Losers in The National Alliance (TNA) primaries in Kiambu County have been urged to support winners to ensure party unity.

Former MPs Lewis Nguyai and Peter Mwathi are among those who lost in TNA nominations Friday.

"I urge the nomination losers to support the winners, which will make the party stronger," said TNA vice chairman in Kiambu County Josiah Kuriah Saturday.

"In a competition, there are expected to be winners and losers."

He was speaking in Limuru town where Eng John Chege Kiragu clinched the Limuru parliamentary TNA ticket.

Mr Kiragu won the ticket with 9,581 votes against Mr Mwathi's 4,540 votes and Kamau Mugo (2,535).

In Kabete constituency, former MP Nguyai got 6,802 votes losing to deputy secretary general Cotu George Muchai who got 7,642 votes.

There were celebrations in the tallying centres when the winners were declared, while supporters of the losers expressed dissatisfaction of the results saying the nominations started late, some people were closed out of the polls and stations ran short of ballot papers.

Universal suffrage was used during the TNA nominations where voters' names were checked against the Interim Independent and Electoral Boundaries Commission (IEBC) register.

Mr Kuriah said this meant that only the identity card was needed and not the party registration slip giving room for all Kenyans registered with the IEBC to participate.

Mutula bags Makueni Senate Wiper ticket

MUTULA-KILONZO.jpg

Education minister Mutula Kilonzo has trounced Agriculture assistant minister Gideon Ndambuki in the race for the Wiper Makueni senatorial ticket.

Mr Mutula won in all the six constituencies in the county, including Kaiti, formerly represented by Mr Ndambuki.

The official results announced in Wote on Saturday show that Mr Kilonzo got 79,270 votes, while Mr Ndambuki got 61,425.

Rose Museo got 47,319 to clinch the women representative ticket against Jane Kitundu (40,703) and Esther Musumbi (35,636).

The party's commissioner of elections Juma Wario certified the results and approved the process as fair and transparent.

The party primaries for the Wiper Democratic Movement in Makueni County was marred by delayed delivery of ballot papers to the polling stations. Mr Kilonzo and Mr Ndambuki had all expressed worry that the confusion caused by the delay in voting, was part of a plot to rig them out.

Mr Kilonzo suspected Mr Ndambuki and top bosses of the party including Vice President Kalonzo Musyoka. On the other hand, Mr Ndambuki was not sure of who to accuse apart from the printer and the people who were charged with distributing the ballot papers to the counties.

Mr Ndambuki lost Kaiti constituency with 8,572 votes, against Mr Mutula's 13,506. In Mutula's Mbooni bastion, Mr Ndambuki managed 11,674 votes, against Mr Kilonzo's 15,059.

In Kilome, Mr Kilonzo had 9,402 votes, while Mr Ndambuki had 7,538 votes. In Kibwezi West, Mr Kilonzo got 12,904, while Mr Ndambuki got 9,935. In Kibwezi East, Mr Kilonzo got 11,122 votes, while Mr Ndambuki got 7,281.

Makueni constituency was the battleground for the two politicians who served in the Tenth Parliament.

Former sports secretary Daniel Maanzo won the Wiper ticket for Makueni constituency parliamentary seat. In Kibwezi West, Mr Mwengi Mutuse, a former aide of the government spokesperson Alfred Mutua got the Wiper parliamentary ticket. In Kaiti, Mr Richard Makenga won the Wiper parliamentary ticket.

Humbled

When the Nation caught up with Mr Kilonzo in Mbooni, he said, he was humbled with the huge number of votes that he got.

"I am amazed!" said Mr Kilonzo.

The minister said that even though the Wiper nominations were a "contamination of democracy" the voters had decided to back him.

"It was a big challenge and I am humbled by the way the public reacted, because, they would have been easily confused with the statement by the party leader that Mutula should go and vie for senator in Nairobi. The few gifts that God has given me, I want to use them here," said Mr Kilonzo.

He added: "When I become senator, my work is to go back and revisit Chapter Six of the Constitution and bring back the standards of governance that have been shelved, and to ensure that political parties are managed properly. You need to tighten the belt on the political parties," said Mr Kilonzo.

After trying to trace Mr Ndambuki for two days, the Nation caught up with him at midnight on Friday at the tallying centre in Wote, and did not like the results as they were trickling in. Mr Ndambuki, who is also the secretary general of Wiper, said the conduct of the nominations showed that Wiper was "not fully prepared" for the exercise.

He said the delays had cost him the election.

"When you look at these things, you start asking yourself, and I am doing a lot of soul-searching, are all these hitches genuine? There were no free and fair nominations in Makueni County," said Mr Ndambuki.

Even though he was trailing Mr Kilonzo by a margin of 15,000 votes, Mr Ndambuki remained hopeful that he will close the gap, with just two constituencies to go.

"If I lose there are so many options. I could say I quit, I go to another party or something," said Mr Ndambuki.

He rejected reports that he had already bagged a nomination certificate from other parties.

"I have never talked with any other party, but if I am a defeated in such a fraudulent system, I mean, what are you left with," said Mr Ndambuki.

Meanwhile, five people were arrested in Makueni, filling up ballot papers in favour of Mr Ndambuki and outgoing Makueni MP Peter Kiilu. They were locked up at the police station and the fake polling station that they'd set up closed, the ballot materials too were confiscated

In Summary

  • A number of senior politicians and business magnates have failed to make the ticket of preferred parties to run for elective positions
  • Elections law leaves those who miss the boat when the final announcements are made with no room for manoeuvre.

Finance minister Njeru Githae and his assistant Oburu Oginga were last night the biggest losers of the shambolic primaries whose final outcome remained unknown as parties rushed to clean up their act. The losses were underlined by the Friday midnight deadline set by the Independent Electoral and Boundaries Commission for parties to nominate their candidates, which means that those who would miss the boat when the final announcements are made will have no room for manoeuvre.

According to the law, parties were supposed to have completed their nominations by Friday, meaning that the aspirants who decamped must have certificates dated January 18.

According to the IEBC requirements, parties are expected to submit their final lists by tomorrow and any complaints should be filed by Tuesday after all intra-party mechanisms to resolve disputes have been exhausted.

The ODM national elections board chairman Franklin Bett said last evening that meeting over disputes in Siaya and Gem would go on late into the night. By the time of going to press no report had been released on the outcome of the meeting.

The attempts to smooth over things were made in the wake of reported losses by key lieutenants of the principals in both Jubilee and Cord teams. This follows a tradition where an estimated 70 per cent of MPs lose their seats in every General Election since independence.

The Prime Minister's brother, Dr Oginga, was earlier reported to have lost to newcomer William Oduol in his bid to get ODM's ticket for the governor's seat in Siaya. But the news changed later on Friday night.

Mr Bett then suspended the results and was for the better part of the day holed up in meetings convened to resolve the crises arising from the nominations.

ODM Chief Whip Jakoyo Midiwo and Medical Services minister Prof Anyang' Nyong'o were reported to have suffered similar fates.

With his loss at the primaries, Mr Githae's tenure at Treasury is bound to end on a bad note. He authored and passed through Parliament a bill, rejected by the President a week ago, to hand members of the 10th Parliament a hefty pension.

In his last days in Parliament, Mr Githae complained that as they slogged in the House, MPs' opponents were making progress on the ground with their campaigns. His fears were confirmed on Saturday afternoon at Kerugoya Stadium. Mr Joseph Ndathi, the former director of administration in the ministry of Foreign Affairs, garnered 39,103 votes against Mr Githae's 29,532.

Mr Githae and Dr Oginga joined Housing minister Soita Shitanda and assistant minister Bishop Margaret Wanjiru on the sidelines of their preferred parties. The Housing duo suffered a technical knockout on Thursday after the Commission on University Education said it could not verify the authenticity of their degrees.

The National Alliance party was also caught up in the confusion that characterised its nominations.

In Nairobi, the party's website indicated that businessman Jimnah Mbaru had lost to Ferdinand Waititu. A disclaimer on the site said the results were provisional but the party had not given a final report by the time of going to press.

Mr Mbaru had splurged on a robust campaign, putting out a detailed CV on Facebook and Twitter, online advertisements, plus the conventional posters and banners all over the city.

And in Kiambu county, the winners of the governor, senator and women representative's ticket were announced without reporting the number of votes garnered.

Those who had not defected to other parties by midnight Friday would also be disqualified, as the IEBC announced it had shut the door on those who had not decided which party to sponsor them.

Basing its decision on Section 13 of the Elections Act, IEBC said it would not accept nomination certificates from people who defected after midnight Friday. This means that aspirants such as Mr Githae and Dr Oginga are unlikely to compete at the General Election unless they defected to other parties and were nominated before then.

Agriculture assistant minister Gideon Ndambuki faced a similar fate, with Education minister Mutula Kilonzo beating him by a 17,000-vote margin for the Wiper Democratic Movement's ticket for senator of Makueni.

Mr Kilonzo won the vote in all six Makueni's constituencies, including Kaiti, which Mr Ndambuki represented.

In Nyeri, aspirant Gichuki Mugambi, backed by the Kibaki family to succeed their father in the Othaya parliamentary seat, fell to prominent businesswoman Mary Wambui.

In the Central Rift, former Konoin MP Julius Kones lost the Bomet gubernatorial URP ticket to Isaac Ruto by a 3,000-vote margin.

In the Coast, Education assistant minister Calist Mwatela failed to clinch the ODM ticket for Mwatate parliamentary seat, as did his wife, former Central Bank deputy governor Jacinta Mwatela lost the Taita-Taveta Orange ticket for governor.

In similar circumstances was former Mosop MP David Koech, who, as he announced his resignation from URP, accused it of failing to conduct fair primaries. An ally of URP leader William Ruto, Mr Koech said he would appeal for the nullification of the outcome. Without that, he said, he would ditch the party.

"I will be appealing the outcome within the party and if that fails I will consult with the elders, family, and my constituents to deliberate on my next political course of action," he said at Sirikwa hotel in Eldoret.

Lewis Nguyai was also shown the door by TNA voters in the new Kabete constituency, losing to Central Organisation of Trade Unions supremo George Muchai. So close is the Local Government assistant minister to Jubilee presidential candidate Uhuru Kenyatta that he was his witness at the International Criminal Court confirmation hearings.

Said Mr Nguyai on Facebook: "Wish to thank the people of Kabete for turning up in large numbers – we lost gracefully Muchai 7,642 and Nguyai 6,802."

In Machakos, former Water minister Mutua Katuku announced he would join assistant minister Wavinya Ndeti's team as her running mate. He polled 18,000 votes against Alfred Mutua's 122,000 but described the primaries as a sham.

Also left looking for options were robust debaters in the 10th Parliament, John Mututho of Naivasha and Erastus Mureithi of Ol Kalau.

The quieter types such as Beatrice Kones of Bomet and Lucas Chepkitony in Keiyo North were also shown the door. Mr Chepkitony was said to be headed to the United Democratic Front.

Roads assistant minister Lee Kinyanjui lost the quest for the TNA governor's nomination to former AP Commandant Kinuthia Mbugua.

Home Affairs assistant minister Manyala Keya lost his quest to bear the UDF flag in Lurambi while in Matungu former MP David Were lost his bid for the ODM ticket.

In Kipipiri, Transport minister Amos Kimunya won the TNA ticket by the skin of his teeth – a mere 81 votes. According to the final tally announced at Miharati Shopping Centre, Mr Kimunya bagged 11, 546 votes compared to 11, 465 votes taken by his closest rival Samuel Gichigi.

In Murang'a two outgoing MPs were rejected by voters in TNA nominations. Maragua MP Elias Mbau and his Kandara counterpart Maina Kamau were among the casualties.

Mr Mbau however contested the results alleging irregularities and claimed his agents in 77 polling stations had been beaten up on the eve of the nominations and later denied entry to polling stations.

Mr Kamau got 10,845 votes against Alice Muthoni Wahome's 27,602 votes.

Mututho defects to Narc after losing TNA polls

Naivasha, Kenya: Former Naivasha MP John Mututho has defected from The National Alliance party to Narc party. Mututho claimed that the returning officer in Naivasha who presided over the nominations is the chairman of bar owners association in Naivasha.

He said that the electoral official had led several demonstrations against him following his position on alcohol control bill.

"I made a conscious decision because the returning officer has led several demonstrations against me. His other officers were also members of bar owners association," Mututho said Narc Kenya headquarters on Saturday.

Mkuu huyu hataweza, mututho is just playing propaganda. I was in naivasha on friday and the people there do not want him word is the former mayor of naivasha is tha man to take the helm.

Mututho badala ya kuwahudumia wananchi wa naivasha, alitumia muda mwingi kupigana na bar owners nairobi. Halafu unaposikia Githae anasema treasury ilirudishiwa kitita kikubwa 'extra' cha fedha za CDF, mututho was one of the MPs who returned over 280m plus 30 million CDF funds to treasury sijui ni dili gani wanapiga na githae kurudisha pesa za CDF to the treasury. Wakazi wa naivasha hawakufaidika na pesa hizo wala miradi za CDF!

Bar owners deny fighting Mututho

By Antony Gitonga

Naivasha, Kenya: Naivasha Bar Owners Association (Naboa) has denied allegations that it campaigned against former legislator John Mututho in the Naivasha parliamentary race.

The association dismissed claims that its chairman, John Muraya, was the presiding officer of The National Alliance party nominations, as was alleged by Mr Mututho.

Naboa, however, insisted Muraya was the co-ordinator of the TNA exercise in the area after aspirants elected him. Speaking in Naivasha, Muraya called on Mututho to retract the statement and apologise, failure to which he would sue him.

"The returning officer was Rev Cosmas Kinyanjui and I do not control the people of Naivasha on how to vote," he said. He said Mututho was a good debater but a poor performer on the ground.

Muraya termed Mututho's allegations as kicks of a dying horse, noting that his fight against illicit brew was proper but had ended up hitting licenced traders hard. Mututho, who was defeated in TNA primaries, blamed the association for his woes, saying they had campaigned against him.

Decamped

Mututho, who has since defected to Narc, promised to continue with his war against consumption of illicit alcohol.

"The bar owners had put on a spirited fight against me over the Alcohol Control Act but the fight will go on," he said.

He defended his decision to join Narc, saying he was still a member of the Jubilee Coalition and a supporter of Deputy Prime Minister Uhuru Kenyatta.
According to him, he had beaten the IEBC deadline as he received his nomination certificate hours before the exercise came to a halt.

"I received my Narc certificate by Friday 9.30pm after paying Sh100,000 and I have proof of this," he said.

Mututho lost TNA ticket to John Kihagi, who garnered 12,329 votes against his 1,642.
