Tabia ya Sekretarieti ya Ajira kupanga usaili Jumamosi ni kama ubaguzi kwa Wasabato

Siku za kazi pia ni shida maana wanaofanya interview na wanaoendesha interview wengine ni wasjiriwa Wana majukumu mengine. Binafsi wasabato hata wakipata kazi ,jumamosi kwao ni shida
Issue ndugu zangu ni moja hapa, hata kama kweli kuna ulazima wa kuweka ratiba ya usaili Jumamosi, kweli ndio iwe kila Interview ya Mchujo ifanyike Jumamosi? mara nyingi saaaana tarehe ya Usaili wa Mchujo always ni Jumamosi, kwanini hatuoni siku zingine zikijirudia? kwanini wakati wote ni Jumamosi? Kwani hiyo pekee ndio siku ya mapumziko ya mwisho wa Juma?

Mimi nina ushauri kwa Sekretarieti ya Ajira na Waajiri wengine nashauri mambo mawili kama itawapendeza ili kuweza kuwa neutral :

a) Kupanga tarehe mbili za siku za Interview ya mchujo ili waombaji wapewe uhuru wa kuchagua siku mojawapo ambayo ataweza kuhudhuria , changamoto ni nyingi sana so kuweka option ya siku mbili ni njia bora kabisa.

b) Wakati mwingine kubadilisha/ altenate siku za usaili wa Mchujo kwa kuweka siku zingine za mapumziko ya mwisho wa juma badala kila wakati kuweka Jumamosi ili ongalao na wale wachache ambao wanashindwa kuhudhuria Jumamosi wapate nafasi ya kujaribu wakati usaili unapopangwa kwenye siku nyingine

Kuendelea kupanga usaili za mchujo kila mara siku ya Jumamosi inaweza kuleta hisia kwamba hatuwajali wale ambao wanaabudu ziku ya Jumamosi pengine kwakuwa ni minority ( wachache)

a) Kupanga tarehe mbili za siku za Interview ya mchujo ili waombaji wapewe uhuru wa kuchagua siku mojawapo ambayo ataweza kuhudhuria , changamoto ni nyingi sana so kuweka option ya siku mbili ni njia bora kabisa.

b) Wakati mwingine kubadilisha/ altenate siku za usaili wa Mchujo kwa kuweka siku zingine za mapumziko ya mwisho wa juma badala kila wakati kuweka Jumamosi ili ongalao na wale wachache ambao wanashindwa kuhudhuria Jumamosi wapate nafasi ya kujaribu wakati usaili unapopangwa kwenye siku nyingine

Kuendelea kupanga usaili za mchujo kila mara siku ya Jumamosi inaweza kuleta hisia kwamba hatuwajali wale ambao wanaabudu ziku ya Jumamosi pengine kwakuwa ni minority ( wachache)
Katika siku mbili hizo za mapumziko ni jumamosi na jumapili, hivyo makanisa yote except wasabato wabaabudu jumapili. Hivyo ni lazima wazingatie materiality concept. Mfano basi lenye abiria 60 haliwezi hatarisha maisha ya hao abiria kwa kumpisha mtu mmoja barabarani. Kingine ni vigumu kupanga tarehe mbili tofauti maana inasababisha uvujaji wa mtihani
 
Kumezuka tabia ya baadhi ya Waajiri ikiwemo Sekretarieti ya Ajira kupanga usaili siku za Jumamosi ( hususani Usaili wa Mchujo).

Kitendo hiki ni Kinatafsiriwa kama Ubaguzi (Discrimination) kwa waumini wa Kanisa la Waadvetista Wasabato ambao Jumamosi ni siku ya Ibada therefore, by doing so, their opportunity in employment is nullified and impaired. Naomba nieleze kidogo swala ya ubaguzi katika ajira katika tafsiri ya Kisheria kwa ufahamu wangu mdogo nilionao.

Article Na.1 of the Decrimination (Employment and Occupation) Conventions, 1958 which then rectified by Tanzania ni 2002, this practice can be termed as Employment/ occupational Discrimination so “Any distintion, exclusion on preference made on basis of race, sex, colour, religion, political opinion, national extraction or social origin, which has the effect of nullifying or impairing equality of opportunity or treatment in employment or occupation”. Meanwhile, discrimination employment and occupation is not allowed under Section 7 (4) of Employment and Labour Relation Act No.6 /2004 as follows

“No employer shall discriminate, direct or indirectly against an employee in any employment policy or practice or any of the following grounds; colour, nationality, tribe or place of origin, race, natural extraction, social origin, political opinion or region, sex ,gender, pregnancy, marital status or family responsibility, disability, HIV/AIDS, Age or station of Life”

According to Section 7(9) of of Employment and Labour Relation Act No.6 /2004

“An “employment policy or practice “ includes any policy or practice relating to recruitment procedures, advertising and selection criteria appointment and appointment process, job classification and grading, renumeration, employment benefits and terms and conditions of employment, job assignments, the working environment and facilities, training and development, performance evaluation systems, promotion, transfer, demotion, termination of employment and disciplinary measures”

Kwa msingi wa maelezo hayo ya Kisheria, kwa heshima kubwa, naomba Sekretarieti ya Ajira ifikirie upya na kusitisha mara moja tabia ya kupanga usali siku za mapumziko ya mwisho wa juma (Weekends) ikijumuisha Jumamosi ili kuwa na mchakato wa ajira usiokuwa na ubaguzi. Aidha, nawashauri wafanye utafiti kwa njia ya maoni wa sababu zinazofanya baadhi ya Waombaji wa kazi kutohuduria Interview wanaweza kupata sababu nzuri za kuboresha mchakato huo.

Nina imani ombi litaapokelewa ili kuwapa Haki sawa wale ambao Jumamosi ni siku yao rasmi ya Ibada.

Sekretariet ya ajira wanapaswa kuona namna ya kuboresha changamoto Kama hizi ili kuwapa watanzania wote nafasi ya kushiriki katika usaili.

Hamna hoja hapa Mkuu, hizo shule mtu anasoma kwa miaka 7, O level 4, A level 6 na chuo miaka 3 na kuendelea huwezi kufananisha na one day process yaani siku moja tuu, baada ya hapo akiajiriwa atakuwa na uhuru wake. Hata huko vyuoni kama modules hazijaisha kwa muda wakati mwingine mtaenda Jumamosi na hata Jumapili.

Hii haiwezi kuwa ni hoja Mkuu hebu fikiria wale ambao wanafanya kazi zinazowafanya wawe standby kwa saa 24 wana hali gani?
 
Hamna hoja hapa Mkuu, hizo shule mtu anasoma kwa miaka 7, O level 4, A level 6 na chuo miaka 3 na kuendelea huwezi kufananisha na one day process yaani siku moja tuu, baada ya hapo akiajiriwa atakuwa na uhuru wake. Hata huko vyuoni kama modules hazijaisha kwa muda wakati mwingine mtaenda Jumamosi na hata Jumapili.

Hii haiwezi kuwa ni hoja Mkuu hebu fikiria wale ambao wanafanya kazi zinazowafanya wawe standby kwa saa 24 wana hali gani?
Mkuu ajira za serikali ni Kama mchezo wa potea pata, Ingekuwa ni kitu Cha siku moja unavyodai hapo ungeeleweka, lakini kwa jinsi Hali ya ajira ilivyo, mtu unaweza kushiriki usaili zaidi ya kumi kwa mwaka mmoja na bado usitoboe kabisa, unajua maana yake?

Hizo modules unazosema hazifanani na hizi usaili (yaani mitihani) maana module mtu anaweza kumtafuta aliyehudhuria pindi akamsaidia yule ambaye hakuingia ktk kipindi.
Mkuu tafakari kwa kina hasa sababu iliyopelekea mitahani iliyokiwa ikifanyika siku za jumamosi vyuoni kufututwa kwa kigezo Cha uhuru wa kuabudu unaotamkwa katika katiba ya nchi.

NB: Modules na mitihani ni vitu viwili tofauti kabisa.

Thats why, hoja yangu ninayoijenga hapa ni kuwa ukimyima mtu Haki ya kufanya Usaili wa Mchujo ( Written ) ni kama umembagua kwenye mchakato wa ajira, ubaguzi wa aina yoyote umekatazwa kwenye Sheria. Hii ni hoja yenye msingi wa Kisheria na ambayo imejengwa kwenye dhana yaWatanzania kuheshimu na kujali mila na desturi zetu.Huwezi kujibu swala hili kwa maelezo mepesi kama hayo....

Interview za utumishi kwa mchujo mara nyingi hufanyika kwenye vyuo mbalimbali, wanaoitwa interview ni wengi hivyo miundombinu ya vyuo inaweza kuwatosha hawa wote.

Wanapanga jumamosi na jumapili sababu ili kupata ile nafasi wanachuo wanakua off.

Inatakiwa uwe tayari kufata ratiba mana hiyo nayo ni sehem ya interview, kama huezi kuhudhuria interview jumamosi ukipangiwa majukumu ya kazi jumamosi utaweza?

Wengine wanaenda interview siku ya jumapili na wengi hawa hawalalamiki, huoni kuwa hoja yako ya uchache wa wasabato inakua ni ubaguzi wa kidini?

Umeona siku ya jumamosi tu na siku ya jumapili wanaohusika hawa siyo watu? Au hawana dini wewe tu unajua dini?
