Foreign ministers from Russia and Ukraine will meet in Turkey on Thursday (10 March) in the first high-level talks between the two countries since Moscow invaded its neighbour, with Ankara hoping they could mark a turning point in the raging conflict.

Ukrainian Foreign Minister Dmytro Kuleba has tempered expectations for a ceasefire agreement or other results from the meeting with Russian counterpart Sergei Lavrov, on the sidelines of a diplomacy forum in Turkey’s southern province of Antalya.

Russia’s invasion has uprooted more than 2 million people in what the United Nations calls the fastest humanitarian crisis in Europe since World War Two.

NATO member Turkey had repeatedly offered to mediate between the sides and will host their top two diplomats after weeks of mediation attempts by world powers.

Kuleba urged Lavrov to approach the talks “in good faith, not from a propagandistic perspective.”

“I will say frankly that my expectations of the talks are low,” Kuleba said in a video statement on Wednesday. “We are interested in a ceasefire, liberating our territories and the third point is to resolve all humanitarian issues.”

Moscow has said it is ready for talks with Ukraine, but that all of its demands – including that Kyiv takes a neutral position and drops aspirations of joining the NATO alliance – must be met to end its assault.

Delegations from the two countries have held three rounds of talks previously, two in Belarus and one in Ukraine. Despite some positive signs on humanitarian arrangements, those negotiations have had little impact.

Moscow calls its incursion a “special military operation” to disarm Ukraine and dislodge leaders it calls “neo-Nazis.” Kyiv and its Western allies dismiss that as baseless pretext for an unprovoked war against a democratic country of 44 million people.

Turkey’s balance

Bringing Lavrov and Kuleba together marks “a step forward” and could escalate diplomacy at higher levels in Moscow, said Mustafa Aydin, professor at Kadir Has University in Istanbul.

“Russia is not yet close to entertaining peace, though it is slowly changing its stance,” he said. “Its initially uncompromising posture is slowly giving way to a negotiation stance though not yet enough for a concrete outcome.”

Turkey shares a maritime border with Russia and Ukraine in the Black Sea and has good ties with both. Ankara has called Russia’s invasion unacceptable and appealed for an urgent ceasefire, but has opposed sanctions on Moscow.

While forging close ties with Russia on energy, defence, and trade, and relying heavily on Russian tourists, Turkey has also sold drones to Ukraine, angering Moscow. It also opposes Russian policies in Syria and Libya, as well as its 2014 annexation of Crimea.

Turkish Foreign Minister Mevlüt Çavuşoğlu said both Lavrov and Kuleba had requested that he attend
the talks on Thursday, adding he wished the meeting could be a “turning point”.

At the weekend, Turkey and Israel ramped up their push for mediation. Turkish President Recep Tayyip Erdoğan urged Russian President Vladimir Putin to declare a ceasefire in a call on Sunday.

Israeli Prime Minister Naftali Bennett held talks with Putin in Moscow at the weekend, and later spoke to Ukrainian President Volodymyr Zelenskyy.

The US has sent its vice president, Kamala Harris, to Poland, along with a missile defence system, to reassure NATO allies. For now, the US has demurred to Ukrainian requests to establish a no-fly zone in Ukraine, instead focusing on drawing a red line at Poland. Former Vice President Mike Pence visits Ukraine border



Former Vice President Mike Pence and his wife, Karen Pence, visited refugees fleeing Ukraine at a Polish border crossing. Pence spoke with some of the refugees and told them "the American people are with you."

He joined staff with Samaritan's Purse, a North Carolina-based evangelical Christian humanitarian aid organization, as they helped set up medical operations and relief distributions.

“I want to thank Mr. and Mrs. Pence. I’m grateful for their support of the Ukrainian people and that they took the time to encourage our staff who are serving on the ground,” said Franklin Graham, president of Samaritan’s Purse. “We need to continue to pray for Ukraine and pray for peace.”

The $13.6 billion emergency package for Ukraine includes money for humanitarian aid, defense assistance and economic support for the region. Lawmakers more than doubled the amount of money in the package over the past several weeks as the severity of the fighting and humanitarian crisis in Ukraine grew.

The money is divided between what lawmakers term "lethal" and "humanitarian" aid.

$13.6 billion package would buy $3 billion in new weapons for Ukraine, instead of the $1.5 billion in new weapons included in Biden’s $10 billion request. It’s a win for Ukrainian President Volodymyr Zelensky, who pleaded with U.S. lawmakers in a Zoom call Saturday for more support as his country fights a Russian invasion.

The package also includes $650 million to build up the forces of Ukraine and Eastern European NATO countries through the State Department’s foreign military financing program. The idea is that some of those countries, which have sent U.S.-supplied weapons to Ukraine, would be able to use the funding to replace them.

It also authorizes $4 billion in loan guarantees, as a means to help NATO allies replace their Russian-made military equipment.

Other funds would cover Pentagon costs since the U.S. activated some 14,000 troops in support of NATO countries, spread from Estonia to Romania. America’s F-35 joint strike fighters, AH-64 Apache helicopters, KC-135 Stratotankers and RC-135 Rivet Joint surveillance aircraft have also been deployed as part of the deterrence effort.

"Russia's war of aggression constitutes a tectonic shift in European history," a draft of the meeting's final declaration said. Leaders will discuss "how the EU can live up to its responsibilities in this new reality, protecting our citizens, values, democracies, and our European model." Diplomats said that they would discuss ways to boost Europe's self-reliance, especially in the field of energy. The EU imports about 40% of its natural gas from Russia.


EU leaders gathering at the famed Versailles Palace near Paris described Moscow's attack on Ukraine as a wake-up call for the 27-nation bloc to take a more muscular approach to ensuring its security.

The bloc's foreign policy chief Josep Borrell said he expected the leaders to sign off on a proposal to expand the spending package that has seen the bloc fund weapons going to Ukraine.

The EU last month broke a long-standing taboo by agreeing to pay for arms deliveries to Ukraine after Russian President Vladimir Putin launched the invasion of his pro-Western neighbour.

Hundreds of troops from the U.S. 82nd Airborne Division have deployed in the forested mountains of eastern Poland, just a few kilometers from the Ukrainian border. That puts them in close proximity to recent Russian airstrikes on targets in western Ukraine.

The contingent is part of a wider deployment of some 5,000 U.S. troops sent to Poland in recent weeks and is in addition to the 4,000 American soldiers already in the country.

NATO has said the deployments send a message to Moscow: that the alliance will defend "every inch" of its territory.

However, there are growing concerns of an accidental engagement between the U.S. and Russia. Communication channels have been set up to avoid that scenario.

There are also fears that NATO troops in eastern Europe could be targeted in the event of escalation. Russia's President Vladimir Putin last month raised the alert level of its nuclear forces, in response to what he described as NATO's "aggressive statements."

"NATO still is saying that it will not intervene on Ukrainian territory, but increasingly Western weapons are flowing into Ukraine through NATO member states," notes Constanze Stelzenmüller, a senior fellow at the Washington-based Brookings Institution.

"It is possible that Putin will, or in fact already sees such military support – which it has to be said on our side is not particularly controlled or accompanied by careful messaging – as NATO joining the fight. In other words, the discussion, to some degree, is now about whether Putin would be willing to use tactical nuclear weapons against NATO forces on NATO territory. That would be a new world," Stelzenmüller told The Associated Press

For decades, Ukraine has acted as a buffer zone between Russia and NATO. But if the Kremlin's forces seize all of Ukraine, there is little to separate NATO troops and Russian soldiers. At Arlamów, and along much of the frontier, there is no border fence – just mountains and forests.

From 6 to 9 February 2022, Admiral Rob Bauer, Chair of the NATO Military Committee was in Lithuania to meet with senior military and political officials. On 9 February he attended the ceremony for the 5th anniversary of the NATO enhanced Forward Presence multinational battle group deployment in Lithuania.

After an official welcome ceremony at the Ministry of National Defence on 7th February, the Chair of the NATO Military Committee, Admiral Bauer sat down with Lieutenant General Rupšys, Chief of Defence of Lithuania, to discuss the ongoing security challenges facing Lithuania and the Alliance as a whole. Admiral Bauer thanked Lithuania for its enduring commitment and contributions to NATO.

This visit is an opportunity for me to thank the people of Lithuania, on behalf of the NATO Military Committee, for their continued and unwavering support to our Alliance. It has been 18 years since Lithuania made the sovereign choice to join NATO. Since then, Lithuania has become a staunch and important ally contributing actively to not only its own security but also to Allied, European and global security”, he added.

Later that day, Admiral Bauer met with Minister of Defence Arvydas Anušauskas, Vice-Minister of Foreign Affairs Arnoldas Pranckevičius, and members of the Parliamentary Committee on National Security and Defence.
On 8th February, Admiral Bauer delivered a speech for the Institute of International Relations and Political Science of the Vilnius University in which he explained the role of military advice within the NATO political decision-making process.

Together with NATO Deputy Secretary General, Mr Mircea Geoană, Admiral Bauer met with the President of Lithuania, H.E. Mr Gitanas Nausėda. Discussions centred on the security situation in and around Ukraine, Belarus and the importance of a common approach to the collective defence of the Alliance.

Later that day, Admiral Bauer travelled to the Lithuania-Belarus border for a presentation on the border-surveillance system. He was informed of Lithuania’s efforts in handling the instrumentalisation of migration and of the cooperation between the State Border Guard Service and the Armed Forces.

On 9th February, Admiral Bauer joined the Lithuanian President, H.E. Mr Gitanas Nausėda, NATO Deputy Secretary General, Mr Mircea Geoană and other international officials at the Training Regiment in Rukla for the 5th anniversary ceremony of the NATO enhanced Forward Presence (eFP) multinational battle group in Lithuania.

In his speech, Admiral Bauer highlighted the effectiveness and importance of the eFP for NATO’s deterrence and defensive posture. The eFP battlegroups “are part of NATO’s broader deterrence and defence posture. They symbolise NATO’s resolve and unity. They send an unmistakable message to any potential aggressor. As an Alliance, we will continue to take all necessary vigilance measures to defend and protect all Allies, including through strengthening our collective defence.”

Admiral Bauer praised the troops for their contribution to Alliance’ task to defend and deter: “Lithuania has the legend of the ‘Iron wolf’. Standing on top of a mountain, howling with the strength of a hundred wolves. Echoing the glory of the deeds of the Lithuanian people and their rulers. Today, on behalf of the NATO Military Committee, I praise you. And the work you do to send an unmistakable message to any potential aggressor. You embody an important truth that we are much stronger together than we are alone. I am intensely proud of you.”

At the end of the ceremony, the new symbolic eFP monument was unveiled to commemorate the continued contributions of the men and women who serve peace and security.

Afterwards, the Admiral visited the NATO Energy Security Centre of Excellence. Since being accredited in 2012, the Centre has been providing expert advice on questions related to operational energy security.

During the final part of the country visit, the Deputy Secretary General and the Chair of the NATO Military Committee met with Prime Minister Ingrida Šimonytė.

Russia attacks military base in western Ukraine, reportedly killing 35, injuring

An area outside the major western Ukrainian city of Lviv was targeted by a missile attack early Sunday.

Eight missiles are believed to have been fired at Ukraine's Center for International Peacekeeping and Security, according to Lviv's Regional Military Administration on Telegram.

The center is located in Yavoriv, not far from the Polish border and some 40 kilometers (25 miles) northwest of Lviv. Lviv regional governor Maksym Kozytskyy said on Telegram that 35 people have died in the strike and a further 134 were injured.

The strike on the military base could possibly be a Russian message intended for NATO. The US and other NATO countries previously conducted training exercises with the Ukrainian military at the center called Rapid Trident 21, according to the US Army website.

A Ukrainian general cited by the US army website said the Rapid Trident 21 exercises held at the Yavoriv center were "not just another stage of military skills improvement, but also an important step towards Ukraine's European integration.

"Ukraine's defense minister said in a tweet that "foreign instructors" work at the training center. A NATO official told Reuters news agency that there were no alliance personnel at the base.

The mayor of Ivano-Frankivsk, Ruslan Martsinkiv, said on Facebook that the western Ukrainian city's airport was also targeted in an attack early Sunday. A Russian airstrike in the southern city of Mykolaiv near Odesa left nine people dead, according to regional governor Vitaliy Kim.

Mykolaiv serves as an important transportation hub within Ukraine. The mayor of Dniprodrudne, Yevheniy Matvieyev, was kidnapped by Russian forces, according to Ukrainian officials such as Foreign Minister Dmytro Kuleba. Dniprorudne has around 20,000 inhabitants.

Earlier, Russian troops kidnapped Melitopol Ivan Federov on Friday, Ukraine's parliament said. The UK's Defense Ministry (MOD) said Russian forces are attempting to "envelop" Ukrainian troops in the eastern parts of the country "as they advance from Kharkiv in the north and Mariupol in the south."

WASHINGTON—Ukrainian President Volodymyr Zelensky will address Congress on Wednesday, as the Russian incursion into Ukraine intensifies and the Biden administration grapples with how to respond.

Almost all of Russia’s assaults on Ukrainian cities remain stalled, and there have been little or no advances made over the weekend, a senior U.S. Defense Department source said Monday.

Ukrainian resistance to the Russian invasion remains strong, particularly around the cities of Kyiv and Cherniv, according to the official who was not authorized to speak publicly about intelligence assessments.

The assessment comes the same day Russian presidential spokesman Dmitry Peskov said the military operation is "proceeding in accordance with the original plan and will be completed on time and in full."

The U.S. official acknowledged that some cities have been surrounded and face increasing bombardment from Russian long-range artillery and missile attacks. Russia has fired more than 900 missiles at Ukrainian targets since the invasion began, and the attacks have become increasingly indiscriminate, the official said.

The attack over the weekend on the Yavoriv military training base in western Ukraine consisted of dozens of cruise missiles launched by Russian bombers inside Russian airspace, the official said. The attack from a distance, the official said, showed that a no-fly zone over Ukraine sought by the battered nation would not necessarily prevent Russia from assaulting by air.

There were no U.S. troops, contractors or citizens at the base when the missiles struck, the official said. Florida National Guard troops had trained Ukrainian forces there, but left the base before the Russian invasion. At least 35 people died in the attack.
Russia, despite its advantages in warplanes, has not dominated Ukrainian airspace, the official said.


Elsewhere in Ukraine, about 50 Russian vehicles moved southeast of Kharkiv, apparently seeking to link up with Russian forces in the south, the official said. They appear intent on cutting off Ukrainian troops fighting in the eastern part of the country.
The long-stalled Russian convoy north of Kyiv remains mostly stuck, the official said.

The White House is discussing a possible trip by President Biden to Europe in the coming weeks as part of the administration's response to Russia's assault on Ukraine, people familiar with the matter said.

The possible trip is still in the planning stages, the people said, adding that no decision has been made. NBC News previously reported that Mr. Biden may travel to Europe.

The U.S. president is unlikely to visit Ukraine because of security considerations. But he could travel to other areas of Europe, including Brussels, where the North Atlantic Treaty Organization is headquartered, the people said.

Vice President Kamala Harris traveled to Poland and Romania last week, where she reiterated U.S. support for NATO and the Ukrainian people.

Ukrainian President Zelensky addresses House of Commons

Ukrainian President Volodymyr Zelensky is expected to deliver a virtual address to Parliament today as his country continues to defend itself from Russian attack.

Ahead of the address, Foreign Affairs Minister Mélanie Joly announced new restrictions on 15 Russian officials who "enabled and supported President [Vladimir] Putin's choice to invade a peaceful and sovereign country."

The day is expected to kick off around 11:15 a.m. ET with remarks by Prime Minister Justin Trudeau, to be followed by Zelensky's speech.

CBC News will carry it live on CBC News Network, CBCNews.ca and the CBC News app.

After Zelensky's speech, the Speaker of the Senate and the Speaker of the House will address the House, followed by the leaders of the three main Opposition parties and a member of the Green Party.

Hodges: Ukraine needs to get as much military assistance from the West as possible | Conflict Zone



Former US Army Europe Commander Lt. General Ben Hodges says he thinks Vladimir Putin has badly miscalculated and will no longer be able to attack in Ukraine. Hodges, who retired from active service in 2018, told Tim Sebastian that Russia is "close to culminating" and that the next ten days are critical. Hodges said Ukraine needed to be supplied with as much military assistance from the West as possible and that he did not believe those around the Russian president wanted nuclear escalation. Hodges also addressed reports that Moscow was seeking military assistance from China. "The Chinese have to decide what they want their role in the world to be."
