Waziri wa Uchukuzi Mhe. Prof. Makame Mbarawa ameridhishwa na kasi ya ujenzi wa reli ya kiwango cha kimataifa - SGR kipande cha tano (LOT 5) Mwanza – Isaka alipofanya ziara kukagu mradi wa SGR kuanzia Mwanza hadi Isaka mkoani Shinyanga, Novemba 24, 2024.

Mradi wa SGR Mwanza – Isaka una urefu wa kilomita 341, kilomita 249 za njia kuu na kilomita 92 za njia za kupishana na unajengwa kwa Dola za kimarekani takribani bilioni 1.321 ambazo ni sawa na trilioni 3.45 chini ya mkandarasi kampuni ya CCECC na CRCC kutoka nchini China.

“Nimetembelea mradi na nimeridhika sana kwasababu mandarasi huyu amejipanga, ukienda kwenye miradi mingi utakuta wakandarasi wamelala kipindi hiki cha mvua lakini mkandarasi huyu anafanya kazi na ndivyo wakandarasi wanatakiwa kufanya kazi, unapanga kazi kulingana na misimu, kipindi cha jua kali unajenga tuta, kipindi cha mvua unafanya kazi kama hizi za kuweka mataruma, reli na nguzo za umeme” alisema Prof. Mbarawa

Prof. Mbarawa amesema kuwa Mhe. Rais anafanya jitihada kuhakikisha miradi ya kimkakati inakwenda kwa kasi na Serikali itahakikisha inafanya kila kinachowekana kulipa wakandarasi kwa wakati
Mhe. Christina Mdeme, Mkuu wa mkoa wa Shinyanga amesema kuwa mkoa wa Shinyanga ni wanufaika wakubwa wa mradi wa SGR ambao unapita katika wilaya za Shinyanga, Kahama na Kishapu hivyo wamejipanga kuandaa mazingira ya kuzitumia fursa za mradi pindi utakapokamilika. Pia Mhe. Mdeme ameahidi kuendelea kutoa ushirikiano katika kulinda mali na miundombinu ya reli ili kufikia adhma ya Mhe. Rais ya kuboresha huduma ya usafirishaji.

Kaimu Mkurugenzi Mkuu wa Shirika la Reli Bw. Focus Sahani amesema kuwa “Tupo kwaajili ya ugeni wa waziri wetu wa uchukuzi, kama mlivyoelezwa mradi umefikia asilimia 44.23 sisi kama TRC tumekuja kupata maelekezo lakini kama mlivyoona mradi unaendelea vizuri na kufikia mwaka 2024 tunatarajia kukamilisha mradi”

Mradi wa SGR kipande cha Mwanza – Isaka (LOT 5) unaendelea, kazi kubwa ya ujenzi wa tuta imekamilishwa kwa zaidi ya asilimia 80, ujenzi wa majengo ya stesheni na madaraja, uwekaji reli na mataruma unaendelea ambapo utandikaji wa reli umefikia kilomita 24. Kukamilika kwa mradi wa SGR Mwanza – Isaka kunatarajiwa kuleta fursa za kiuchumi kwa wananchi wa mikoa ya kanda ya Ziwa pamoja na kuifungua nchi kupitia biashra na nchi jirani za Uganda, Kenya, Burundi na Rwanda kupitia usafiri na usafirishaji wa njia .

Uganda’s Minister for works and Transport, Gen. Katumba Wamala, says despite the African continent being endowed with immense resources, majority of its citizens are lingering in a vicious cycle of poverty due to over-dependence on imports, and exporting unfinished products. Gen. Katumba made the observation at the central corridor interstate council of Ministers meeting in Dar es salaam, Tanzania, where Malawi was admitted as a new sub-regional transport and trading bloc member.

The Inter-ministers council of Central Corridor Meeting in Tanzania is geared to boost transportation within the region.

Through Central Corridor Transit Transport Facilitation Agency or “CCTFA” countries are working together towards achieving smooth movements of goods, trade within and beyond the region borders.

Naye mkandarasi wa Rubies anayejenga miundo mbinu ya uzio ktk reli ya SGR na MGR wenye kilometa nane eneo la Ngerengere ili wanyama waweze kuvuka katika maeneo maalum ni uhujumu kwa matunda yanayotegemewa kupatikana .

Mradi wa reli nzima ya SGR utakuwa na urefu wa 2,100 kilometa na mpaka sasa umegharimu fedha kiasi cha trilioni 23 za shilingi za kitanzania.

Fencing-
Fence
The SGR line from Makutopora to Isaka will be fenced similar to Dar es Salaam -
Makutopora and Mwanza to Isaka line. Razor wire of fencing 2.1 m in height shall be
constructed on all side along the right of way. The design drawings for the fence is provided
in Figure 2-22. To allow access to communities and livestock underpass and overpass have
been designed to provide safe access across the SGR line.

A fence will be erected on either side of the SGR line to keep people and animals
from crossing. It is also feasible that the fence will be required to cover the MGR in sections
where the two lines intersect. Furthermore, the entire "Engineer's Compound" must be
landscaped and fenced with 2.0 m high chain link fencing (or equivalent), with the requisite
gates complete with padlock and chain as ordered by the Engineer. The contractor is
responsible for the security of the compound and must supply gatemen, watchmen, and
other security personnel as needed during the contract time.
Bridge Works – All bridges, overpasses, underpasses, viaducts, and livestock and
pedestrian crossing underpasses will be built during implementation of this project.
Electrification- TANESCO will oversee supplying the electricity that will power the trains.
Electricity will be supplied adjacent to the line via towers attached to stations, which will
thereafter be connected to line towers.
Commissioning – following completion of the above-mentioned activities the proposed SGR
will be commissioned.

Project Components
The proposed Uvinza –Kigadye SGR will have the following components of the railway development project
( i) land acquisition for the railway corridor (way leave, access
roads), embankment (track, bridges, underpass/overpasses, ATS & catenary, signalling and communication network,
(ii) dump sites, borrow pits, rock quarry sites, iii) station, marshalling yard, and maintenance depots. Associated facilities such as power
transmission line will be subjected to a separate ESIA under the power utility company TANESCO. The new Uvinza-Kigadye (Kasulu District) railway line will be based on the American Railway Engineering and Maintenance of Way Association (AREMA) latest
standards (which promote inter-operability) – that is the Standard Gauge, allowing for increased design speed of 160 km/h for passenger trains and of 120 km/h for freight
trains.


The information on the socio-economic characteristics of the districts and villages/communities through which the project passes is presented in Chapter 4 of the
main report. In this ESIA, the AoI is defined through a spatial characterization of the local area from 0 km at the central line to 5 km or beyond, depending on activities
happening in each area. Thus, the AoI may include subregion areas depending on the Project activities and their implications on environmental and social parameters. Areas where construction materials will be extracted from even if they are beyond 5 km from the central line, formed part of the project AoI because of the potential risks and impacts that might occur as a result of getting and transporting such construction materials.
• Route Description
The nature of the environment within which the railway corridor traverses is very variable ranging from areas with high rainfall to arid and semi-arid areas. Unlike other SGR lots (1-6) currently under construction in Tanzania where their alignment runs
almost parallel to the existing Meter Gauge Railway (MGR), the Uvinza -Kigadye SGR will be built on completely new areas, thus touching sensitive receptors such as
community lands, forest reserves, wetlands, water sources and social services public institutions and economic infrastructure such as roads both in rural and urban areas,
and leading to further opening of the vast lands in the western side of Tanzania.
The route in which the SGR Project traverses range from areas with high rainfall to arid and semi-arid areas. The topography of the project railway alignment is characterized
by undulating to nearly flatland, rolling, to rolling terrains which are dissected by both perennial and seasonal rivers. In Uvinza, the railway line will traverse through areas
which are relatively flat up and ascends gently bypassing Msebei Hill to Kasulu, and then from Kasulu, the railway project is expected to meander and ascend gradually
through a series of hilly areas up to the Heru Ushingo area. The project then traverses through the lowland area of the Malagarasi River and floodplain before running through
extensive lowlands of sugar cane plantations. The major drainage system includes Malagarasi, Ruchugi, Mgera and Muyowosi Rivers.
However, there are several smaller but significant drainage systems, which cross the railway line and therefore require bridges. These variations produce different types of
vegetation such as natural miombo woodland in Uvinza, Basanza, Nyansha and extensive farmlands in Nyansha-Kasulu-Mtabila, From Mtabila to Shunga and Buhigwe
(Kitundu), shrubs to wooded grassland to open grassland and woodlots of Eucalyptus ssp and Pynus patula characterize the SGR corridor.
In Kasulu District Council, the proposed SGR for Uvinza - Kigadye route traverses a sensitive area close to Nyakitonto village in Nyakitonto ward, following the government
decision to extend the boundaries of the previous refugee camp that has since been converted to a sensitive installation. The government has already carried out valuation
of the affected properties and people in that area and compensation will be paid from the 2022/23 national budget so as to allow activities in this area to proceed. In view of
this, and given the sensitivity of this area, it will be important to reconsider -realignment of the route going more than 400m south-west from the current extended boundary so
