitendo cha kusema amejipendelea hakina msingi. Mbunge huyo alitaka Mramba aeleze kifungu kinachoonyesha fedha zilizotengwa, lakini Mramba aliposimama, alishindwa kuthibitisha maneno yake.

Selelii alisema wabunge wanapodai maendeleo katika maeneo yao hawamaanishi kuwa wanaleta mambo ya ukanda.

Alisema ni serikali inayoleta mambo ya ukanda kwa kuwa fedha zinatengwa kuendeleza sehemu kadhaa, na kuacha sehemu nyingine ambazo hazina usafiri wa barabara, treni au ndege.

Hivi akina Zitto na Dr.Slaa walikuwa wapi haya yakifanyika hasa Zitto ambaye anatokea huko huko kusiko na barabara?

Kama utachunguza hata sababu ya ujenzi wa hiyo barabara inakosekana na badala yake wanaweka sababu kuu ikiwa kuunganisha na Kenya. Inabidi kila wakati isisitizwe maana ki-ukweli ni kuwa hapakuwa na sababu yoyote zaidi ya upendeleo wa wazi.

Upon completion, the road is set to contribute to the development of the district and boost border trade between Tanzania and neighbouring Kenya. Hizi ndio sababu za kumpelekea Mramba a super highway. Hivi hiyo population inazidi zile za mikoa ya Shinyanga na Kigoma?? Mpaka upi unahitaji barabara kwa haraka, ile ya kupeleka containers Congo, Burundi, Rwanda n.k., au kile kituo cha kuingizia sabuni na dawa za miswaki kimagendo kutokea Kenya??

Hivi ni kweli haya MMJJ huyaoni au umefall kiasi cha kuona chongo = kengeza?? Wake up, kumtetea Mramba haina maana kuitetea CHADEMA, hapa unatetea kitu kingine kabisaa.

c. Je ujenzi huo ulikoma baada ya Mramba kuondoka?
d. Je serikali kuu ilikuwa inafahamu mpango wa kujenga barabara hiyo ya Tarakea?
e. Je Mramba kwa kutekeleza mradi ulioamuliwa katika Ilani ya CCM anakuwa anajipendelea?
f. Je fedha zilizotengwa zilichukuliwa toka mradi mwingine, kazi nyingine au ndizo zilizopangwa katika bajeti na kupitishwa na Bunge?

Ninachojaribu kukuonesha ni kuwa watu wenye kubeba jukumu la maamuzi ya ujenzi wa barabara ya Tarakea ni CCM na wabunge wake ambaye Mramba ni mmojawapo. The bucks stops with CCM na naona unaona kazi sana kunyosha kidole hicho kwacho japo nimejaribu kukuelekeza toka kwa mbali. Ndugu yangu ni CCM waliiweka kwenye Ilani, ni CCM waliipigia kura, ni CCM wameisimamia na ni CCM yenye wajibu huo wote. Kumpa uzito huo mtu mmoja ni kukwepa ukweli. Kama CCM isingetaka lisengekuwepo. Period. Lakini mwenzangu naona hutaki kuiangalia CCM wala kuinyoshea kidole kwenye hili. I won't speculate why.
