Kandoro and Munanka were trying to give support to Ali Migeyo who single handedly was trying to establish TAA branches around Bukoba. [1]

He was once attacked with three tear gas canisters by the police at Kamachumu while addressing a public meeting campaigning for TAA.
Migeyo was a fiery orator who could easily arose the passions of his audience.
On that fateful day he was in Kamachumu preparing the groundwork for TANU and addressing the people, when the police came to disperse the crowd.
Tear gas canisters were fired at the crowd and Migeyo was arrested.
The colonial government tactically opened charges against Migeyo as an individual, not jointly charging him with TAA. Iliffe has captured the mood in the Lake Province:

Dr Lugazia therefore took the initiative to send the draft constitution to TAA Bukoba branch.
After the arrest of Migeyo, TAA in Bukoba was as good as dead.
Nothing could rekindle the fire left behind by him.
An important letter of invitation to Bukoba written by Dr Lugazia, enclosing the TANU constitution to be tabled at the forthcoming delegates conference in Dar es Salaam, did not receive any attention.

[TD="width: 601"] Felix Muganda reflecting the problem in Bukoba wrote to Nyerere to appraise him of the situation: I have called the whole executive leadership of the Buhaya to raise their morale so that they dont despair as a result of what has happened to Migeyo. [3]

[TD="width: 601"] The TAA leadership at the headquarters saw Migeyos arrest as direct intimidation and harassment of its leaders, given the fact that the people had assembled peacefully for the meeting.
The incident was a clear message from Governor Twining that the government was not ready to accept mass mobilisation of the people against the state.
Abdulwahid got in touch with Seaton to represent Migeyo who was standing trial on criminal charges in Bukoba.
The TAA Meru Land Case Commitee which was touring the Lake Province at that time went to Bukoba to make on the spot assessment of the Kamachumu incident.
Soon after, Abdulwahid, Nyerere and Rupia visited Migeyos home village Bugandika in April, 1954.[4]
On 14 th April, 1954 Migeyo was imprisoned for three years for holding a meeting without permit from the District Officer.
When TANU was founded on 7 th July, 1954, Migeyo was at the notorious Butimba Prison in Mwanza serving his sentence. [5]

When I returned home in April 1948 the Labour Department employed me as an employment clerk the following month and I applied for member of Tanganyika African Government Servants Association (TAGSA) in December 1948.
I had been away from Dar es Salaam for six years.
When I left home in 1942 I was a mere kid.
But after my army experience in Burma and my stay in Nairobi I saw myself as a grown up and therefore capable of looking at my own affairs.
It was not difficult to get employment because as an ex-servicemen my absorption into the civil service was taken as continuation of service.
I was put under the supervision of a colonial officer, G.A. Bennet. I never got on well with Bennet for obvious reasons.
The labour office was at Magogoni and I was living with my father at Kipata Street.
It was while serving in the Labour Department that I was in 1951 elected General Secretary as well as TAGSA representative in the Government Establishment Committee.
TAGSA was formed in 1927.
Its objectives were to promote understanding between Her Majestys Government and its African Servants in order to improve Her Majestys Service and promotion of interest and welfare of the African Government employees.
Europeans and Asians had their own associations with similar objectives but being privileged their associations were not as active as ours.
The 1951 TAGSA election elected Thomas Marealle (later to become Paramount Chief of the Chagga) as President and Rashid Kawawa later to become Vice-President of Tanganyika, committee member.
The constitution of TAGSA provided for annual elections.
I was returned to office as secretary four times until October 1954 when I had to resign after being transferred to Korogwe.
This record was unprecedented.
I was the only secretary under TAGSA since its inception in 1927 to have been returned to the post in each election four times.
I would have been returned again and again if it were not for the transfer, which was my punishment for being among the 17 founder members of TANU.
My father had written in his memoirs that it was the government policy that as soon as a civil servant was elected into an office in African Association he would be immediately transferred up country.
For example in 1940 Njilima was elected President and was transferred to Tanga, while his secretary, Nicolas, was transferred to Moshi and Ndesario, the Assistant Secretary, was transferred to Lindi.
The presidency always changed hands.
Stephen Mhando and Dr. Wilbard Mwanjisi were at different times elected presidents.
Among active members of TAGSA were Dr. Michael Lugazia and Rashid Kawawa both of them came to play very significant roles in the struggle for independence.
