African Union rejects use of force on Libya

Addis Ababa – The African Union Peace and Security (PSC) on Friday, rejected any form of external military intervention on Libya by any country or group. At the same Addis Ababa the internationally recognised President of Cote D'Ivoire Alassane Ouattara has promised to restore law and order in the country as soon as he returns from Ethiopia

The rejection was contained in a communiqué issued in Addis Ababa at the end of its meeting to discuss the situation in Libya.
"The Council reaffirmed its respect for Libya's territory and therefore rejects any form of foreign military intervention as the situation requires urgent African action. "To facilitate the immediate humanitarian crisis and assistance to African migrant workers,'' the communique said.

The Council resolved to appoint a High Level Ad-hoc Committee of five Heads of State and Dr Jean Ping, the AU Commission chairman, to visit Libya and discuss with both parties and to, among other things, assess the situation on the ground. It directed the committee to conduct an all inclusive dialogue among Libyan parties to ensure appropriate reforms.

It also added that the committee should make all possible efforts to stop secession and further hostility and use of force by both parties.
According to the communique the council will ensure political reforms, justice, economic and social development through peaceful and democratic manner.

Mr Ramtane Lamamra, the AU Commissioner for Peace and Security, who read the communique said that the Council has also been mandated to interact with AU partners such as the IOC, the Arab League, the EU and the UN to coordinate efforts in settling the crisis.
"While urging all AU-member countries to provide humanitarian aid to African migrants workers wishing to leave the country, the committee would also investigate the alleged use of mercenaries by Libyan government during the crisis," he said.

6. The situation in Libya remains a cause for grave concern. We express our strong solidarity with the Libyan people and the victims. We firmly condemn the violent repression the Libyan regime applies against its citizens and the gross and systematic violation of human rights. We welcome UN Security Council Resolution 1970 and the referral of the situation in Libya to the International Criminal Court. The use of force, especially with military means, against civilians is unacceptable and must stop immediately. The safety of the people must be ensured by all necessary means. The European Council expresses its deep concern about attacks against civilians, including from the air. In order to protect the civilian population, Member States will examine all necessary options, provided that there is a demonstrable need, a clear legal basis and support from the region. Those responsible will be held accountable and face grave consequences. We will work with the United Nations, the Arab League, the African Union and our international partners to respond to the crisis. We call for the rapid holding of a summit between the Arab League, the African Union and the European Union.

7. Colonel Khadafi must relinquish power immediately. His regime has lost all legitimacy and is no longer an interlocutor for the EU. The European Union has adopted restrictive measures against the country's leadership and against entities holding sizeable assets controlled by the regime and stands ready to adopt further sanctions.


NB: Ingawa siwaamini EU as such lakini angalau wanaonyesha uwezo wao wa kumkemea Gaddafi. Binafsi ningependela maneno haya yatamkwe na African Union!

African Union names panel to help end Libya crisis

ADDIS ABABA (Reuters) - The leaders of South Africa, Uganda, Mauritania, Congo and Mali will form a panel that will travel to Libya shortly to help end the violence there, the African Union announced late on Friday. "The ad hoc committee was set up ... to engage with all parties in Libya, facilitate in an inclusive dialogue among them, and engage AU partners ... for the speedy resolution of the crisis in Libya," the bloc said.

At a meeting of heads of state on Thursday, the head of the AU's Peace and Security Council, Ramtane Lamamra, said events in the north African country needed "urgent African action" to bring about an end to the hostilities.

The AU has rejected foreign military intervention in Libya, where forces loyal to leader Muammar Gaddafi are battling with rebels seeking to end his 42-year-old rule. - Reuters

I am happy that you agree with the descission of the AU. Let the AU deal with this problem of Libya. I am confidant with the panel formed and I am positive that through their wise counseling and seeing the truth in Libya they will decide wisely to bring back peace. Through lies fabricated by foreign press and the descission of NATO and its allies no peace will be achieved. They have hidden agendas to remove Gadhafi for the safety of their dear freind in the name of DEMOCRACY. Only Gadhafi can steer the world towards true peoples power. Even Palistine will become an independant state without being opressed by ZIONISTS. The west fear Gadhafi that is why they have incited the people of Libya to revolt. I am sure that the people of Libya love their Leader Muamar Gadhafi.

African leaders will not say anything to Gaddafi,even AU meeting sponsored by Gaddafi,who will open his mouth on Gadaffi's actions.

CAIRO, March 12 (Reuters) - The Arab League on Saturday called on the U.N. Security Council to impose a no-fly zone on Libya, Egyptian state television reported, a decision that would give a regional seal of approval that NATO has said is needed for any military action.

The state television also said the Arab League had decided to open channels of communication with a Libyan rebel council based in Benghazi. The League said the council represented the Libyan people, the channel reported.

League officials say the body has already been in touch with the rebels about the situation on the ground in Libya.
