Hyabarimana alongside his Hutu friend were never assassinated in Tanzania. The plane was shot down in Kigali. For your own information the pilot was preparing for a land down.....Now tell me are you saying that Mwinyi should have provided Hyabarimana security in his own country?
I never said they were assassinated in TZ.
Mobutu and Moi were supposed to attend the meeting, but changed their minds few days before the Arusha Conference. They were warned of rumours of assassination.
Mobutu warned Hyabarimana not to attend, but he got stubborn and came to TZ either way. I believe he was already war fatigued.
After the Accords, M7 and kagame left TZ, but Hyabarimana was delayed by President Mwinyi in Dar Es Salaam. This delay provided ample time for logistics of RPF rebels under Colonel Kagame to plan to down the Jet near Kigali Airport.
By the way, Hyabarimana offered to give a lift to TZ ambassador in Rwanda, Balozi Saleh Tambwe but he refused saying he was preoccupied with logistical matters within the Ministry of Foreign Affairs, instead he offered his place to the Burundian President. Then Kapoof.
When Genocide started Nyerere wanted TZ forces to make an incursion into Rwanda and protect the Tutsi population, but Mzee Mwinyi and Ikulu fell silent. Gen Imran Kombe and other Security Apparatchiks advised against it.
In an attempt to embarrass the TZ Government, and force Mwinyi's hand in the matter, Mzee Nyerere made a public spectacle by convening a huge Press Conference at his home in Upanga, criticizing the TZ Government for denying to send troops in Rwanda.
It seem Pres Mwinyi and Gen Kombe knew something about Rwanda, Burundi, Arusha Accords, Assassination and the Prospect of Peace that we ordinary people don't.
The OAU as one of broker and guarantor of peace during the Arusha Accords, was supposed to launch a Probe Committee to investigate the assassinations of its two cherished sons, Pres of Rwanda and Burundi, but unfortunately it ended up in a pipeline, never to see the light of a day.
And guess who was the OAU Secretary at the time. Nyerere's protege Dr Salim Ahmed Salim.
Now, not floating any weird conspiracy, but it seems, Mwinyi, Nyerere, Kombe, Kagame, Museveni and Salim, knew something we don't. These men disagreed on very important issue. It was very unlikely for TZ to remain silent in the sight of egregious genocide happening in Rwanda. But it remained silent.
In 1996, Nyerere again, chaired a Kampala meeting which laid a plan to invade Zaire, oust Mobutu and install his lackey Desire Kabila. I never liked Mobutu and his corruption, but atleast Zaire was stable. It was the 2nd largest Economy in Africa.
In 1997, Kagame, Museveni and Kabila invaded Zaire. And President Chiluba, another protege of Nyerere allowed Rwandese troops to use Zambia as a launchpad to reach Kinshasa.
Now Mobutu was busted. Nyerere went to Zaire, in a great pomp and fanfare, made a fiery speech praising his faithful lieutenants Kabila, M7 and Kagame, promising them a new beginning for Zaire.
Like disasters in Libya and Iraq, the ousting of Mobutu was a tragic diplomatic and security blunder. Zaire never recovered, and millions of innocent people keep on dying.
Now, circa 2010, a Tanzanian lawyer Prof Juan Mwaikusa came up with an incendiary report, intended to be taken to the ICTR, claiming that the 1994 Genocide was sparked by some politicians within the region, few days later he was gunned down by unknown assailants at his home in DSM. The Government never found the killers.
Anyway always follow the money, you may find who's the real dealer.
