Chaos erupt after voter is shot dead

By Alex Kiprotich

Eldama Ravine, Kenya: Chaos erupted at Seguton polling station in Mumberes, Baringo County after a voter was shot dead in unclear circumstance by a police officer.

The voter was shot dead by the officer after he attempted to block the voting process alleging that the ballot papers delivered to the polling station were few for the URP nominations.

"The agent was complaining that the ballot papers were few and attempted to block voting from taking place but the police officer shot him at pointblank and died instantly," said Lembus ward URP coordinator Wilson Maritim.

Maritim, who was the URP agent, said the deceased was among hundreds of voters protesting why only 90 ballot papers were delivered yet there were 579 registered voters in the polling station.

He said as voters who had waited for hours for the ballot papers to be delivered protested loudly, four Administration Police officers from the nearby Seguton AP camp stormed the compound of the polling station and chased them out.

"The deceased picked a stick and this is when one of the officers shot him on the chest and died on the spot," he said.

Following the incident, hundreds of residents held demonstration blocking the road leading to Eldama Ravine as they blocked police officers from removing the body from the scene. The residents demanded to be addressed by the area DC Samson Irungu.
Four polling stations- Tariko, Kambara, Chemesuon and Seguton have been closed.

Koibatek OCPD Karisa Mwaringa who visited the scene said investigations will be launched to ascertain the circumstances of the killing.

Aspirants shun primaries in North Eastern

By Boniface Ongeri

NORTH EASTERRN; KENYA: No political party carried out nominations in North Eastern Province.

This is after aspirants for various elective seats secured direct tickets long before the set date to avoid acrimony associated with party polls. In a region where clan politics still determines one's rise to any political office, parties are only used as vehicles to achieving that goal.

As a result, rivals for gubernatorial, senator, parliamentary, Women and County Representatives avoided the party primaries headache by picking different parties. The last time nominations took place was in 2002 where former Dujis legislator Hussein Maalim and former Fafi MP Ibrahim Mohammed Salat came up against each other for the Kanu slot.

It also ended in disarray after chaos erupted and police had to disperse the crowd with teargas. Since then, primaries in the region are regarded as a waste of time and a formality to stamp on irregularities. Most aspirants say it is a waste of finances as party leaders normally have their favoured candidates.

Close association

In Garissa County, Ali Korane, Mohammed Shurie, Harun Yussuf and Nadhif Adam will vie for the governor's post on The National Alliance (TNA), United Democratic Front, Orange Democratic Movement (ODM) and Wiper party tickets. Former Dujis MP Aden Duale was given a United Republican Party (URP) nomination slot for the seat as a result of his close association with Jubilee Alliance running mate William Ruto.

He will come up against Nassir Jofle, who was given a direct ODM nomination on the eve of the exercise to the chagrin of Omar Sheikh Ali. Ali claimed that Jofle was given direct nomination at the request of Deputy Speaker Farah Maalim, who is Jofle's cousin. Ali said he would demand Sh150,000 he had paid to be considered for the nominations.

Fighting it out

In Wajir, former Cabinet minister Mohamed Abdi Muhamud (Jubilee alliance), businessman Mohamed Mursal of the Kenya National Congress (KNC), agriculturalist Abdirahman Maalim Abass (Safina), accountant Ahmed Abdullahi Mohammad (CORD) and varsity don Mahamed Omar Maalim Bardad (Wiper party) are fighting it out for the governor's seat.

Former Wajir West legislator Adan Keynan and his Wajir East counterpart Mohammed Elmi will contest Eldas and Tarbaj constituencies on an ODM ticket.

In Summary

  • Returning officer vanishes, leaving loser to declare himself winner
  • Bett says returning officer wrong to name Oginga winner of Siaya race

The ODM elections board last night cancelled the results for the Siaya governor's race and summoned assistant minister Oburu Oginga and his rival William Oduol to Nairobi.

Board chairman Franklin Bett said they were not satisfied with the way the results were announced, noting that the returning officer, Ms Monica Amolo, did not follow the party's procedure in declaring Dr Oginga the winner.

"None of the two has clinched the ticket. The returning officer has not followed the laid down procedure to satisfy me and the elections board.

'‘I have asked the two contestants to appear before the board with documents to back their claims tomorrow (Saturday) so that we can determine who between the two won," he said.

Earlier, Mr Oduol had declared himself the winner after Ms Amollo disappeared. She had invited journalists to Bondo for a Press conference but later changed her mind, saying she would meet them in Siaya.

Four hours later, she had not made an appearance.

Although earlier indications were that Mr Oduol was leading Dr Oginga, who is Prime Minister Raila Odinga's elder brother, the tables were turned when Ms Amollo finally showed up in Bondo and declared the Finance assistant minister the winner.

"I came to make the announcement here because of the security situation in Siaya," she said. By then, Mr Oduol was touring the constituency convinced that he was the winner.

Ms Amollo said Dr Oginga won by 62,232 votes against Mr Oduol's 35,198.

She omitted the results for Alego Usonga and Gem which were being disputed.

Mr Oduol's camp issued its own figures showing that he had won by 99,993 votes against Dr Oginga's 51,478.

It's a bloodbath as voters reject former MPs in chaotic second day of primaries

At least 10 outgoing MPs were rejected by voters who opted for fresh faces as political parties started releasing results of the nominations.

For the second day, chaos, delays and confusion reigned as The National Alliance and United Republican Party conducted their nominations, which they had postponed due to logistical problems.
As the results trickled in, the outgoing MPs who lost in the nominations were assistant minister Calist Mwatela (Mwatate), Jakoyo Midiwo (Gem), David Were (Matungu), Isaac Muoki (Kitui South), Evans Akula (Khwisero), Victor Munyaka (Machakos Town), Erastus Mureithi (Ol Kalou), Daniel Mwoki (Mwala), David Koech (Mosop) and Itwiku Mbai (Masinga).

Other notable losers were former minister Mutua Katuku (Machakos, governor), former envoy to South Africa Tabitha Seii (Elgeyo-Marakwet, senate), former President Kibaki's bodyguard Col (Rtd) Geoffrey Muturi (Mbeere South), and former Central Bank of Kenya deputy governor Jacinta Mwatela (Taita Taveta, governor).

Political careers of several other outgoing MPs were hanging by their finger nails by the time we went to press as results from various nomination centres were being announced.

In Taita Taveta, double political tragedy struck Mr Mwatela, the Education assistant minister, when he lost ODM's Mwatate parliamentary seat ticket to Mr Andrew Mwadime and his wife, Jacinta Mwatela, lost the race for governor's seat. Mr Mwadime garnered 3,480 votes against Mr Mwatela's 1,408, with another contestant, Mr Anthony Mlambwa, getting 3,217 votes.

Mrs Mwatela, lost the ODM ticket for governor's seat to former Kenya Petroleum Refineries Limited general manager John Mruttu. Mr Mruttu garnered 19,080 votes against Mrs Mwatela's 16,503.

Finance assistant minister Oburu Oginga was the centre of controversy in Siaya County when he was declared winner of ODM's senate ticket by returning officer Monica Amollo.

Ms Amollo announced that Dr Oginga garnered 62,232 votes against businessman William Oduol's 35,198. Mr Oduol had earlier declared himself the winner with 99,992 votes against Dr Oginga's 51,478.

Mr Oduol said he was not surprised that ODM declared Dr Oginga the winner, stating that he was prepared for it.

Confusion reigned

"I will make a major announcement tomorrow or the day after on my next move. I saw this coming and I was prepared for it."

Confusion reigned as Ms Amollo disappeared from the tallying hall. She had initially invited journalists to meet her in Bondo for a press conference but later changed her mind and shifted the meeting to Siaya. Four hours later, she was yet to be traced.

TNA closes tallying centre

In a sudden turn of events, TNA closed its media tallying centre after announcing results from only ten counties.

The National Election Board chairman Steve Omenge said they opted to transmit the results digitally and release them on a website and not announce them from the centre.

Initially, the party had planned to announce results from the centre set up at the Silver Springs Hotel in Nairobi as they came in but they will now be posted on www.tnahq.co.ke/nominations.

Mr Omenge explained that these were preliminary results and that they were expecting more information later in the night.

Results from hotly contested areas are yet to be received.

Among the results released at the centre were those from Kitui, Bungoma, Embu, Kajiado, Lamu, Machakos, Meru, Tharaka Nithi, Trans Nzoia and Taita Taveta counties.

Wambui, Mugambi fight for TNA ticket in Othaya

TNA aspirant Gichuki Mugambi protests against nomination process in Othaya.

NYERI; KENYA: The National Alliance (TNA) primaries turned chaotic in Nyeri with claims of irregularities, vote buying and bias among election officials.

In Othaya, the clamour for the parliamentary ticket between Othaya Development Association (ODA) chairman Gichuki Mugambi and businesswoman Mary Wambui was characterised by claims of vote buying and manipulation.

Voting kicked off after 11am following late arrival of materials from the ACK Cathedral Hall in Nyeri town.

Wambui voted at around 1pm at Mugaa-ini Nursery School while Mugambi voted at Gichichie Primary School an hour earlier after an ugly exchange with poll officials. Nyeri County TNA chairman Peter Kanyora and local OCPD Adiel Njagi had to cool down tempers.

Mugambi and his supporters disrupted voting shortly after he was issued with ballots papers for different elective posts.

Rigging claims

He claimed election officials had asked him to cut into two, his ballot papers so that the blank part could be used as an extra ballot if the station ran out of the materials.

The station's presiding officer Paul Mwangi Njogu said it was standard procedure because they were wary of running out of ballot papers for over 1,400 voters registered in the station.

"This is a ploy to rig the election and we are aware most poll officials are on the payroll of our rivals. We know people have been claiming they have penetrated the party establishment and want to use underhand deals to clinch this nomination," claimed Mugambi.

His campaigns ahead of the primaries have been supported by the presence of President Kibaki's oldest son Jimmy Kibaki.

"I will only agree to lose fairly and not in a situation where there are underhand dealings and manipulation of the voting system," Mugambi said.

But Ms Wambui avoided controversy after voting, saying she neither had the will nor the money to buy "all votes in Othaya."

Mwatela, Zonga floored in ODM primaries amid rigging claims

By Tobias Chanji and Renson Mnyamwezi

KWALE; KENYA: ODM concluded its primaries in Kwale County and most of Coast Province with the fall of outgoing Msambweni MP Omar Zonga and Assistant minister Calist Mwatela. Zonga failed to clinch the party ticket for the new Lunga Lunga constituency hived from Msambweni.

Outgoing Mwatate MP Calist Mwatela lost the ODM vote to Andrew Mwadime amid claims of massive rigging and voter bribery. Mwadime garnered 3,480 votes while his closet rival Antony Mungambwa emerged second with 3,217 votes. Mwatela come third with 1,408 votes.

In Kilifi, Fisheries Minister Amason Kingi was declared winner for the ODM gubernatorial ticket, while Stewart Madzayo took ODM's senate ticket after beating former minister Noah Katana Ngala.

Kingi defeated sole opponent John Lenga for the ODM ticket, but it was not known by what margin.

Zonga, who was a parliamentary aspirant in Lunga Lunga constituency lost to Hassan Hamisi Renge.

Free and fair

"The elections have been free and fair and I am satisfied with the outcome," said Renge. Zonga got 873 votes against Renge's 2,525.

In the senatorial race, former Matuga MP and one time Kanu Chief Whip Boy Juma Boy had an easy ride over newcomer Nicholas Zani. Boy Juma, who will be directing his guns at Environment Minister Chirau Ali Mwakwere who got a URP ticket unopposed for the same seat, got 15,066 while Zani got 4,526.

Boy said he had won a free poll, adding he was ready to face Mwakwere in the March 4 elections. Zani had complained that nominations for the ODM Senate race were rigged in Kinango, where he got 800 against 1,800 for Boy. In the Kwale, ODM gubernatorial aspirant Salim Mvurya had a landslide victory against his rival Michael Chidzao Nyanje.

Mvurya got 17,371 votes while Nyanje got 2,993. Mvurya said though the logistics had proved challenging, he has a formidable team for the March 4 elections.

Mvurya will now face UDF's Simeon Mkalla and former PS Mohammed Wa Mwachai of KNC. Mrs Zainab Chidzuga will be representing the ODM party for the Women Representative seat after she beat Fatuma Masito.

In Msambweni constituency where Hamisi Mwandaro of ODM, collapsed on Thursday after his name was omitted from the ballot, Suleiman Dori won the Orange ticket with 3,673 against Abdallah Mambo's 2,043 votes.
