katiba mpya ihusishe kubadilisha mfumo wa uongozi wa kubeba madaraka mengi.Iwezekanaje mbunge awe waziri,mwenyekiti wa bodi mbali mbali,mfanyabiashara n.k huku akihusishwa na shuhuli za kiserikali zinazomkabili kulitumikia taifa,atawezaje kushika nyazifa zote hizo mtu mmoja kama sio kujali maslahi yake mwenyewe.

Basi katiba mpya imnyime kiongozi yeyote wa kiserikal awapo madarakani kutojihusisha na shuhuli zozote nje ya agizo alilopewa la kutumikia taifa.
 
Bila kusahau, Azimio la Arusha lirudi. Wabunge wasilipwe mishahara minono ili siasa ibakie kuwa wito, sio ajira kwa wataalam kukimbilia huko.
 
Hakika yaliyosemwa hapo juu na waungwana hawa ni ya msingi kabisa na yanahitaji utekelezaji tu basi.

Tupo pamoja na mapambano bado yanaendelea hadi katiba mpya ipatikane.

Lakini kwa utaratibu huu na Bunge hili tusitegemee kuona mabadiliko ya maana ya katiba lazima tuidai kwa nguvu mfumo huu na Bunge hili ambalo linatunga kanuni kuvunja kanuni za zamani kwa manufaa ya leo wataweza kutunga katiba ya miaka hamsini? Mama Makinda aliongea na waandishi akasema hakuna kambi ya upinzani isiyo rasmi, na kufanya hivyo ni kwenda kinyume na Mabunge ya Jumuiya ya Madola. leo tumejionea kanuni za Mabunge ya Jumuiya ya Madola inavunjwa mama huyu atawaeleza nini watanzania?

Tanzania inahitaji kuwa na "BOMAS" yetu yenye watu nje ya wabunge wa sasa na iwe na watu kutoka asasi za kiraia, kidini, jamii, makundi mbalimbali na jamujiya ya wanazuoni

Hii ni sababu ingine kwanini tunahitaji katiba mpya itakayothibiti kiburi cha watawala wetu na wateule wao. Nadhani kwa hali ilivyo sasa BUNGE haliwezi kuleta mabadiliko wanayotaka wananchi kwa kuwa sehemu kubwa ya WABUNGE wanandoto za kuwa Wateule wa Rais siku za usoni hivyo hawataki kumuudhi.

Suluhisho ni kufanya sauti za Watu zisikike. Serikali ikikataa kusikiliza UMMA wananchi waiadhibu bila huruma kwa kuitoa madarakani.
 
Wacheni upumbavu wenu hapa.leteni mjadala wa serikali tatu,ikiwa chadema wanatetea wananchi wa tanzania leteni mjadala wa tanganyika irudi tu,katiba ya muungano haina tatizo isipokuwa tunataka mabo kumi tu yale ambayo yaliomo katika mkataba wa muungano tu.
 
Waanabodi ninakerwa na jambo hili naomba tujadili. Hivi serikali ni nani? Nilidhani ni wananchi ambao wanawakilishwa na bunge?

Kutokana na majadiliano yanayoendelea bungeni kuhusu mikataba ambayo serikali haitaki ijadiliwe sisi kama wananchi ambao tumewachagua wabunge hawa tunapenda kuonyesha msimamo wetu kwa kufanya maandamano ya amani na mkutano mkubwa kutoa msimamo wetu. Mikataba yote ipelekwe bungeni. Sisi wananchi ndio tunasema.

Tanzania kweli ni nchi ajabu sana duniani. Ni kama nchi isio na watu wenye uchungu nchi yao. Jamani mawaziri mnasafiri sana nchi za watu na kuona maendeleo yao. Hivi kweli mna vision kuwa kuna siku Tanzania itaendelea? Ni lazima mfike mahali pa kuona wivu wa maendelo ya nchi siyo yenu binafsi tu. Tafadhali mheshimiwa Mbowe tunaomba uandae mkutano huo na kutoa tamko. Aliye karibu na mheshimiwa tafadhali mpelekee salamu. Msisubiri mpaka wakati wa uchaguzi tu.

Sauti za wabunge hawa zisipuuzwe

KAMA kweli wabunge ndio wawakilishi wa wananchi, serikali sasa itaondoa pamba masikioni, itawasikiliza na kutekeleza wanachopendekeza.

Kwa siku nyingi sasa, kilio cha wabunge kuhusu mikataba ya madini na mikataba mingine mikubwa, kimezidi kiwango.

Kilio chao kimevuka mipaka ya kawaida. Kimewagusa hata wale ambao hawakuwa na shauku ya kukisikia.

Wabunge wanataka mikataba ipitiwe. Wanataka kujua kilichomo kwenye mikataba hiyo. Serikali haiwakilishi wananchi. Bunge ndicho chombo cha wananchi.

Wabunge wanapojadili jambo lenye manufaa kwa nchi, wanafanya hivyo kwa niaba ya wananchi wao.

Haiwezekani wabunge wapige kelele za kutaka kupitiwa mikataba, lakini serikali iendelee kuwa jeuri.

Awamu ya Tatu ya uongozi wa taifa hili ilitamba kwa kaulimbiu hewa ya uwazi na ukweli. Hapakuwa na uwazi wala ukweli.

Mikataba ilisainiwa. Wageni wakamilikishwa mali za taifa. Mikataba mingi ya kipuuzi kabisa ikasainiwa. Mzigo wa mikataba hiyo sasa unabebwa na walipa kodi wa nchi hii.

Serikali haikuwa wazi. Ilipuuza maoni ya wananchi, na hata ikafikia hatua ya kuwatisha wabunge waliosimama kidete kuhoji uoza fulani fulani.

Inasikitisha, na kwa kweli inakasirisha, kumsikia leo Rais mstaafu, Benjamin Mkapa, akiunga mkono kupitiwa upya kwa mikataba ya madini!

Yeye ndiye aliyekuwa kinara wa kuponda wote waliohoji mikataba hiyo, hata akafikia hatua ya kuwaita waliohoji kuwa ni wavivu wa kufikiri.

Waandishi wa habari walioandika au kuhoji mikataba hiyo, walionekana si wazalendo, na ni watu wasiokuwa na maarifa yoyote.

Serikali ya Awamu ya Tatu ilijaa ujuaji na ubabe. Net Group Solution walipingwa mno. Watanzania wengi walisimama kuipinga kampuni hiyo na hata wakurugenzi wake ambao wengi walikuwa ‘vihiyo’.

Lakini kilichofanywa na serikali ni kuwaita FFU wenye bunduki na gesi za kutoa machozi, kuwasindikiza Wazungu hao hadi ofisini.

Kimsingi yamefanyika mambo mengi ya ajabu katika nchi hii. Ndiyo maana tunasema kilio hiki cha wabunge sasa, lazima serikali ikifanyie kazi.

Miktaba ya kipuuzi, kwa mfano ya kuukodisha Uwanja wa Ndege wa Kilimanjaro kwa dola 1,000 kwa mwaka, ni laana isiyosameheka mbele ya Mola.

Hivi kweli Tanzania kwa utajiri wake ina sababu ya kuomba misaada mingi kama ilivyo sasa? Je, kwa ukwasi uliopo, kuna sababu ya watu kufa kwa magonjwa kama malaria?

Laana ya Tanzania ni nini? Je, si kweli kwamba laana ya Tanzania ni viongozi jeuri na wasioambilika? Kama kweli sauti ya wengi ni sauti ya Mungu, basi sauti hii ya wabunge lazima iheshimiwe. Serikali ipeleke mikataba bungeni.

Tanganyika was an East African territory lying between the Indian Ocean and the largest of the African great lakes: Lake Victoria, Lake Malawi and Lake Tanganyika. From 9 December 1961 to 26 April 1964 it was also an independent state.
Once part of the colony of German East Africa (German: Deutsch-Ostafrika), it comprised today's Rwanda, Burundi, and Tanzania with the exclusion of Zanzibar.

After World War I the parts that are today's Rwanda and Burundi became a League of Nations mandate governed by Belgium. The major part, however, came under British military rule and was transferred to Britain under the 1919 Treaty of Versailles.

This was confirmed by a League of Nations Mandate in 1922, later becoming a United Nations Trust Territory. Britain changed the name to the Tanganyika Territory.

On 9 December 1961 Tanganyika became independent as a Commonwealth Realm, and on 9 December 1962 it became the Republic of Tanganyika within the Commonwealth of Nations.

In 1964, it joined with the islands of Zanzibar to form the United Republic of Tanganyika and Zanzibar, later in the year changed to the United Republic of Tanzania.

Although Tanganyika still exists within Tanzania, the name is no longer used formally for the territory.

Mimi sijawahi kuisoma sehemu ya katiba ya Tanzania inayohus uchaguzi. Hata hivyo hisia zangu ni kwamba inatoa mwanya mkubwa sana kupendelewa kwa chama kilichoko madarakani, na ndiyo maana CCM wamekuwa wakiwekea ngumu effor za kubadilisha katiba.

Tatizo kubwa sana pale kwetu ni kutokuwepo kwa tofauti kati ya serikali na Chaman tawala. Mara kwa mara viongozi wa CCM wamekuwa wakifanya mabo kama vile ni viongozi wa serikali. Miaka ya nyuma kidogo nilimsikia Bwana Maregesi akitaka DC aje kumpokea bila kujali kuwa DC ni kiongozi wa kiserikali na hatakiwi kuwa mwanasiasa. Kwa hali hiyo utaona kuwa viongozi wote wanaosimamia uchaguzi wameegemea chama tawala. Utaona vyombo vya habari vya serikali vinatumia na chama tawala freely, na viongozi wa serikali wanatumia rasilmali za serikali wakati wa kampeini bila woga wowote, na mbaya zaidi askari polisi wanatumiwa kuwanyanyasa opposition, nakumbuka Mzee Mahundi akitamba kuwa CUF watamtambua. sasa haya yote no mapungufu yatokanayo na Katiba yetu.

Baadhi ya mambo ninayoshauri kubadilsihwa ni kama ifuatavyo:

(1) Rais asiteue mawaziri ma RC, DC na mabalozi kutokana na wabunge.
In fact mad-DC, na ma-RC wasiteuliwe, hawa wachaguliwe na wanachi kusudi kuwafany wawe more accountable kwa wananchi.

(2) Rais asiteuwe wabunge wake wenyewe.

(3) Uteuzi wa Mawaziri majaji, makamanda wa polisi, na makamanda wakuu wa majeshi ukamilishwe na Bunge, Rais atoe pendekezo na bunge ndilo likamilishe uteuzi. Baada ya kupitisha na Bunge, Rais asiwe na madaraka ya kuwafukuza kirahisi bila bila kupata baraka za Bunge.

(4) Bunge liwe na uwezo wa kumvua Rais na viongozi wengine madaraka yao ikithibita kuwa utendaji wao haukufuata maadili ya madaraka hayo.

(5) Kuundwe tume ya utumishi wa serkali inayojitegemea; uteuzi wa tume hiyo ufuate utaratibu sawa na (2) hapo. Tume hii iwe na wajibu wa kuhakikisha kuwa wafanya kazi wa serikali hawaingizi siasa katika shughuli za serikali.

(6) Tume ya uchaguzi iwe huru; iundwe kwa kufuata utaratibu wa (2) hapo juu.

(7) Muundo wa serikali uandikwe kwenye katiba, yaani wizara na idara za serikali zijulikane kikatiba, siyo Rais akurupuke na kuunda baraza la mawaziri 100 ili kuridhisha marafiki zake.

(8) Viongozi wa serikali wasiwe na madaraka ya kutoa vyeo au kufukuza wafanya kazi wa serikali; shughuli hiyo iachiwe tume ya utumishi kwa wafanya kazi wa ngazi ya kati na ngazi ya chini, na bunge liwe na madaraka juu ya wafanykazi wa ngazi za juu kama vile makamishna wa idara na makatibu wakuu wa wizara kwa kushauriana na tume ya utumishi. Viongozi wa serikali wanaweza kupendekeza tu

Naungana nawe ndugu Kichuguu kwa mapendekezo uliyoyatoa. Ama hakika ikifanyika hivyo, Tanzania haitaitwa masikini tena kwani kutakuwa na serikali yenye nidhamu ya hali ya juu sana.

> Prof Yash Ghai has argued in another article posted on oxford journal on transitional justice (OTJR) debate on challenges of establishing constitutional order in Kenya that " The constitution cant achieve anything by itself: like Marx's commodities, it does not have arms and legs, it must be mobilized , acted upon and used" this political dictum confirm to us that we must construct organic social movement as political- social ,economic instrument to be the arms and legs to mobilize and organize the , exploited masses to act and use the new constitutional framework to bring fundamental social change in Kenya, it is good to note here also that the new constitution has not altered , the fundamentals of neo-colonial political economy that introduced Kenya society to inequality and extreme poverty , although it create the illusions of social democratic state with a progressive bill of rights and economic social rights anchored in the constitution, which is only token of legalism language, within liberal bourgeoisie democracy that cant solve the problem of historical exploitation, marginalization and social inequalities, that manifest in crime , homelessness , unemployment, environmental destruction and poverty linked disease that is killing our people, everywhere in our slums , estate and villages across the country.

> The new ratified constitution indeed has a positive aspect of elite consensus, on structure of devolved political power in the 47 created county assemblies with 15 percent of the national budget allocated to all the 47 counties collectively as devolved fund, which has created a political space for the right to organize and democratize development in the local level, which the progressive forces can utilize to advance the cause of national democratic revolution, from below.

> The struggle to locate human rights and social justice activism in community grassroots movement will demand new passion ,ideas and alternative strategy in construction of organic community based political instrument that will come with new challenges and not attracting the usual donor funding from neo-liberal sources , because the independent strong social movement in grassroots, will educate the masses and organize community for popular struggles and livelihood which sharpen social contradiction that expose the masses to the exploitation of neo-liberal capitalism and the political character of donor agencies and non- governmental organization , that emphasizes on divisive project funding and donations to divide and undermine the organic social movement and pacify, masses for a limited time as happen in Latin America in past decades of neo-liberal reform era.

The study of this movements and discussion, intellectual debate will help the emerging social movement in the new terrain to understand the political mistake that were made by the leadership of this past peoples movements, which can be used to improve theory and political practice and educate cadres of Bunge La Mwananchi social movement and help to clarify the contestation of the movement organizational leadership structure , the relation of leadership and masses, the question of movement in relation with political parties, civil society and reform versus revolution , and what is the true nature of peoples democracy ,this study also can help to expose the role of the ruling political class together with security agencies in Kenya in dogmatizing and corrupting the movements leadership and donor agencies interest that undermine the collective leadership of the social movement, and organic activities in grassroots, while supporting individualized leadership in form of false internet website human rights activism with very expensive report writing to donor agencies as political fog that obstruct and slow down the movement building in community based activities which demand discipline cadres of community organizers , extensive organized planning participation of grassroots members and skill in community organizing, which is shunned by most mainstream human rights organizations and most of their donors.

The study of this movements and discussion, intellectual debate will help the emerging social movement in the new terrain to understand the political mistake that were made by the leadership of this past peoples movements, which can be used to improve theory and political practice and educate cadres of Bunge La Mwananchi social movement and help to clarify the contestation of the movement organizational leadership structure , the relation of leadership and masses, the question of movement in relation with political parties, civil society and reform versus revolution , and what is the true nature of peoples democracy ,this study also can help to expose the role of the ruling political class together with security agencies in Kenya in dogmatizing and corrupting the movements leadership and donor agencies interest that undermine the collective leadership of the social movement, and organic activities in grassroots, while supporting individualized leadership in form of false internet website human rights activism with very expensive report writing to donor agencies as political fog that obstruct and slow down the movement building in community based activities which demand discipline cadres of community organizers , extensive organized planning participation of grassroots members and skill in community organizing, which is shunned by most mainstream human rights organizations and most of their donors.

Mimi Navyoelewa nchi hii haijawahi kuwa na Katiba ya Wananchi, ila ina Katiba ya wajanja wachache kifupi ni Katiba ya Msekwa and CO. Katiba katika nchi nyingine ni chombo ambacho huwezi kukichezea chezea ili kikusaidie wewe kwa wakati huo, ni chombo kitakatifu kinacho weza kukuondoa kama hutakifuata kwa uadilifu.

Imefika wakati sasa Watanzania wote hasa waliozaliwa baada ya Uhuru kutaka Katiba ya Nchi na si hii ya kisanii ya hawa baba zetu na Kaka wakubwa. Jamani nchi hii ni yetu sote Wananchi, haya matabaka Wapinzani na Wasiowapinzani yanatoka wapi hapa. Tuungane kwa hili jambo na ninahakika tutashinda.

Kutokana na majadiliano yanayoendelea bungeni kuhusu mikataba ambayo serikali haitaki ijadiliwe sisi kama wananchi ambao tumewachagua wabunge hawa tunapenda kuonyesha msimamo wetu kwa kufanya maandamano ya amani na mkutano mkubwa kutoa msimamo wetu. Mikataba yote ipelekwe bungeni. Sisi wananchi ndio tunasema.

Tanzania kweli ni nchi ajabu sana duniani. Ni kama nchi isio na watu wenye uchungu nchi yao. Jamani mawaziri mnasafiri sana nchi za watu na kuona maendeleo yao. Hivi kweli mna vision kuwa kuna siku Tanzania itaendelea? Ni lazima mfike mahali pa kuona wivu wa maendelo ya nchi siyo yenu binafsi tu. Tafadhali mheshimiwa Mbowe tunaomba uandae mkutano huo na kutoa tamko. Aliye karibu na mheshimiwa tafadhali mpelekee salamu. Msisubiri mpaka wakati wa uchaguzi tu.

Sauti za wabunge hawa zisipuuzwe

KAMA kweli wabunge ndio wawakilishi wa wananchi, serikali sasa itaondoa pamba masikioni, itawasikiliza na kutekeleza wanachopendekeza.

Kwa siku nyingi sasa, kilio cha wabunge kuhusu mikataba ya madini na mikataba mingine mikubwa, kimezidi kiwango.

Kilio chao kimevuka mipaka ya kawaida. Kimewagusa hata wale ambao hawakuwa na shauku ya kukisikia.

Wabunge wanataka mikataba ipitiwe. Wanataka kujua kilichomo kwenye mikataba hiyo. Serikali haiwakilishi wananchi. Bunge ndicho chombo cha wananchi.

Wabunge wanapojadili jambo lenye manufaa kwa nchi, wanafanya hivyo kwa niaba ya wananchi wao.

Haiwezekani wabunge wapige kelele za kutaka kupitiwa mikataba, lakini serikali iendelee kuwa jeuri.

Awamu ya Tatu ya uongozi wa taifa hili ilitamba kwa kaulimbiu hewa ya uwazi na ukweli. Hapakuwa na uwazi wala ukweli.

Mikataba ilisainiwa. Wageni wakamilikishwa mali za taifa. Mikataba mingi ya kipuuzi kabisa ikasainiwa. Mzigo wa mikataba hiyo sasa unabebwa na walipa kodi wa nchi hii.

Serikali haikuwa wazi. Ilipuuza maoni ya wananchi, na hata ikafikia hatua ya kuwatisha wabunge waliosimama kidete kuhoji uoza fulani fulani.

Inasikitisha, na kwa kweli inakasirisha, kumsikia leo Rais mstaafu, Benjamin Mkapa, akiunga mkono kupitiwa upya kwa mikataba ya madini!

Yeye ndiye aliyekuwa kinara wa kuponda wote waliohoji mikataba hiyo, hata akafikia hatua ya kuwaita waliohoji kuwa ni wavivu wa kufikiri.

Waandishi wa habari walioandika au kuhoji mikataba hiyo, walionekana si wazalendo, na ni watu wasiokuwa na maarifa yoyote.

Serikali ya Awamu ya Tatu ilijaa ujuaji na ubabe. Net Group Solution walipingwa mno. Watanzania wengi walisimama kuipinga kampuni hiyo na hata wakurugenzi wake ambao wengi walikuwa ‘vihiyo’.

Lakini kilichofanywa na serikali ni kuwaita FFU wenye bunduki na gesi za kutoa machozi, kuwasindikiza Wazungu hao hadi ofisini.

Kimsingi yamefanyika mambo mengi ya ajabu katika nchi hii. Ndiyo maana tunasema kilio hiki cha wabunge sasa, lazima serikali ikifanyie kazi.

Miktaba ya kipuuzi, kwa mfano ya kuukodisha Uwanja wa Ndege wa Kilimanjaro kwa dola 1,000 kwa mwaka, ni laana isiyosameheka mbele ya Mola.

Hivi kweli Tanzania kwa utajiri wake ina sababu ya kuomba misaada mingi kama ilivyo sasa? Je, kwa ukwasi uliopo, kuna sababu ya watu kufa kwa magonjwa kama malaria?

Laana ya Tanzania ni nini? Je, si kweli kwamba laana ya Tanzania ni viongozi jeuri na wasioambilika? Kama kweli sauti ya wengi ni sauti ya Mungu, basi sauti hii ya wabunge lazima iheshimiwe. Serikali ipeleke mikataba bungeni.

Hakuna anayepinga kuhusu katiba mpya,tatizo ni kwamba dhana ya ushirikishwaji ikoje wananchi wanaoshirikishwa wanauelewa wa kiasi gani na hata kama utasema kuwa wao ndio wenye kauli ya mwisho...Una mimi natoka Mkoa wa Manyara huku ndugu zangu kuna makabila ambayo gazeti kusomeka kwao ni kazi wanasikia tu labda akiwa karibu na redio wakitaja vichwa vya habari na hapo ndipo kuna kinachohusu maslahi ya nchi yeye yuko mbali kiasi hicho unataka umshirikishe ili aseme nini.

Katiba ya mwanzo ya mwaka 1977 pamoja na marekebisho kibao wengi wetu hata rangi wawaijui leo unasema nini.Tuwaombe wenzetu ambao wako matika vyuo mbalimbali ndg zetu,watoto wetu waweze kuipitia kwa kadiri watakavyoona na wachache wetu nao ambao wako kwenye makazi yetu wanaojua chochote waungane na tuwaamini kufanya kazi hiyo.

Mtu anaposema wananchi hawaelewi katiba iliopo ana maana gani?
manake mie ni mwanachi na naelewa kuwa, kuna mianya mingi sana ya kuruhusu watenda kazi ovyo kuwekwa madarakani, kupendelewa, kutokuadhibiwa.

Najua kuna tatizo katika kupanga matumizi ya mapato ya nchi, najua kuna tatizo katika kuweka viongozi tunaowataka madarakani, najua kuna kuonea watu wasio na cheo serikalini au wasiojuana na watu serikalini
najua kuna vyeo vingi ambavyo watu hawana kazi au kazi moja inaingiliana kwa watu wawili, najua wafanyakazi wengi wanalipwa mishahara midogo sana, na wachache wanalipwa mikubwa sana.

pamoja na mengine mengi ningependa katiba mpya ibadilishe hayo, au iweke mfumo ambao utabadilisha haya. au utaweka mfumo amabyo haya hayataweza kutendeka bila adhabu.
