Yes you can, but the water plus the ball will be pulled down by gravity to the ground. The water cannot stick on the ball.Can you take water and conform it into a ball that spins.......?
Im sure that you're comparing effect of water on a ball with how the water stick onto a ball. But you don't have any idea about GRAVITY(maybe!!🤔). The size(mass) of the ball is very very very very very very<<<<<<<<<< small comparing to the size(mass) of the Earth, So the force of gravity that can pull the water onto the ball is very small and thus negligible.
Though there is SURFACE TENSION but it's not strong enough to make water stick on a ball.
So, Answering your question, yes you can put the water onto a ball but it will never stick on it unless you're not here on the earth.
