Taking Indo-African bilateral relations to the next level, Indian healthcare major Apollo Hospitals and the Tanzanian health ministry today signed the African nation's first memorandum of understanding (MoU) for public private partnership (PPP) in the health sector.
According to the agreement, Apollo Hospitals would provide expertise and machinery for a 350-bed super speciality hospital in the Milimani city of Dar es Salaam, while the Tanzanian government would provide the land and bear the construction costs, Blandina S J Nyoni, Tanzania's health secretary, told Business Standard

The MoU was signed in the presence of Prime Minister Manmohan Singh and Tanzanian President Jakaya Mrisho Kikwete today, at the end of the first Indo-Tanzania bilateral summit on Tanzanian soil. Apollo Hospitals Chairman, Prathap C Reddy, who flew down to the port city to sign the agreement, told Business Standard, "The Tanzanian government is giving a lot of importance to the health sector. This is a key area, not just in Africa, but also in other parts of the world. We would be happy to expand our presence in Africa." The total expenditure for the Apollo Hospitals project is estimated at $60 million.
China is currently building a heart institute in the National Hospital in Tanzania, with a grant of $63 million, while South Korea is helping in setting up a medical college in the country. "We chose to do it ( Milimani's super-speciality hospital) with India, since we have a long-term relation with India," said Blandina S J Nyoni.
President Jakaya Mrisho Kikwete said the project would help Tanzania in capacity building and reduce its expenditure on sending patients for treatment abroad.
"Currently, we spend $8 million every year to send our citizens abroad for treatment. Now, we are trying to build local capacities", he said. However, he also mentioned China's "generous" help in building the 200-bed heart wing in National Hospital.
Bangalore based Vigyan Education Foundation had set up the first private medical and technological university in Tanzania. The university was also the first private university in Tanzania.
For Apollo Hospitals, this would be its first hospital in Africa. "We have helped in some other ways in the healthcare sector, but this is the first time we would be running a hospital," Reddy told Business Standard. President Jakaya Mrisho Kikwete, in his speech, said he expected five more such hospitals to be set up by Apollo in various parts of the country, including Zanzibar.

Hata mimi nilitaka kuuliza swali kama hili. Kwani ajabu hapo iko wapi? MoU ni makubaliano kuwa na uelewa wa pamoja kwamba Taasis fulani itatoa huduma fulani katika muktadha fulani na hapa kwa mfano, hizo taasis za "kanisa' zitatoa huduma kufuatana na makubaliano hayo. Serikali nayo imekubali kufanya mambo fulani kama namna ya mashirikiano.Hizo huduma kwani haziwasaidii wenye imani tofauti? Ni lini taasis zenu nyie mnaokereketwa na hii MoU zilikataliwa kusaini MoU na serikali?

Mbona Serikali ina saini MoU n akila taasis inayoshiriki katika kusaidia kufanya kazi au kutoa huduma? Mbona hamuulizi MOU za serikali na UN, Bilaterals kama NORAD, SIDA etc?
Au kwa vile hapa kuna "udini"? Hebu tuache mambo mepesi tujadili issues nzito.Huu udini unakuwa kama ajenda ya siri ya kuleta machafuko hasa ukizingatia wengi wa watanzania bado ni wageni sana wa modalities mbalimbali za namna serikali inavyofaya kazi kushirikiana na taasis zisizo za kiserikali.
 
Tatizo ni kwanini Serikali imeingia makubaliano na Kanisa; kwa maoni ya watu inaonesha kuwa Serikali inapendelea makanisa. Kwa baadhi ya watu haijalishi kama mambo ya MoU ni ya kawaida au haijalishi kama serikali inafanya hivyo kwa taasisi nyingine hata ziwe za Kihindu au Kiislamu au mashirika mengine yasiyo ya kiserikali. Haijalishi. Tatizo ni kuwa kanisa limeingai makubaliano hayo. Na utaona kuwa watu hawataki kuangalia kabisa kuwa ilipofanyika Rais alikuwa ni Muislamu - hata hilo halijalishi.

Kuna msemo kwamba ni kujaribu kutengeneza kimbunga kwenye kikombe cha chai!

Kama tunakuwa na rais wa nchi (sio TFF) ambaye waziri wake au mtu aliyemteua anaridhia mkataba unaopelekea mabilioni ya fedha za umma zielekezwe kwenye taasisi 'zisizostahili' kupata fedha hizo, tena bila ridhaa ya rais, basi hapo tatizo ni rais na sio waziri au mtu mwingine yeyote. Kama Rais Mwinyi asingeafiki, alikuwa na mamlaka ya kuuvunja mkataba na kumwajibisha aliyesaini, lakini hakufanya hivyo. Vile vile, hata marais waliofuatia na watakaokuja wana mamlaka ya kikatiba ya kuvunja hiyo MoU kama wanaona ilikuwa ni kosa kwa serikali kufanya hivyo, la sivyo wao ndo wanastahili lawama.

Hata mtu anayeilalamikia hiyo MoU kichinichini ana matatizo maana mahakama zipo,nenda mahakamani kama raia wa TZ na upinge hiyo MoU-mbona Mtikila ameweza kwenye suala la mgombea binafsi? Rais wetu pia ni msikivu, peleka kilio chako kwake, kama kuna mantiki utasikilizwa.
 

Vitu viwili tofauti umezungumza. Bilateral agreement ni tofauti kabisa na hii memorandum of understanding ilivyosaigniwa. Hii inazungumzia Serikali ya TZ kuipatia funds Kanisa ktk uendeshaji wake.
Ktk Katiba ya TZ, serikali inatakiwa isiwe ina upendeleo wowote na dini yoyote au taasisi yoyote ya kidini. Sasa huoni kama hii memorandum inavunja katiba ya nchi?
 

Je ni haki ya serikali kufanya hivi kisheria kwa mujibu wa Katiba ya nchi? Hapa naona Serikali imevunja katiba ya nchi.

Under the agreement which was signed at the State House in Dar es Salaam, Tanzania will co-operate with the Agakhan Development Network in areas of health, education, tourism and culture.[/SIZE][/SIZE][/SIZE]
[SIZE=-1][SIZE=-1][SIZE=-1] A statement issued after the signing ceremony said the agreement is a successor agreement of the Accord of Co-operation for Development signed on July 1991, relating to the socio-economic and cultural development in Tanzania.[/SIZE][/SIZE][/SIZE]

Usikimbilie kutumia nguvu kubwa sana kwa kitu kidogo. Hamna sheria iliyokiukwa hapo.

Katiba haijavunjwa..labda uonyeshe kifungu kipi cha Katiba.

Ingekuwa huduma hizo zinatolewa kibaguzi basi hapo Katiba inayopinga ubaguzi wa aina yoyote ingekuwa imekiukwa. ( Pls refer definition of discrimination na pia Bill of Rights in the Constitution).

Kanisa ni taasis ya kidini, ambayo itapewa funds kiundeshaji na serikali ya TZ. Sasa Katiba ya nchi inasema serikali isiwe na upendeleo na taasisi yoyote ya kidini. Sasa huoni kama Katiba ya nchi imevunjwa hapo?

Hizo agreement ulizokuwa unasema ni Aga Khan. Aga Khan haitegemei funds kutoka serikali ya TZ ktk uendeshaji wake.

Tatizo siyo utolewaji wa hizo huduma. Tatizo hizo huduma zinahudumiwa na fedha ya serikali, sasa kama ni za public kwa nini ziwe za upande mmoja tu?
 

Ndugu yangu..nakuomba tena unisome vizuri na unielewe.Nimesema "Bilateral Donors, signing MoU"! Sijazungumzia "bilaterla agreements" hizi ni dhana mbili tofauti japo muktadha ni ule ule.
 

Tatizo lako ni "fedha" au nyenzo kuelekezwa nje ya serikali?

Sijui kama unaelewa kwamba Serikali inaweza kutoa fedha au nyenzo nyingine na kuzipa taasis zisizo za serikali zikiwemo FBOs na NGOs katika kutoa huduma au hujui hilo?
Mfano utakaokupendeza labda ni ule wa Serikali kutoa Majengo ya VETA Morogoro ili kuwapa Waislamu kuanzisha University. Hili nalo hulijui/ Mbona hakuna anayelalama kiasi hiki?
 
Tatizo la MOU liko wapi? Kumbuka ni jukumu la serikali kutoa huduma kwa wananchi 100%. Serikali yetu inaweza?
