Jamani spika alisha toa ufafanuzi bungeni kuwa,kwa mujibu wakanuni za bunge wao wanachopaswa kujadiri na kupitisha ni mikataba,naakakazia serikali wanachopaswa kuwapelekea ni mkataba nasio makubariano,naakamaliza kwa kusema kwahiyo tulionao hapa nimkataba.

Summary

  • Mombasa has been losing business to Dar es Salaam, as transporters and importers from the Great Lakes region continue to reroute cargo to the Central Corridor.

The $357 million Dar es Salaam Maritime Gateway Project (DMGP) seems to be bearing fruit: The World Bank has put Dar above its main regional competitor, Mombasa, in a new port efficiency ranking.

The Port of Dar es Salaam rose to position 312 in the 2022 Container Port Performance Index (CPPI) against Mombasa’s position 326 in the survey of 348 ports globally, making it the preferred facility by East African shippers. Djibouti ranked at 26 and the port of Berbera (Somalia) at 144.

The 2021 CPPI report had placed the port of Mombasa at 296, and Dar es Salaam at 316.

The news has been received well in Tanzania, even as comes at a time when legislators are pushing for privatisation of the port to increase efficiency.

Dar port managers attribute the noted success to infrastructure improvements and capacity building, which have helped address operational and physical constraints at the facility.

It goes back to a $345 million credit facility by the International Development Association’s Scale-up Facility and a $12 million grant from the UK’s Department for International Development disbursed in 2017.

2.) Ni kwa faida ya nani kwamba DPW anapewa haki ya bandari zote za Tanganyika, kwamba hakuna mwekezaji mwingine yeyote anaweza kuja kufanya uwekezaji kwenye bandari za Tanganyika bila udalali wa DPW, je, ukiritimba huu ni kwa faida ya nani?

3.) Ni kwa faida ya nani, DPW apewe haki ya kudai kipande chochote cha ardhi yenye ukubwa wowote anaoutaka yeye ndani ya ‘Territory’ ya Tanganyika na sisi tumpe ardhi hiyo kwa kuondoa watu na miradi yote ndani ya eneo alilolitaka, na tumpatie bire kabisa kwa gharama zetu sisi, hata fidia tulipe sisi ili kuondoa watu kumpisha, huu uwendawazimu ni kwa faida ya nani?

4.) Ni kwa faida ya nani, kwamba sisi tuliowekeza matrillion ya mikopo kuendeleza bandari na tukiwa kama wamiliki wa rasimali ya bandari, tupate 0% ya faida itakayotokana na uendeshaji wa huduma za kibandari, yaani ni kana kwamba yeye kawekeza 100% na hivyo achukue 100%? Uwendawazimu huu ni kwa faida ya nani?

5.) Ni kwa faida ya nani, kwamba mkataba unahusisha bandari za Tanganyika tu na sio za Zanzibar, ilihali bandari ni suala la Muungano? Je, Zanzibar haitaki kunufaika au yenyewe haitaki matunda ya mkataba huu? Ukizingatia walioongia huu mkataba wote ni waZanzibari, kuanzia Samiah Suluhu Hassan, Makame Mbarawah, Hamza Johari na wenzao, kwamba hawataki Zanzibar yao ipate matunda mazuri ya mkataba huu?!

6.) Ni kwa faida ya nani kusema kwamba, hata DPW akavunja mkataba na kukiuka kanuni na taratibu zote zinazotambulika kimataifa, bado hatutaweza kuvunja , kuusema vibaya au kujitoa kwenye mkataba, milele! Uwendawazimu huu ni kwa faida ya nani?

7.) Ni kwa faida ya nani kwamba pamoja na kuwa DPW watachukua 100% ya faida, bado tena faida hiyo watapewa Msamaha wa kodi kwa 100%, yaani hata hicho wanachovuna nacho hatuchukui kodi, na wakti huo huo tunakamuliwa kodi za miamala, uwendawazimu huu ni kwa faida ya nani?
