Hebu tafakari hili! Bandari ya Dar es salaam inatumika na Tanzania, Rwanda, Burundi, Zambia, Malawi, Uganda, DRC!! Jambo la kukera kabisa, miongoni mwa nchi zote hizo, Tanzania ndo inaonekana eti ndo yenye uchumi mzuri!
Ninachotaka kusema ni kwamba, Bandari ya Dar es salaam inatumiwa na nchi maskini!! Na pamoja na kutumika na nchi maskini zenye exports ndogo sana, lakini bado Bandari ya Dar es salaam inafikia wakati inaelemewa!
Hivi ulishawahi kujiuliza endapo by average uchumi wa nchi hizi unafikia kama ule wa Kenya tu, je Bandari ya Dar es salaam itaweza ku-handle shehena ya nchi 7 ambazo kila moja, by average inafikia angalau kama uchumi wa Kenya tu ambayo na yenyewe ni maskini?!
Je, kama miongoni mwa nchi hizo 7, mbili tu miongoni mwao zinafikia angalau uchumi wa South Africa (ambayo na yenyewe ni maskini) tu, bado unaamini Bandari ya Dar es salaam itakuwa na uwezo wa ku-handle uchumi wa hizo nchi?

Kuona hivyo, US wakaanza sasa kusambaza kwa nguvu dhana ya China na Military Bases huku Marekani wakilenga kudhohofisha Belt and Road Initiative iliyokuwa imeletwa na Chin!!
Ajabu, wakati Marekani wanatahadhalisha nchi za Africa kuhusu China kwamba moja ya malengo ya Belt and Road Initiative ni kwa Wachina kujenga military bases, wao wakajisahaulisha kwamba ndio wanaongoza kwa kuwa na military base!
Na usisahau, Propaganda za Military Bases Tanzania hazijaanza leo!!! Kila mwenye masikio alisikia propaganda za eti JK ameiuza Kigamboni kwa George Bush ili Wamarekani wajenge military base!!!
Anyway, sijafika Kigamboni muda mrefu sana... unaweza kuniambia hiyo military base tuliyokuwa tunaambiwa imejengewa upande upi?! Au Shujaa Magu alipoingia madarakani alipiga marufuku ujenzi wa hiyo military base?

Wakati NMB inaanzishwa, serikali ilitumia hii syetem ya management contract, na CEO alikuwa Mmarekani (jina nimelisahau)!
Mmarekani huyu alikuja kubwaga manyanga baada ya Mkapa kulazimisha kuiuza NMB kwa hoja kwamba benki inajiendesha kwa ruzuku ya serikali wakati by the time, benki ilikuwa inajiendesha yenyewe!

What Is a Build-Operate-Transfer (BOT) Contract?
A build-operate-transfer (BOT) contract is a model used to finance large projects, typically infrastructure projects developed through public-private partnerships.
The BOT scheme refers to the initial concession by a public entity such as a local government to a private firm to both build and operate the project in question. After a set time frame, typically two or three decades, control over the project is returned to the public entity.
How Build-Operate-Transfer Contracts Work
Under a build-operate-transfer (BOT) contract, an entity—usually a government—grants a concession to a private company to finance, build and operate a project. The company operates the project for a period of time (perhaps 20 or 30 years) with the goal of recouping its investment, then transfers control of the project to the government.
BOT projects are normally large-scale, greenfield infrastructure projects that would otherwise be financed, built and operated solely by the government. Examples include a highway in Pakistan, a wastewater treatment facility in China and a power plant in the Philippines.
In general, BOT contractors are special-purpose companies formed specifically for a given project. During the project period—when the contractor is operating the project it has built—revenues usually come from a single source, an offtake purchaser. This may be a government or state-owned enterprise.
At individual level, BOT ni kama pale mtu unaifanyia ukarabati mkubwa nyumba ya baba mwenye nyumba kwa gharama zako mwenyewe halafu unaishi "bure" kwa muda fulani ili kufidia zile gharama zako!
