3.Serikali inaweza kutoa nafuu ya kodi kwa familia zenye watoto wawili tu.
4.Serikali inaweza kutoa huduma bure za uzazi kwa familia zenye watoto wawili tu na wengine baada hapo wakaweka gharama kubwa.
