Though I know SADC countries were consulted before sending troops to Mozambique but at the end this is a sovereign state that was suffering and needed help,it didn't need approval from anyone.

France knows military know how of Rwanda Defense Force( They fought together in Central Africa)
Rwanda responded to Mozambique and not France.
Before sending troops, Rwanda informed all SADC members and they approved the initiative..
By the way why would SADC oppose involvement of Rwanda if they were reluctant to help.
