There is a difference between being exploitative and being corrupt. Corruption is within your country, exploitation might happen within or outside the country - if it's happening outside the country then it will make you poor. Countries like the UK might have stolen and still steal from Africa but within them, corruption is very low and that's what makes a country rich. There is no country that is uncorrupt and poor unless the country goes through a bad war or a natural disaster. Hii mambo ya kudhania Tanzania in not corrupt ni kutia kichwa mchangani. Heri sisi wakenya tunaelewa weakness yetu. Tanzanians live in ignorance.Actually, there is an argument on the characterization of what constitutes "least/most corrupt" countries.
Some of the countries listed on that index as "least corrupt" still receive and harbor the wealth stolen by and/from the "most corrupt countries". Why deem corruption at the start point and not an entire process including the final point- where the wealth or corrupt wealthy spend or store?
In short, there is a need to redefine the parameters of corruption.
