You are avoiding details (seems like purposely) on how the organization became the fist of the ruling party (CCM), thus put
under direct party control. No other oversight existed over it. What existed at the centre "structurally" was the
political police. Main Tasks included:
1. Suppression and oppression of all kinds of political opposition in the country. A young state had to focus on "Unity and order"...
2. Total control over the society.
No Parliament sitting adopted law/s to determine the activities of the security services, or at least the laws were vague. Basically, the activities of the organization were activities defined and guarded by Revolutionary Party (CCM).
I am in contrary to Zitto et al thinking on dissolving TISS. Dissolving the organization would be disastrous to the Nation because doing so would fulfil the objectives of organized criminals. Many of the would be former intelligence agents would be recruited by numerous mafia groups. They would extend an informal network, support each other, support their ex- bosses, and worse - if united they would be able to easily form even a private army. Let's not forget that we live in a society where informal institutions are stronger than formal ones. Its why we are categorised as a "problematic state", only one level up from being a "failed state". A problematic state is the one that lacks rule of law (instead under a big man rule), and dominated by informal institutions (absence of strong formal institutions).
What needs to be done instead?
-The parliament should adopt relevant laws to guide its activities.
-A parliamentary oversight should be established and it should involve experienced parliamentaries in security matters.
- TISS needs to be depolitized. There should be a ban on party associations for the staff; there should also be prohibition of any political related activity within the working
places of TISS).
- Centralized oversized security apparatus needs to be dismantled.
- There should be a reduction of the number of the staff down to the real needs of the national
security.
- TISS should be put under a more sophisticated controlling system i.e
Parliamentary, administrative and, judicial.
- There's a need of establishing"judicial control" over the use of secret means and methods which can penetrate or infringe the rights and privacy of the citizens.
- Goals and purposes of TISS need to be redirected and restructured
along new directions;
- Recruitment of new intelligence officers should only base onprofessional merits.
- There has to be transparency on its budget sources and also an independent control above them.
- TISS needs to join the intelligence-security community of the "democratic world".
- TISS needs to intensively participation in combating the global security challenges, especially international terrorism.
In the final analysis, CCM and the State should no longer be held in " synonymous ".
