haipitishi magari zaidi ya 1000 kwa siku? Project kama hiyo itakuwa haina maana yoyote na huenda isipunguze ajali kwa kiwango cha kuhalalisha matumizi makubwa ya pesa wakati kuna sehemu nyingi hata hazifikiki.

Tatizo la Tanzania sio barabara bali ni uendeshaji mbaya. Dawa yake ni kupambana na wahusika kwa kuiandama mifuko yao (pesa). Madereva wengi wa TZ hawatakiwi hata kuwa barabarani, ni madereva wa kusomea mitaani. Anaweza kujua kuendesha gari lakini hawezi kujua namna ya kulitumia hilo gari kiusalama kwake na kwa raia wengine.

Ninaamini ajali Tanzania zinaweza kupungua kwa kiasi kikubwa kama wahusika wataamua kutafuta ufumbuzi. Hata mimi peke yangu nikipewa uwezo, vitendea kazi na kuruhusu kupitishwa kwa sheria za kuongeza usalama barfabarani, nina uhakika naweza kupunguza ajali TZ kwa zaidi ya asilimia 50 kwa mwaka.

Tatizo linajulikana, solutions mbambali tayari zipo sehemu mbalimbali duniani, kinachotakiwa ni will ya wahusika kuamua kuchukua maamuzi magumu kwa faida ya nchi. Madereva wabovu wanatakiwa kuondolewa barabarani kwa nguvu zote bila kujali ni
waziri, mbunge, au Mmachinga.

Nimefuatilia hizi ajali kwa muda na kwa kweli sijafurahi kuona serikali inakaa kimya huku wananchi wanachinjwa na madereva wabovu.

Unachosema ni moja ya sababu za kuongezeka kwa ajali nchini. Nina imani kuwa umeshasafiri sana kwenye nchi hii na unajua miundo mbinu yetu ilivyo. Barabara ni za hatari sana. Siamini pia kuwa wote wanaopata ajali kwenye barabara zetu hawana leseni za halali ama hawana ujuzi mkubwa wa matumizi ya barabara na vyombo wanavyotumia.
 
Tanzanian 'fraud' draws foreign flak





A political storm over corruption allegations in Tanzania could compel President Jakaya Kikwete to sack Prime Minister Edward Lowassa -- and is already damaging the country's standing with international donors.

Tanzanian press reports in the past two months have linked Lowassa to a major financial fraud that precipitated 10 months of power-rationing last year.

Since July this year independent newspapers have run articles questioning Lowassa's integrity after he allegedly approved a deal in which a US-based firm, Richmond Development Company, was awarded a $115-million contract to supply power generators in 2005.

Instead, the company supplied second-hand jet engines that stalled barely three months after installation, leading to what is now referred to as "Richmondgate".

The allegations against Lowassa are contained in a report -- dubbed the "List of Shame" -- compiled by the political opposition, which points fingers at several other ministers whom the opposition wants sacked.

Lowassa distanced himself from the allegations last week through his press secretary, Said Nguba, who said: "The prime minister was never involved in the Richmond negotiations. All he did was to assume a general, overseeing role in government efforts to ensure the power-shortage problems afflicting the country at the time were urgently addressed."

ThisDay newspaper and the weekly, Kulikoni, said the perception of entrenched graft is exerting pressure on the president act decisively after development partners expressed concern. During the October 1 to 2 World Trade Organisation Africa regional conference in Dar es Salaam, German ambassador Ingo Herbert challenged the government to act, "as donors have become uncomfortable with the allegations". Herbert said: "The allegations of graft being levelled against some officials by opposition politicians are very serious; we would like the government to give its side of the story as soon as it possibly can."

Earlier this month the Dutch ambassador to Tanzania, Karel van Kesteren, also demanded "robust and credible" responses to corruption allegations.

"But it is not only the big corruption that bothers me; equally destructive for confidence in the country is corruption at lower levels, where the private interests of some influential individuals seem to carry more weight than the interests of the poor," said Van Kesteren. The head of the European Union mission in Tanzania, Peter Maddens, told reporters early this month that the EU was contemplating reviewing its national budget support to "track progress and performance across a range of issues, including public financial management at the government level".

"Freezing aid is not on our radar screen yet," he said. Kikwete defended his government in a national address this week, in which he accused the political opposition of "seeking [to gain] cheap political mileage."

"Even the PCCB [Prevention and Combating of Corruption Bureau] cannot pass judgement on suspects arrested on corruption allegations," Kikwete said. "There is no law of the jungle here. Ours is a country that treasures the principles of the rule of law and good governance. Let us not come to a situation where we will all become detectives, arresting officers, prosecutors and judges all rolled into one." The prospect of aid cutbacks elicited an angry response from Foreign Minister Bernard Membe who, several weeks ago, ordered foreign envoys to stop poking their noses into Tanzania's domestic affairs.

Meanwhile, four opposition parties -- Chadema, the Tanzania Labour Party (TLP), NCCR-Mageuzi and the Civic United Front -- announced this week that they would organise demonstrations to force the government to act against corruption.

TLP leader Augustine Mrema told a public rally in Dar es Salaam last week: "The president has not responded to our memorandum that contains a list of people perceived to be the kingpins of graft. We are now convinced that he has ignored pleas to address graft as a matter of national concern. We have resolved to organise countrywide civil disobedience to force the government to act."

In the memorandum, the opposition claims that the $340-million bill for constructing a new central bank headquarters is 10 times higher than the real cost. The bank is one of the projects the opposition says "stink of corruption". -- © Guardian News & Media Ltd 2007

NAIBU Waziri wa Maendeleo ya Jamii, Jinsia na Watoto, Salome Mbatia na watu wengine wawili wamekufa katika ajali ya gari iliyotokea jana jioni mkoani Iringa.



Taarifa zilizothibitishwa na Polisi na Mkuu wa Mkoa wa Iringa, Amina Mrisho, zilisema kwamba Naibu Waziri Mbatia (55) na dereva wake walikufa baada ya gari binafsi aina ya Nissan Patrol walilokuwamo kugongana na lori aina ya Fuso lililokuwa limesheheni mbao katika eneo la Kibena, wilayani Njombe, majira ya saa 10:00 jioni.



Dereva wa Fuso T 299 AFJ naye alikufa papo hapo, wakati majeruhi wengine ambao idadi, jinsia na majina yao hayajafahamika, inasemekana walikimbizwa hospitali kwa msaada wa Mbunge mmoja ambaye hajathibitika jina, anayesemekana alifika hapo muda mfupi baada ya tukio.


Imeelezwa kwamba Naibu Waziri alikuwa katika safari ya binafsi ya kisiasa kwa lengo la kutafuta kura za kumwezesha kuingia katika Halmashauri Kuu ya Taifa ya CCM (NEC), kutoka kwa wajumbe wa wilaya ya Njombe.



Kutokana na kishindo cha ajali hiyo na kubinywa kwa gari alilokuwamo Naibu Waziri huyo, ilichukua zaidi ya saa tatu kwa mwili wake kutolewa kwa msaada wa winchi.



Naibu Waziri wa Kilimo na Ushirika, Dk. David Matayo na Waziri Mkuu mstaafu Frederick Sumaye ambao nao inaaminika wako katika safari za kampeni kama hiyo, walifika eneo la ajali muda mfupi baada ya kutokea na walionekana kuwa na majonzi wakati mwili wake ulipofikishwa kuhifadhiwa katika hospitali ya Kibena.



Waziri wa Nchi katika Ofisi ya Waziri Mkuu, Dk. Batilda Burian aliiambia HabariLeo mjini Dar es Salaam jana, kwamba maiti ya Mbatia inatarajiwa kuletwa Dar es Salaam baadaye leo na mipango ya mazishi inafanywa.



Rais Jakaya Kikwete alionekana kuhuzunishwa baada ya kupewa taarifa za kifo cha Naibu Waziri wake huyo muda mfupi baada ya kuwasili Dar es Salaam jana usiku akitoka ziarani Ulaya. Rais alishindwa kusema lo lote mara baada ya kuambiwa taarifa hizo za huzuni na Makamu wa Rais Dk Ali Mohammed Shein, ambaye alikuwa amefuatana na mawaziri kadhaa.



Kwa mujibu wa wasifu wa marehemu, Mbatia alizaliwa Desemba 27, 1952 na kupata elimu ya msingi katika shule ya St Ann kuanzia mwaka 1959. Baadaye aliendelea na masomo katika shule za St Theresia na kumalizia Msimbazi, Dar es Salaam, mwaka 1966.



Alipata masomo ya sekondari katika shule ya St. Joseph mwaka 1967 hadi 1970 na baadaye kidato cha tano na sita katika shule ya Wasichana ya Korogwe mwaka 1971 hadi 1972. Baadaye alisoma katika Chuo Kikuu cha Dar es Salaam kuanzia mwaka 1973 hadi 1976.



Kati ya mwaka 1982 hadi 1983 alisomea Shahada ya Uzamili kuhusu Menejimenti huko Marekani na baadaye akasomea Diploma ya Uzamili katika Utawala na Menejimenti huko Uholanzi mwaka 1993.



Aliteuliwa kuwa Naibu Waziri Januari mwaka jana kwanza katika Wizara ya Mipango, Uchumi na Uwezeshaji, kabla ya kupelekwa katika Wizara ya Maendeleo ya Wanawake, Watoto na Jinsia baada ya mabadiliko yaliyotangazwa Oktoba mwaka jana. Kabla ya hapo aliwahi kufanya kazi kama Mweka Hazina Mkuu wa CCM na Mbunge wa Viti Maalumu kuanzia mwaka 2000.

Sasa huko ndio kuripoti gani huko, imesemwa mnyonge mnyongeni lakini haki yake mpeni.. Mbona inajulikana ni Mbunge gani aliyewasaidia majeruhi... au hata jina lake ndiyo halitajwi tena kuogopa kumpa ujiko.. duh!!
