Ahh hao mbona tunapandisha kila siku, unafikiri tulihamishia wanyama kuwaweka mbuga mpya ya Chato na kuwajegea eyapoti ilikuwa kwanini?

Vipi mtu kukopa pesa za kutengeneza reli akaenda kujenga eyapoti ya Kimataifa kijijini kwao, ni sawa hivyo? Umelipata jibu? nimekupa fununu kidogo, uelewe kuwa kuna vichwa vinajua mpaka hesabu ya sato ndani ya ziwa Victoria.

Hivi eyapoti ya Chato toka ianze kutumika zimeshatua ndege ngapi za abiria au mizigo za Kimataifa?
 
Katika utawala wa Mwalimu Nyerere Tanzania tulikuwa na kiwanda cha kusafisha mafuta ghafi ambacho kilikuwa kinazalisha petroli, dizeli mafuta ya taa, lami nk.

Kwa hiyo nchi ilikuwa ikinunua mafuta ghafi kwa bei nafuu na kuyasafisha kwa gharama nafuu na kufanya bei ya mafuta kuwa nafuu kwa walaji.

Ulipoingia MZIMU wa ubinafsishaji kiwanda kikafa tukaanza kununua mafuta yaliyosafishwa. Hapa ndipo tulipopotea maboya!

Sasa tunakula jeuri yetu kwa kukomolewa kwa bei ghali ya mafuta. Laiti kingekuwepo kiwanda chetu kile tusingeumia kiasi hiki!
Mkapa na sera zake za kubinafsisha. Kiwand kile kilikuwa cha ubia kati ya Tanzania na Italy. Ilifika mahali ilibidi mtaji uongezwe nassikia Tanzania tulishindwa. Italy isingeweza after all sisi ndiyo tulikuwa tunafaidi. Yaani mimi nakikumbuka hicho kiwanda kila mafuta yakipanda bei. Yaani hii sera ya kubinafsisha kila kitu wakati viwanda vilifika mahali reinvestment ifanyike na wabadhirifu wote wafukuzwe na serikali ilitakiwa ihakikishe hakuna ubadhirifu!!! Badala ya kuweka control mechanism wanakifunga!!! Yaani!! Tutakoma nchi hii labda tuende BURUNDI!!!!

In 1969, the GoT purchased half of the shares. It was a small refinery with a capacity to process 600,000 tonnes per annum.[5]

Prior to the liberalisation of the petroleum industry in 1997, TIPER produced 30 percent of the local requirements and the rest was imported by the state-owned Tanzania Petroleum Development Corporation (TPDC).[7]

In 1991, under pressure from the International Monetary Fund (IMF), operations ceased at the refinery to implement the country's Structural Adjustment Program. The IMF argued that it was operating at 60% of its capaci

Kwa hiyo nchi ilikuwa ikinunua mafuta ghafi kwa bei nafuu na kuyasafisha kwa gharama nafuu na kufanya bei ya mafuta kuwa nafuu kwa walaji.

Ulipoingia MZIMU wa ubinafsishaji kiwanda kikafa tukaanza kununua mafuta yaliyosafishwa. Hapa ndipo tulipopotea maboya!

Sasa tunakula jeuri yetu kwa kukomolewa kwa bei ghali ya mafuta. Laiti kingekuwepo kiwanda chetu kile tusingeumia kiasi hiki!

Kwa nchi zenye malengo ya kupiga hatua ni lazima zishirikiana na private sector hasa kwenye sector nyeti kama nishati, lakin kwetu sisi mafuta na gesi ni completely zimehodhiwa na private sector, kwa miaka ya hv karibuni angalau kidogo serikali yetu kupitia TPDC wameanzisha TANOIL kujaribu kuweka kaushindani na private sector, lkn kana nguvu ndogo mnoo its like wanajaribu.

Sector ya usafirishaji ndio kabisa hali tete, ma UDA yaliyokuwepo machache yanaozea huko kwenye mayadi mbagala, treni zetu ndio hivyo tena, badala ya kuweka njia mbili, wameweka njia moja, ina maana likienda inabidi usubiri lirudi. Sawa na mzungu mmoja akajisemea NO HURRY IN AFRICA.

Kwa sehem kubwa sisi Watanzania tunauongelea uchumi midomoni, lkn hatujui uchumi unaendana na muda.
Kama hatujui kutunza muda, uchumi utaimalikaje?

Tukubali kwamba kwenye ubinafsishaji hatukutakiwa kubinafsisha kila kitu. Benki ya NBC na TIPER ni mifano ya ubinafsishaji mbovu kabisa wa mali za Watanzania. Ambacho kingefanyika ni kupanua ukubwa wa refinery hio badala ya kuifunga kabisa na kufanya ghala la kutunzia mafuta yaliyochakatwa

TIPER mpaka inafungwa ilikuwa na uwezo wa kuzalisha mafuta litre laki 5 mpaka 6 kwa mwaka(based on calculation 1 crude barrel ina 80%) ni refinery ndogo sana.

China wana refineries za reja reja wanaziita ‘tea pot’ ambayo serikali yao inataka kuzifunga zinauwezo wa kuzalisha mpaka litre million 2 kwa mwaka.

Tanzania tunatumia litre billion 3.5-4 kwa mwaka za mafuta (nina wasi na hizo figure sidhani kama tumefikia huko). Either Refinery yenye kuweza kuchaka hayo mafuta ni hizi kubwa za kisasa zenye uwezo wa kuchakata 800,000 barrels a day; hiyo ni zaidi ya uwezo wa TIPER mwaka mzima ambayo mpaka inafungwa uwezo wake ilikuwa ni kuchakata 750,000 barrels mwaka mzima.

Refinery yenye kuchakata 800,000 barrels per day gharama yake ni zaidi $25 billion dollars. Hiyo hela hatuna.
