Dear Friends,
Many of you are aware of the Committee established by Tanzanian President Jakaya Kikwete to review the country's mining industry, an integral and growing part of the East African nation's economy.
One of the Committee's mandates was to recommend policies that would stimulate foreign investment and produce long term, sustainable benefits to Tanzanians.
Senior government representatives discussed the major tenets of the Commission's recommendations in public weeks prior to your Company's brief and complimentary note on the recommendations to our shareholders. Comments from senior government officials were carried on major wire services and they were also reviewed prior to our stockholder's note on CNN International and Bloomberg Financial TV.
Your Company was one of the affected parties that were given an opportunity to comment on the Committee's recommendations, which will understandably be subject to further scrutiny and debate.
>From a corporate standpoint, our main concern was the impact of the Committee's recommendations on exploration-stage companies which are involved in what is arguably the highest risk segment of the minerals industry. On balance, we had a positive view of the recommendations and feel they will serve to encourage investment in this important segment of the nation's minerals industry - if indeed they are fully implemented.
As one might expect, any legislation involving such an important segment of the Tanzanian economy has generated considerable debate. In my opinion, a small percentage of this rhetoric has been instigated by special interest groups in the West whose commentary reads like it comes from a standard playbook.
In any event, I would encourage all shareholders to seek out the facts and avoid succumbing to rumours and innuendo that I feel is both politically and market oriented. I am proud of my long association with the Republic of Tanzania and have invested substantial amounts of my personal resources in the country's minerals industry.
In addition, the social service projects achieved by the Sinclair family are substantial. Two that stand out are the total funding of the hospital established at the Bulyanhulu mine and a major orphanage/hospice operating in the Kabanga area that was donated to the Mother Theresa organization.
James Sinclair, his family and businesses, have served the Tanzanian people in many ways for the past eighteen years. These activities have involved investments exceeding USD $33,000,000 of private funds for exploration activity in the Lake Victoria goldfields of Tanzania.
At all times, we have abided by applicable Tanzanian laws, paid all required taxes to the government and provided meaningful employment and skills training to our employees - the majority of whom are Tanzanians.
