Check tena hiyo article na uone neno "shall"........ unielimishe lina maana gani.........
There is no binding issue here. It is not a covalent agreement that the Gov shall donor at any and all times when Christian run societies are in need, the paragraph does neither says nor claims that. The paragraph is very clear, that the Gov will donor after negotiating. When you are in the negotiantion, it is either you will get what you ask or not. It is simple and clear. It was not said that the Gov shall give monies to the Christian run sociaties, but it rather said that it shall donor after bilateral negotiation.
What is a donor? When do someone becomes a donor?
