B.O.T wanasema dola $ zipo. Hawa EWURA wanasema upungufu wa dola $.
Wakati sheria ipo wazi, mafuta ya kutumia leo, yanaaguizwa miezi mitatu iliyopita!!
Hiyo dola $ iliyoadimika leo, inahusikaje na mafuta yaliyotakiwa kuagizwa mwezi April/May 2023.??!

PBPA is a Government Agency established under the Executive Agencies Act, vide GN. No. 423 of 25th September, 2015. As prescribed in the Regulations, the
Agency is mandated to administer and manage the importation of petroleum products in the country.

To be an effective and model institution in the procurement and delivery of quality and reliable petroleum products at national and regional levels.
OUR MISSION
To provide quality and cost effective petroleum products through coordination and management of Bulk Procurement System to ensure reliability and security of supply and contribute to the sustainable socio-economic and national development.
PBPA ROLES AND FUNCTIONS
Forecast and determine demand and supply of petroleum products;
Collect procurement requirements of petroleum products from OMCs;
Conduct international competitive bidding for procurement of bulk petroleum products;
Report to the Ministry on Agency’s activities on monthly basis or as may be required by the Ministry;
Prepare plans and budget to cover its Operations;
Conclude and administer contracts with suppliers and between Agency and OMCs;
Relay information, in a timely manner, related to petroleum business to the Authority, Ministry responsible for Petroleum affairs, TRA, TPA, TBS, WMA and other relevant parties when requested;
Coordinate diligent receipts by OMCs of petroleum products from the delivery vessels;
Maintain records of the shipments and performance;
Coordinate invoicing and collection of payments for respective shares of petroleum products imported by an OMC;
Appoint an inspector to ensure delivery of acceptable quantity and quality of petroleum products;
Issue directives and undertake any function that aims at improving efficiency procurement of petroleum products;
Liaise with the Authority on issues related to the importation of petroleum products;
and
Report to the Minister and the Authority on Agency’s activities on a monthly basis or as may be required.
EWURA:
Energy and Water Utilities Regulatory Authority (EWURA) is an autonomous multi-sectoral regulatory Authority established by Cap 414 . In discharging its duties and functions on petroleum sub-sector, the Authority is obliged to comply and enforce the Petroleum Act, 2015, Cap 392 that is a sector’s legislation.
Under these instruments, the Authority is mandated to regulate the Mid and Downstream petroleum sub-sector in Tanzania Mainland, covering technical, economic and safety regulatory functions. Regulatory functions that are implemented by EWURA in this sub sector are geared to:
Monitor for the sake of ensuring security and quality of petroleum products supply in the country;
Optimize costs in respect of procurement, storage, transportation and distribution of petroleum products;
Attract investment through licensing in the petroleum mid and downstream operations, thus helping to ensure a reliability in the supply of petroleum products throughout the country;
Create a level playing field to protect the interest of efficient service providers or suppliers;
and
Implement government policies as outlined in the Energy Policy framework.
The ultimate goal of EWURA (the Authority) is to protect the interests of consumers, efficient suppliers and the government, which together are key Authority’s stakeholders.
