Incompetence in the English language is the biggest obstacle for medical personnel seeking jobs in English-speaking countries.

CS Kagwe asked training institutions to offer quality education to meet global standards.

“We must set standards so that we are sure that there is no exam anywhere on earth that a clinical officer trained in Kenya can fail.”

He said the government will continue to negotiate with other nations to get more jobs, adding that talks with some governments in the Middle East and Europe for the export of clinical officers were ongoing.

SLC Online English Test: There was shock among Kenyans on Wednesday when the Cabinet Secretary for Health Mutahi Kagwe announced that only 10 nurses out of 300 had passed an English test examination that was requirement for getting nursing jobs in the United Kingdom. Many people were surprised on how difficult the questions might have been.

According to a report that appeared in The Standard newspaper on Thursday, the 300 Kenyan nurses who sat for the test had 20 minutes to answer 60 multiple choice questions. “

According to the Standard, the questions included the following five multiple answer questions (It was however not clear if these five questions were part of the actual test or if they were a general sample the media house took):

However, according to author and English teacher Silas Gisiora, the exam was skewed, and did not achieve the desired result. The author further said that the exam is not as easy as people make it out to be.

“If you set an exam and only 10 out of 300 students pass; that exam is not valid statistically and does not serve the interest of the examinee. It is malicious and punitive which is probably the objective. It needs to be rechecked, reset, re-administered and reviewed,” he said.

“The BNC English for instance is really really not easy if you do not teach it. I teach it, the stories are boring, the questions are super ambiguous and I know that is where IELTS get you.”

Majority of health workers shortlisted to work in UK fail English proficiency test exams





The government has reported a mass failure in the English language by health workers seeking employment in the United Kingdom in a pact between the Kenyan and UK governments. Addressing the Kenya Clinical officers Association conference in Mombasa, Kagwe said only 10 out of 300 Healthcare professionals who sat the English examination passed the test.

Nurses begin English training after reports of mass failure​



The government has started retraining nurses following reports that many failed to secure jobs in the UK due to poor command of the English language .

Health CS Mutahi Kagwe in October revealed that out of 300 health workers sent for an English language test only 10 passed.

The ministry on Tuesday launched the training requirements for the purposes of fulfilling the bilateral agreement between the governments of Kenya and the UK that was signed in July last year.


The first cohort of 300 nurses begun training at the Kenya Medical Training College in Nairobi for a period of six weeks before they can re-sit the tests.

Foreign nurses seeking to work in the UK are required to pass the International English Language Testing System (IELTS) or Occupational English Test (OET), as well as Computer Based Test (CBT).

IELTS is a general English language assessment test that is recognised and accepted across all English-speaking countries while the OET is a language assessment test designed for healthcare professionals.

The British High Commission in Nairobi is keen to facilitate consultations between Kenya and UK to make the process clear to enhance the chances of Kenyans' access to jobs in the UK, deputy British High Commissioner to Kenya Josephine Gauld said.

“The English training and accreditation programme is a key step in enabling all Kenyan nurses to access employment opportunities in UK,” she added.

Kenya is expected to send at least 20,000 nurses to the UK in a span of three years in an agreement inked between the two countries when President Uhuru Kenyatta visited UK in July.

The governments of Kenya, UK and Northern Ireland signed a bilateral agreement on July 29 for collaboration in the healthcare workforce.

In Summary
•The Health CS Mutahi Kagwe in October revealed that out of 300 health workers sent for an English language test, only 10 passed.

To pass IELTS, an overall score of seven or above is required for the reading, listening and speaking portions of the exam. A score of 6.5 is required for writing.

Unlike IELTS, the Occupational English Test is scored in grades (A-E). To pass, an overall grade of B or A is required.

In the deal, the nurses will be given three-month free accommodation on arrival for the three-year contract, which is renewable for another three years.

The UK government will also foot air tickets for those departing, and they will be eligible to pay progression, overtime, leave entitlements and they can also relocate their families after a period of three months.
