Too much hubris.
The world is changing. English is where the direction leads.

A farmer in Meru is not expected to speak English, but a businessman in Nairobi is.
The drivers of the world economy speak English. You can bet the 50% of EU that speak English contribute 90% to the GDPs.

The thing with Tanzania, even the upper class that went to reasonably good schools still speak very pathetic English. As a result they avoid it. I had 2 classmates from bongolala from a very prominent political family that I won't name.
