Prof (Dr.Juris) Handley Mpoki Mafwenga is a Macro-Fiscal Policy Psychologist who has enthusiastically been involved in International negotiations pertaining to Investment and Fiscal policy. His Taxation, Evaluation of Illicit Financial Flows, Financial Risks Management, Anti-money laundering, Anti-Terrorism Measures, Investigation of Tax Crimes, and PPP projects Mgt, are considered his Magnum Opus.

He is a father of Revenue Forecasting Modeling, Financial programming, and Fiscal Psychology empiricism. He is a Supernumerary Fellow who served as a Professor at the Tumaini University Makumira (TUDARCO), Iringa University, Teofilo Kisanji University(TEKU) and IFM. Being a renowned Budget advocacy expert under the auspices of Treasury, he has been a Member of SADC Sub-Committee on Tax matters, SADC Trade Negotiating Forum (TNF) on trade services under UNCTAD, and Curriculum Validation Committee of the NACTE.

He is a versatile resource person of the NBAA, Natural Resources Governance Institute (NRGI) and Commonwealth Secretariat (COMSEC). He has been given awards (23 by the NBAA, 2 by the NRGI, 2 by the JET, 1 by the COMSEC, 1 by UN-ESCAP, and 2 by the TUDARCO. He is a Certified Tax Practitioner with wealthy of experience in Tax Laws, International Legal Practice, Investment Laws, and Mining, Oil and Gas. He has vigorously been an artery in the formulation of the Income Tax Act, EMA Act, Mineral Policy, 2009; Mining Act, VAT Act; Income Tax (Transfer Pricing) Regulations, Tax Administration Act, The Oil and Gas Revenues Management Act, SADC Protocol on the Exchange of Information in Mineral sector, SADC-MoU on the Exchange of Information on Tax Matters, and Treaties.

Handley, has made 60 vetted publications, 4 Books including “Mineral Tax Clinic-A reflection of Old and New Fiscal Regime for Effective Tax Auditing in Tanzania ISBN: 978 9976 60 552 6:” Co-authored a Book edited by Professor Sijbren Cnossen “The Excise Tax Policy “Administration in the Southern African Countries ISBN 1-86888-366-3”.

He is an Associate Editor of the EAJR of Iringa University, a regular contributor and peer reviewer of the NBAA Journals and the Teofilo Kisanji University Journal.
