Kenyans are paying up to Sh19 more for a litre of petrol compared to their East African neighbours of Tanzania, Uganda and Rwanda as heavy taxation takes a toll on consumers.

Motorists and transporters are paying more than double what their counterparts in Addis Ababa are paying, where a litre of petrol and diesel are retailing at an equivalent of Sh51.28 and Sh44.66, respectively.

In Uganda, which imports part of its fuel through the Port of Mombasa, a litre of super petrol is retailing at Sh131 which is lower compared to Kenya's Sh134.72.


A litre of diesel in the neighbouring country is slightly higher, by Sh2, retailing at Sh117.28 compared to Sh115.60, despite the products going through Kenya into the landlocked country.

In Dar es Salaam, a litre of super petrol is retailing at Sh115.26, which is Sh19.46 less than that of Nairobi.

Diesel is going for Sh106.90 while kerosene is retailing at Sh103.34, compared to Nairobi's pump price of Sh110.82.

A litre of petrol and diesel in Kigali(Rwanda) is Sh121.08 and Sh110, respectively, despite being a land-locked country importing through Tanzania and Kenya.

On Tuesday, fuel prices in Kenya hit a historic high after prices of petrol, diesel and kerosene increasing by Sh7.58, Sh7.94 and Sh12.97, respectively.

“The prices are inclusive of the eight per cent Value Added Tax in line with the Finance Act 2018, the Tax Act 2018, the Tax Laws(Amendment) Act 2020 and the revised rates for excise duty adjustment for inflation,” EPRA director general Daniel Kiptoo said.

The increase came despite lower global crude prices in August which averaged $70.75 a barrel, down from $75.17 in July, and a drop in the landed cost of fuel at the Port of Mombasa.

Consumers in the country pay at least nine different taxes on fuel products which constitute the biggest share of final pump prices.


They include excise duty which takes the lion's share of Sh21.95 of every litre of petrol followed by the Road Maintenance Levy (Sh18).

VAT has been adjusted upwards to Sh9.98 while the Petroleum Development levy is charged at Sh5.40.

Other levies included in the fuel pricing are Petroleum Regulatory Levy, Railway Development Levy, Anti-adulteration Levy, Merchant Shipping Levy and the Import Declaration Fee.

The high fuel prices are expected to increase the cost of living in the country, where inflation has been rising since April, hitting an 18-month high of 6.57 in August.

Manufacturers and transporters have since warned of a jump in the cost of goods and services as they move to pass the high operational costs, occasioned by the fuel price jump, to the consumers.

Agricultural products are also expected to become costlier as diesel is a key input in production, mainly in large scale farming where machinery is used.

A number of other taxes introduced by the Finance Act 2021 are also expected to impact the cost of production in the country, affecting the prices of finished goods in the retail market.

The Consumers Federation of Kenya (COFEK) has since called on the President to request parliament to review the Finance Act.

“We need to ease the cost of living especially by dropping added taxes on cooking gas, fuel and essentials foodstuffs,” Secretary-General Stephen Mutoro said.

The government spokesperson, Mr Gerson Msigwa, said yesterday that the country registered 133 new projects valued at a total of $2.98 billion (about Sh7 trillion) between March and August 2021.

Mr Msigwa made the statement when addressing the media in Dodoma at his weekly briefing, saying a report by the Tanzania Investment Centre (TIC) says that the 133 new projects were 28 more than the 105 projects worth $510 million, and which were registered during the same period last year (2020).

“Most of the investments are directed at agriculture, construction, trade, energy, infrastructure, finance, financial institutions, transportation, tourism and services sectors,” he said in a live broadcast.

Mr Msigwa attributed the increase to measures taken by the government through TIC that include introduction of one-stop services at TIC.

The move has put 12 government institutions - including the Tanzania Revenue Authority (TRA), Business Registration and Licensing Agency (Brela), the Tanzania Electric Supply Company (Tanesco) - under one roof, thereby reducing inconveniences to investors.

The government has also introduced the Tanzania Investment Window (TIW) that provides room for prospective investors from across the world to register investments online. “At least 273 pieces of land covering 159,721 hectares have been surveyed in different regions, thus easing land acquisition processes to prospective investors.

“Also, customer services at the TIC have been significantly improved,” he said.

Mr Msigwa - who is also the Information Services Department director - said 36 projects (27 percent of the 133 projects) have been registered by individual Tanzanians, while 34 others (25.56 percent) are partnerships.

He named some of the projects being implemented as the $180 million (Sh423 billion) fertiliser factory in Dodoma, with an annual capacity to produce 500,000 tonnes of fertilisers, and employ 3,000 workers.

Mr Msigwa said an Egyptian firm has invested in development industrial parks, thus not only creating jobs, but also produce goods and reduce imports.

“S. J. Sugar Company is investing in sugarcane production at Kitere Village in Mtwara Region. It is in the final stages of land acquisition before starting production,” he said - adding that the $300 million project is being implemented by the Mufindi Paper Mills under Rai Sugar in Kasulu District, Kigoma Region.

He said President Samia Suluhu Hassan would like more investments in assorted projects that create a win-win situation. Prospective investors are, therefore, encouraged to choose Tanzania as the preferred investment destination.

“Investors are assured of reliable markets due to the country’s rapid population growth, as well as its membership in the East African Community (EAC) and the Southern African Development Community (Sadc),” he said.

He said the country has recently ratified the African Continental Free Trade Area (ACFTA) protocol and that it has signed several agreements allowing locally produced products to be traded in China and the US.
