TICTS walikuwa bandarini miaka 22 na wao walikuwa hewani?. Ni ukodishaji sasa kama unaweza ukafanyika angani tambua kuwa utafanyika angani.

Mkataba unatekelezwa ardhini na hakuna kipande cha ardhi kinachokwenda kuchukuliwa na kampuni hii, ni uelewa wetu kusikia sana habari potofu inakuwa rahisi kupotosheka.
 


Waziri wa Ujenzi na Uchukuzi, Prof. Makame Mbarawa anazungumza na Waandishi wa Habari, Jijini Dar es Salaam muda huu kuhusu uwekezaji wa Bandari.

Mbarawa:
Pamoja na Serikali kuendeleza juhudi za maboresho ya Bandari zetu, bado ufanisi katika utoaji huduma wa Bandari haujafikia viwango vinavyotakiwa kimataifa.

Hali ya ufanisi wa Bandari ya Dar es Salaam na nyingine nyingi zinazoendeshwa na Mamlaka ya Bandari Tanzania upo chini sana, udhaifu huo unaonekana katika utendaji wa kila siku wa Bandari zetu pamoja na ukusanyaji wa mapato

Bandari ya Dar imeendelea kuwa nyuma dhidi ya Bandari shindani katika Kanda, mfano wastani wa meli kusubiri nangani ni siku 5 sawa na Saa 120 ikilinganishwa na siku 1 na saa 6 kwa bandari ya Mombasa.

Meli kutumia muda mrefu kupakia shehena kantini kwa wastani wa siku tano wakati kimataifa ni siku moja inayokubalika kimataifa.

Ufanisi mdogo wa Bandari ya Dar es Salaam umetokana na changamoto mbalimbali ikiwemo kukosekana mifumo ya kisasia ya TEHAMA, kutokuwepo kwa maeneo ya kutosha ndani na nje ya Bandari ya kuhifadhia shehena za mizigo pamoja na maegesho ya kutosha ya kuegeshea meli.

Changamoto nyingine ni kukosekana kwa mitambo ya kutosha na ya kisasa inayobadilika mara kwa mara kutokana na teknolojia na hivyo kuwa na gharama kubwa.

Athari za kutokuwa na ufanisi katika Bandari ya Dar es Salaam ni meli kusubiri muda mrefu nangani, mfano gharama ya meli kusubiri nangani kwa siku moja ni takribani Dola 25,000 (Tsh. Milioni 58).

Meli kutumia wastani wa siku tano kupakia na kupakua shehena ukilinganisha na siku 1 inayokubalika kimataifa.

Meli kubwa kutokuja katika Bandari ya Dar es Salaam kutokana na kuchukua muda mrefu kuhudumiwa, hivyo kusababisha bandari yetu kuwa inayolishwa na Bandari nyingine.

Uwezo mdogo wa Bandari ya Dar unaikosesha Nchi mapato makubwa ambayo yangeweza kusaidia katika utekelezaji wa miradi ya kimkakati inayoendelea kutekelezwa Nchini.

Ili kutoendelea na hali hiyo, Serikali iliingia makubaliano 2000 Serikali ya Awamu ya Tatu iliingia mkataba wa upangaji na uendeshaji na Kampuni ya TICTS, mkataba ambao ulidumu kwa miaka 22 na kuipa haki za kipekee TICTS kuendesha shughuli za gati namba 8 hadi 11 za Bandari ya Dar es Salaam huku maeneo mengine yakihudumiwa na TPA.

Desemba 2022, Serikali ya Awamu ya 6 baada ya kuona mkataba hauendani na maslahi mapana ya Nchi yetu iliamua kusitisha mkataba huo.

Serikali kupitia Mamlaka ya Bandari Tanzania ilipokea mapendekezo ya wawekezaji mbalimbali Duniani, lengo kuu likiwa ni kufungua masoko ya kimkakati katika kufungua eneo la bidhaa na usafirishaji ndani ya Nchi na maeneo yanayotuzunguka.

Baada ya uchambuzi wa kina Serikali ilianzisha majadiliano na Kampuni ya DP World kwa sababu zifuatazo:

Uwezo mkubwa wa uendeshaji wa shughuli za Bandari Afrika, Asia, Ulaya, Marekani ya Kaskazini na Kusini na Australia.

DP World ina uwezo na kuchagiza mnyororo mzima wa usafirishaji kutoka maeneo ambapo bidhaa zinatoka hadi kwa walaji wa bidhaa.

DP World inamiliki zaidi ya meli 400 za mizigo, ina uzoefu wa uendeshaji wa Bandari 6 Afrika na zaidi ya Bandari 30 Duniani kote.

Wawekezaji wengine waliowasilisha mapendekezo yao hayakukidhi sifa kwa mwekezaji ambaye alihitajika.

Mkurugenzi wa Mamlaka ya Usafiri wa Anga nchini, Hamza Johari amewatoa hofu Watanzania kuhusu tarifa za kuwa nchi imeuzwa kutokana na mkataba wa makubaliano ya ushirikiano kati ya Serikali ya Tanzania na Dubai akisema kuwa taarifa hizo hazina ukweli wowote.

Kauli hiyo ameitoa leo Julai 14, 2023 alipokuwa akizungumza katika mkutano na wahariri jijini Dar es Salaam huku akiwataka watu kutoingiza siasa kwenye masuala yahusuyo uchumi wa nchi na kusisitiza kuwa mkataba huo ni mzuri.

Hivi Serikali na CCM wana Mwanasheria moja tu? Maana hii kazi imekuwa ya Mbawala na Hamza Johari ....!!

Anyway, eti wanatoa elimu, Hivi wametuona Watanzania ni wajinga na wao tu ndiyo wenye akili .....!!

Haya majamaa sijui DPW imewahonga kiasi gani. Naona Balile tayari yuko upande gani halafu anajifanya wameitisha mkutano kama vile wako neutral. PATHETIC!!
 
Kuhusu meli kubwa kutokuja tunajua ni kwa sababu kina kilikuwa kidogo na ndio maana uliwekwa uwekezaji wa mabilioni kuongeza kina cha bandari ya Dar es Salaam shuguli ambayo imefanyika kwa ufanisi mkubwa kwa uwekezaji wa serikali, hii nayo inahitaji rocket science kukumbuka na kutambua??

DP World Australia has announced plans to slash more than 10 per cent of its workforce, with 100 more jobs scheduled to be axed at both Melbourne and Sydney container terminals.

The cuts — announced to the media before affected workers or their union had been notified — come in addition to another 47 wharfies due to finish up this week in Melbourne.The Maritime Union of Australia said the timing of the announcement — during protected industrial action at the company’s Melbourne, Sydney, Brisbane and Fremantle container terminals — was a clear attempt to threaten workers into accepting cuts to their rights and conditions.MUA Assistant National Secretary Warren Smith said DP World sacking workers and destroying families to achieve an industrial outcome was an extreme act that reflected the unfettered corporate power available to bosses in today’s society.“From day one DP World started with threats to our families.

Management have refused to meet telling wharfies that they’ll get an agreement only if they withdraw their claims and accept the company’s claims, which result in less job security and worse conditions,” Mr Smith said.“It started with threats to workers income protection insurance, now they are targeting wharfies jobs.

”The MUA slammed DP World for notifying media outlets of the cuts before contacting the affected workers.“What kind of company tells the media about job cuts before talking to the workers who are directly affected,” Mr Smith said.

“This is corporate bullying and intimidation using the livelihoods of wharfies in an attempt to intimidate the workforce into accepting anything the company wants.“

This situation, where a massive multinational company is showing total contempt for Australian workers and their families, shows once again how broken our country’s workplace laws are.“

Threatening people’s jobs, their livelihoods, and their families well-being should never be considered an acceptable way to achieve an industrial outcome.”
