Firstly, what that Police Officer is doing is wrong. By Law, a victim isn't supposed to repay a loan that was given to them by illegal money lenders who begin to harass and intimidate them by means of extortion or blackmail. Also, by law, the victim hasn't committed the crime but the Loan Shark has, and the victim commits no crime by not funding them back because they aren't registered to officially give loans by the BOT or the TCRA and they are impersonating a company that is registered on BOT named JMR. MICRO FINANCE. Nonetheless, we are sure this is a fake company built under their name or the company probably doesn't exist at all and they got their Service Provider Agents to create a fake till number, somehow, so they can collect their money under the name of the company JMR. MICRO FINANCE which isn't owned by them, and they put the name in a very weird way, they put it as MR. well said, kindly I am available not as loan victim but a victim who went through embarrassment from this loan App, being abused, insulted to something that I didn't engage in. Secondly, we are currently gathering intelligence on the matter referencing Ustawi Loan and we have seen some serious crimes committed by this company including but not limited to Blackmail, Extortion and Harassment at a Federal Level (Which means that the crimes they are committing is in fact indictable since they're Federal Offenses and Felonies).
Thirdly, Yes, they do use foul language over the call and it's a very serious matter in reference to cyber-crime activities that are done through electronic communications. Today, our CFO received a call from this called company and was told foul language. Nonetheless, we have managed to get them to tell us how many people in average they contact a day and they said over 1,000. They even confessed that they aren't registered to distribute loans by the BOT and TCRA.
Fourthly, we have managed to identify the developer of the software Ustawi Loan and the name is relevant to someone who goes by Mick O'Connor and one of their managers goes by the name of Mr. Mwanga. We have Mr. Mwanga's real phone number and it's even tied to his Instagram Account. The name Mick O'Conner was retrieved from the developers email on their Google Account. Also, the reviews on the Google Play are very negative (Relevant to victims reporting harassment and extortion) and their address leads to the fact that they are impersonating the National Housing Corporation's address (If anyone from NHC is seeing this, I'm sure they'd be under full legal obligation to sue Ustawi Loan), which means they don't actually have an address and they've provided false information in the app's details on Play Store.
Fifthly, the app "Ustawi Loan" actually existed once in Kenya and operates in the same manner as it does in Tanzania but was pulled out of the Play Store, most probably, we suspect that it was pulled out for potential illegal activities. The internet archive is a good resource to gather information referencing this. There's a news channel that a journalist wrote about it as well and I was able to retrieve and read from the internet archive yesterday because the website is supposedly down. A legal agent has full authority while representing an agency to request an app to be removed from Play Store even with or without a court order as long as they aren't committing perjury. An individual civilian with a court order has legal authority to take down an app from the Play Store as well and an individual who knows the law can do so without a court order as well as long as they're not committing perjury and understand what they're doing. Google will review such reports and respond back.
Sixhtly, the real reason why this app isn't in the Apple App Store but is there in the Google Play Store is because Apple has strict restrictions against such apps. Loan Shark apps are indeed on the rise worldwide, not just Tanzania. The main references for cyber investigations conducted for Loan Shark Apps has been done by several cyber-security companies including ESET showing they're even in the rise in Asian countries as well and Governments of those countries report on these apps on the news to warn citizens against potential illegal activities conducted by these apps.
Seventhly, Yes. You are right that the app is likely owned by a Chinese Individual, and I'm sure Mick is likely one of the people here that we should suspect. The Privacy Policy Section of the app does in fact have it's heading written in the Chinese Language and the rest of the information on the app is pure English. Only the heading is in Chinese. Mick even has a video uploaded to YouTube as well under his real name. So, we are 100% sure that a Mick is tied to this company. Nonetheless, the name Mick O'Connor could very well be a victim as well being impersonated by these fraudsters behind "Ustawi Loan" or probably isn't. For this reason, we have contacted him through his official email from a different loaning website he's on, we have noticed he's Australian and not Tanzanian. Hopefully, we receive a reply soon enough and we get details on what is going on or we will take him as a suspect and it'll later look bad if he's actually a victim for not replying. We'll give him about a few days to respond before following up.
Eigthly, I would like to let you know that I'm archiving all of your forum threads for investigative references; we will be using this as a witness testimony on our forensic intelligence report and the court may require to subpoena you to testify if they find you to be competent to provide reference to the court. The gathered information and archived threads will be sent to Forensic Department at the Tanzanian Police Force, Office of the Prosecutor General, Office of the Soliciter General, TCRA, BOT as well as BRELA and other Government Subsidiaries including the Judiciary Committee of the Government of Tanzania through their emails. In the case whereby you need the thread taken down by the internet archive, you can do so pertaining to a court order.
I understand, all citizens who are victim of this app are going through the same and even citizens who aren't involved with the loan as well.
