Previewing SADC Extraordinary Double Troika Summit with Sophie Mokoena



Security and Defence Ministers of the Southern African Development Community (SADC) have met in Mozambique on Wednesday ahead of the Extraordinary Double Troika Summit.

The meetings will be discussing the instability and insurgency in Mozambique's northern region of Cabo Delgado. Militants have been terrorising the region since 2017. Heads of States will convene for the double summit in Maputo on Thursday. We bring in SABC Foreign Editor Sophie Mokoena.

SADC to convene Extraordinary Double Troika Summit to deliberate on measures to address terrorism in Mozambique​

6th April, 2021, Gaborone, Botswana - The Southern African Development Community (SADC) will on Thursday, 8th April 2021, convene an Extraordinary Double Troika Summit, in Maputo, Mozambique, to deliberate on measures to address terrorism in the Republic of Mozambique.

SADC is deeply concerned about the continued terrorist attacks in Cabo Delgado, especially for the lives and welfare of the residents who continue to suffer from the atrocious, brutal and indiscriminate assaults.

Reacting to the recent terrorist attacks on the town of Palma, in Mozambique, H.E. President Dr. Mokgweetsi Eric Keabetswe Masisi, of the Republic of Botswana, and Chairperson of the Organ on Politics, Defence and Security Cooperation said, “that the attacks in Mozambique were an affront to peace and security, not only in Mozambique, but also in the region and the international community as a whole.

The Extraordinary Double Troika Summit will be preceded by the Extraordinary Organ Troika Summit which will also take place on the 8th of April 2021, as well as the supporting Technical meetings on the 7th of April 2021.

The SADC Summit is the overall policy-making institution of SADC, and it is managed on a Troika system that comprises the current SADC Chairperson, the incoming Chairperson and the immediate previous Chairperson.

In this regard, the SADC Double Troika comprises of the SADC Troika Member States namely Republic of Mozambique (Current Chair of SADC); Republic of Malawi (incoming Chair); United Republic of Tanzania (Outgoing Chair); while the Organ Troika Member States comprises the Republic of Botswana (current Chair); Republic of South Africa (incoming Chair); and the Republic of Zimbabwe (outgoing Chair).

The SADC Organ on Politics, Defence and Security Cooperation is the body whose overall objective is to promote peace and security in the region in line with Article 2 of the SADC Protocol on Politics, Defence and Security Cooperation.

A communique on the key outcomes of the Extraordinary Double Troika Summit will be issued at the end of the deliberations.

President Cyril Ramaphosa will, on Thursday, attend an Extraordinary Double Troika Summit of Heads of State and Government of the Southern African Development Community (SADC) in Maputo, in Mozambique, to deliberate on terrorism in the region following attacks in the Cabo Delgado province.

The summit has been convened by Botswana President Mokgweetsi Masisi in his capacity as chair of the SADC Organ on Politics, Defence and Security Cooperation.

“SADC is deeply concerned about the continued terrorist attacks in Cabo Delgado, especially for the lives and welfare of the residents who continue to suffer from the atrocious, brutal and indiscriminate assaults,” the Presidency said.

Ramaphosa will be accompanied by Minister of International and Cooperation Dr Naledi Pandor, Minister of Defence and Military Veterans Nosiviwe Mapisa-Nqakula and Minister of State Security Ayanda Dlodlo.

Miaka ya Kuanzia 1970 wasukuma waliamua kuitafuta shule hadi miaka ya 1990 idadi ya wasukuma wasoomi iliongezeka kwa kasi hadi leo taaluma ngumu ngumu wamejaa wasukuma.

Ndiyo maana serikalini leo wamejaa ikiwepo, bungeni.Mawaziri walioapishwa juzi not less than 6 out of 30 ni wa Sukuma. Makatibu wakuu ndiyo usiseme. Chuki zenu kwa Sukuma Gang itawapa kisukari.

Miaka michache ijayo wasukuma wasomi kwenye rare professional watakuwa wengi kama u yoga. Siyo kosa lao bàli idadi yao na pia lishe wanayokula ya kujenga ubongo yakiwemo maziwa.

Wangapi mnakunywa maziwa kwa hiari? Lakini kwa wasukuma hawahitaji kuandikiwa na daktari kunywa maziwa. Mtawachukia bure baling ni baraka za Mungu.
 

SADC leaders to meet in Maputo over Mozambique terror threats​

The Southern African Development Community (SADC) will hold a two-day extraordinary Troika Summit in Maputo from Thursday to Friday to deliberate on measures to address terrorism in the host country Mozambique.

According to a notification sent to member states by the bloc’s secretariat, there will be a meeting of defence and security clusters from all member states on the first day. These are drawn from the military, intelligence services and the police. That will be followed by a meeting of the commanders of the countries' defence and security clusters.

The first day will be capped by a ministerial meeting of the troika composed of foreign affairs ministers from Tanzania (SADC chair), Zimbabwe, SA and Botswana.

The second day will start with the Troika summit where Zimbabwe, Botswana and SA’s presidents will meet since they form the organ on politics, defence and security. It will end with a meeting comprising heads of all member states.

The SADC meeting comes after Islamic State-linked insurgents late last month attacked the strategic town of Palma. The contract of retired former Zimbabwe army commander Lionel Dyck, director of the Dyck Advisory Group, a private military company contracted by the Mozambican police to help fight the rebels, expired on Tuesday.

Calling for increased aid relief in Mozambique, Refugees International’s director of communications Sarah Sheffer said “over the last year, the number of people displaced internally has skyrocketed from 70,000 to 700,000”.

“Refugees International calls on the international community to mobilise a swift response to this humanitarian crisis and for an end to the violence. Humanitarian actors are already stretched thin: the current humanitarian appeal for the Cabo Delgado emergency is only 1% funded. Donors must step up immediately to provide much-needed support,” she said.
